تشهد النظم التربوية حول العالم اهتماما متزايدا بموضوع الكفايات التي يتطلبها المتعلم للحياة والعمل في القرن الحادي والعشرين. هذا الاهتمام جاء مدفوعا بجملة المتغيرات المتسارعة التي تشهدها الحضارة البشرية خلال العقود القليلة الماضية. فالدور المتزايد التي تلعبه الثورة التكنولوجية في حياة الإنسان فضلا عن التحديات التي تفرزها العولمة كأحد الظواهر الكونية تعد متغيرات مهمة تستدعي مراجعة وتجديد السياسات والبرامج التربوية بشكل مستمر. يضاف الى ذلك التحولات السكانية التي تتجلى في تعاظم ظاهرة الهجرة سواء تلك العابرة للحدود أو تلك التي تتم داخل المجتمع الواحد وهي ظاهرة أفرزت الكثير من الفرص التنموية إلا أنها ايضا تمثل تحديا للقضايا المرتبطة بإعداد الشباب للتنافسية في سوق العمل فضلا عن القضايا المرتبطة بتحقيق الوئام المجتمعي وتعزيز التنوع الثقافي وقيم المواطنة في المجتمع.
من هذا المنطلق فإن النظام التربوي في سلطنة عمان يوجه اهتماما خاصا نحو العناية بكفايات المتعلم في القرن الحادي والعشرين مستلهما في ذلك التوجيهات السامية لحضرة صاحب الجلالة السلطان قابوس بن سعيد المعظم حفظه الله ورعاه والذي وجه في الانعقاد السنوي لمجلس عمان عام 2011م وفي عام 2012م إلى ضرورة الاهتمام بجودة المخرجات التعليمية، وإلى أهمية الربط بين مخرجات التعليم ومتطلبات سوق العمل من خلال مراجعة سياسات التعليم وخططه وبرامج تطويرها بما يتوائم مع متطلبات المجتمع وسوق العمل.وقد قامت الوزارة خلال السنوات القليلة الماضية بمراجعة وتطوير برامجها التربوية بما يتسق والحاجات الفعلية لسوق العمل ففي العام 2008م نظمت الاجتماع الوزاري الرابع لوزراء التربية والتعليم بدول الشرق الأوسط الموسع وشمال إفريقيا ودول مجموعة الثمان (تعليم جيد من أجل تعلم ملائم)، وقد كانت من بين محاوره (جودة التربية من أجل تعلم فعال: دور الشراكة مع القطاع الخاص)، كما أشارت الدراسة المشتركة التي قامت بها الوزارة بالتعاون مع البنك الدولي " التعليم في سلطنة عمان...المضي قدما في تحقيق الجودة " في إحدى محاوره إلى (مواءمة التعليم لمتطلبات سوق العمل). كما نظمت الوزارة في عام 2009م اجتماع الخبراء الإقليميين حول تطوير التعليم ما بعد الأساسي (التعليم الثانوي) بالمنطقة العربية، وقد خلص الاجتماع إلى الربط بين التعليم العام والتعليم الفني – المهني لضمان تحقيق المساواة والتنوع من خلال مسارات تعليمية تتصف بالمرونة تحت إطار عام للمناهج ، بالإضافة إلى تعزيز وتطوير التعليم الفني والمهني ليتواءم مع احتياجات المجتمع في ضوء التحديات والمتطلبات التي يفرضها مجتمع المعرفة وتفرضها المتغيرات المتسارعة في الاقتصاد وسوق العمل كما قامت الوزارة بالتعاون مع بعض المؤسسات الحكومية ومؤسسات القطاع الخاص بتنفيذ حلقة نقاشية حول " دمج ريادة الأعمال في التعليم " والتي عقدت في الرابع من ديسمبر 2012م، وهدفت إلى التعرف على القيم والمعارف والمهارات الريادية المطلوبة لسوق العمل، والتأكد من مدى تلبية البرامج التعليمية الحالية في السلطنة لهذه المتطلبات، وقد خرجت بمجموعة التوصيات المتعلقة بأهم المعارف والمهارات والصفات التي يحتاجها المتعلمون للدخول في سوق العمل مستقبلا. من هنا تأتي هذه الندوة لتوفر فرصة مهمة لتبادل المعرفة والخبرة مع طيف واسع من الخبراء والمختصين على الصعيدين المحلي والدولي في كل ما من شأنه تطوير كفاءة النظام التعليمي في القرن الحادي والعشرين
Educational systems around the world are showing a growing interest in the competencies required by learners for life and work in the 21st century. This interest is driven by a series of rapid changes that has taken place during the past few decades. The growing role played by the technological revolution and the challenges produced by globalization are all important variables that require continuous review and renewal of educational policies and programs. In addition, population shifts reflected in the growing phenomenon of migration, whether cross-border or within the same society, have produced a lot of development opportunities. However, the challenges are to prepare young people for a competitive labor market and to achieve community harmony, and to promote cultural diversity and values of citizenship in the community. The educational system in the Sultanate of Oman affords special attention towards learner’s competencies in the 21st century, inspired by the directives of His Majesty the Sultan who pointed during the annual session of the Council of Oman in 2011 and 2012 to the importance of giving attention to quality educational outcomes and to the linking of educational outcomes to labor market needs by reviewing educational policies, plans and development programs in line with the requirements of society and the labor market. Over the past few years the Ministry has reviewed and developed its educational programs to bring them in-line with the needs of the labor market. In 2008 the Ministry organized the Fourth Ministerial Meeting of Ministers of Education in the Broader Middle East and North Africa and the countries of the Group of Eight (good education for relevant learning), and among the themes discussed were quality of education for effective learning and the role of partnership with the private sector. One of the themes in the study "Education in the Sultanate of Oman ... the move forward in achieving quality", carried out by the Ministry in collaboration with the World Bank, was the relevance of education to the requirements of the labor market. In 2009 the Ministry also organized a regional experts meeting on the development of post-basic education (secondary education) in the Arab region. The meeting stressed the importance of linking public education and technical- vocational education to encourage equality, diversity and flexible educational paths under a general curriculum framework, in addition to promoting and developing technical and vocational education to match the needs of the community in light of the challenges imposed by the knowledge society and the rapid changes in the economy and the labor market. The Ministry, in collaboration with other government institutions and private sector organizations, conducted a panel discussion on "integrating entrepreneurship in education", which was held in 4th December 2012. The panel aimed to identify the values, knowledge and entrepreneurial skills required for the labor market, to make sure that the existing educational programs in the Sultanate meets these requirements. It made a range of recommendations relating to the most important knowledge, skills and qualities that learners need to have to enter the labor market in the future. Hence this symposium provides an important opportunity to exchange knowledge and experience with an extensive range of experts and specialists on how to improve the efficiency of the education system in the twenty-first century
