Nigeria has a website called Open Treasury Portal (OTP) that shows how the federal government spends money. But not a lot of people know about it. Nigerian Government Workers and politicians relax when they discover that citizens are ignorant of such systems.
The Open Treasury Portal was designed under Goodluck Ebele Jonathan to show:
1. Every payment made by every agency or ministry which is above ₦10 million
2. Which ministry or agency made that payment
3. The date and purpose of the payment .

It is the front end portal powered by the Government Integrated Financial and Management Information System (GIFMIS). The GIFMIS was built as an automated, ERP system that handles core Public Fund Management processes for over 800 Nigerian Government Ministries, Departments, and Agencies (MDAs). It was funded by the world bank and developed by a company called NORTAL, from Finland.

This was one of Goodluck Jonathan’s Systematic Initiatives to destroy corruption.

Normally, citizens should have started getting data about how the EuroBond funds will be spent from next week on the portal.

But yesterday, I tried to use the platform and it was a huge mess. The SSL CERTIFICATE provided by Certum is expired. It was a DV SSL certificate which costs about $29 - yes, just $29. Yet NORTAL REFUSED TO RENEW IT AND ACCOUNTANT GENERAL’S office kept quiet.

The developers, Nortal could not even buy a premium Extended Validation SSL.

Nigerians are angry today because the Government doesn’t make use of platforms like OTP AND GIFMIS to demonstrate transparency in public fund management. By now, every Nigerian should have a Mobile application where they can view every transaction that comes out of government accounts. Imagine that every citizen gets an Alert once over 10 Million Naira leaves a government account? Just imagine. If Trump makes such threats, EVERY NIGERIAN WILL STAND TO SUPPORT THE GOVERNMENT. And those of us who love Nigeria as patriots won’t be seen as paid agents.

If you want real solutions and not just wailing, then we must allow concerned intellectuals to investigate and target the precise systems that was klllled to cover up corruption. This platform was kllled by Buhari. Buhari whom we all think was the least corrupt actually enabled corruption. That’s why I am appealing to President Bola Tinubu to revive this system and make it better.
And please do not use Foreign Companies again. Use Nigerian IT developers, do not use Gemsbok so people don’t say we are looking for anything. NITDA has the capacity to make this happen. Once this is done and Nigerians start getting daily alerts when money enters or leaves Government accounts with explanations, Omo, Nigeria go better from that day.
