Irregular Migration: Oyo, ICMPD Launch €2.4m Project To Empower 700 Youths In Agriculture.

ABOUT 700 youths in Oyo State are set to be empowered through the Youth Empowerment and Reintegration Project (YERP), a €2.4 million agricultural initiative jointly launched by the Oyo State Government and the International Centre for Migration Policy Development (ICMPD).

The project is funded by the Government of Denmark and targets young people aged 18 to 35, particularly those in rural communities and returnee migrants from the South-West.

Speaking at the project agreement signing ceremony on Friday, the Oyo State Commissioner for Agriculture, Barr. Olasunkanmi Olaleye, described YERP as another milestone in Governor ‘Seyi Makinde’s agricultural development agenda.

He explained that the project is designed to tackle youth unemployment, support the sustainable reintegration of returnee migrants, curb irregular migration and stimulate rural economic development. According to him, YERP will engage 700 youths in productive agricultural livelihoods, improve their economic prospects and support innovation and modernisation in the sector.

Olaleye added that the initiative reflects the state government’s belief that agriculture is not only essential for food production but also a strategic tool for job creation, youth empowerment, rural development and economic resilience.

He noted that the ICMPD-led intervention will promote climate-smart and sustainable agriculture while creating viable economic opportunities for young people in rural communities. The project, he said, will help reduce the growing attraction of irregular migration by enabling youths to build sustainable livelihoods within their communities.

“YERP is an important intervention designed to support teeming youth, particularly rural young people and returnee migrants, by creating sustainable opportunities for them through agriculture and related economic activities,” he said.
“The project aims to address rural youth unemployment, support the sustainable reintegration of returnee migrants, curb irregular migration and drive rural economic development through climate-smart and sustainable agriculture.”

The commissioner disclosed that the state government has secured 1,766 hectares of unencumbered farmland in Ilero, Kajola Local Government Area, and 50 hectares at the Rural Community Development Centre in Aawe, Afijio Local Government Area for the project.

He added that the government will work with relevant stakeholders, communities and development partners to ensure that beneficiaries have access to land, security, agricultural training, modern farming techniques, market opportunities and other support needed to establish sustainable livelihoods.

Olaleye emphasised that the project goes beyond allocating farmland, noting that it aims to develop sustainable livelihoods and generate evidence that could inform policies on youth empowerment and migration management.

He explained that beneficiaries will receive climate-smart agricultural training, support for cooperative development, market linkages and livelihood assistance. The state government’s responsibilities under the partnership include providing farmland, facilitating partnerships among host communities, land donors, the private sector and development partners, and supporting the tractorisation of the farmland.

According to him, YERP will also promote sustainable land management and contribute to the state’s efforts toward food security.

The commissioner noted that the project complements existing initiatives of the Makinde administration aimed at making agriculture attractive to young people as a business and career rather than merely subsistence farming.

He highlighted ongoing programmes in youth training, agribusiness development, access to productive resources, climate-smart agriculture, mechanisation, digital soil testing, extension services and market-oriented interventions.

“YERP is therefore coming into an environment where a foundation for youth participation in agriculture already exists. What the partnership with ICMPD brings is an additional opportunity to extend these efforts to more rural young people and returnee migrants,” he added.

Olaleye urged young people to take advantage of emerging opportunities in the agricultural value chain, noting that modern agriculture has expanded beyond the traditional use of hoes and cutlasses. He said opportunities now exist in production, processing, logistics, digital agriculture, mechanisation, marketing and other areas of the value chain.

Also speaking, the ICMPD Portfolio Manager for the Pan-Africa Region, Marcello Giordani, said he was in Ibadan specifically because of the YERP partnership. He described Nigeria as ICMPD’s biggest and most important partner in Africa.

Giordani noted that while ICMPD has several projects in Nigeria, YERP stands out because of its potential to create meaningful opportunities for young people through agriculture.

“I really believe that this project could become an interesting opportunity for a number of young people from this area to explore their potential and create a positive change in their future by working in agriculture. With new technology and the right conditions to enable them to build their future and earn a living through agriculture, I believe this project could be of great help,” he said.

He expressed satisfaction with the cooperation received from the Oyo State Government, noting that the signing of the agreement during his second visit demonstrated the state’s commitment to the partnership.

“This really shows the commitment, ownership and the fact that the Oyo State Government is taking our partnership seriously. We are doing exactly the same on our side,” he said.

Oyo Trains 880 Farmers, Extension Officers on Climate-Smart Agriculture

The Oyo State Government has commenced the training of 880 farmers and agricultural extension officers drawn from the various geopolitical zones of the State on Climate-Smart Agriculture, as part of efforts to boost food production, enhance resilience to climate change and reduce post-harvest losses.

The training, which commenced on Wednesday, August 26, 2026, at the Fertilizer Store, Oyo, is being implemented under the 2025 Business Enabling Reform Action Plan (BERAP), through the State Action on Business Enabling Reforms (SABER) programme, which seeks to improve the ease of doing business and create more business opportunities in the State.

Declaring the training open, Commissioner for Agriculture and Rural Development, Barrister Olasunkanmi Olaleye, described Climate-Smart Agriculture as critical to the future of food production, the economy and society, particularly in the face of climate change, soil degradation, unpredictable weather patterns and a growing population.

The Commissioner noted that with the global population projected to approach 10 billion by 2050, there was an urgent need to produce more food with fewer resources, stressing that traditional farming methods alone might not be sufficient to meet the increasing demand for food. According to him, Climate-Smart Agriculture involves the application of modern technologies, innovation and scientific knowledge to improve farming efficiency, productivity and sustainability while protecting the environment.

Olaleye explained that technologies such as satellite monitoring, sensors, mobile applications, artificial intelligence, drones, automated irrigation systems and data analytics could help farmers monitor crop health, manage soil fertility, control pests and optimise the use of water and other agricultural inputs.

He added that the adoption of smart agricultural practices would enable farmers to apply fertilisers and pesticides more efficiently, reduce waste and production costs, increase profitability and minimise environmental pollution.

Olaleye stressed that the adoption of modern agricultural technologies would help transform farming from a largely labour-intensive activity into a technology-driven sector, while creating opportunities for young people and generating new jobs in agricultural technology.

He, however, emphasised that achieving a successful transition to smart agriculture required strong collaboration among government, research institutions, private sector partners, extension personnel and farmers.

He called for continuous investment in rural infrastructure, supportive policies, access to digital technology, agricultural education and training, as well as financial support for smallholder farmers.
Olaleye assured that the State Government would ensure that farmers were adequately equipped with the knowledge and tools required to participate in the transformation, stressing that “no farmer should be left behind.”

The Commissioner urged participants to take full advantage of the training and apply the knowledge gained to improve agricultural production and extension services across the State. He emphasised that Climate-Smart Agriculture was not merely about technology but about building a resilient, sustainable and profitable agricultural sector capable of feeding the growing population while preserving natural resources for future generations.

Olaleye said, “The future of agriculture lies not only in the soil but also in innovation, technology and collaboration,” adding that effective deployment of modern agricultural tools would create a thriving agricultural sector that benefits farmers, consumers and the entire nation.

In his remarks, the SABER Focal Person, Mr. Kilanko Olayemi, who spoke through Mr. Roland Adekunle, said the project would train 880 participants across the geopolitical zones in the State. He noted that the initiative was designed to reduce post-harvest losses in the agricultural sector.

Speaking on behalf of the President of the All Farmers Association of Nigeria (AFAN), the AFAN Zonal Coordinator, Oyo, Mr. Debo Fakayode, commended the Oyo State Government under the leadership of Engr. Seyi Makinde for its commitment to building a vibrant and sustainable agricultural ecosystem in the State, noting that the training for extension personnel and selected farmers across the State was another demonstration of the government’s commitment to improving food security and strengthening the agricultural sector.

Homecoming: Ogo-Oluwa/Surulere PDP Close Ranks, Unite as Olaleye Takes Senatorial Ambition to Home-based.
In what is regarded as a moment of unity and renewed political energy in Ogo-Oluwa/Surulere as Barrister Olasunkanmi Olaleye formally declared his intention to contest for the Oyo Central Senatorial seat, drawing together party stakeholders and leaders across the two local government areas.

The stakeholders’ meeting was marked by a warm reception and a shared sense of purpose, as Olaleye took his senatorial bid to his home base, which was attended by several party faithful, leaders, and stakeholders. He outlined his vision and readiness to serve.

Hon. Ojo also used the occasion to call for the endorsement of Hon. Sunday Ojo Makanjuola Smato for a second term. The two motions were unanimously supported by stakeholders and subsequently forwarded to the party secretariat in Ibadan.

Speaking further, Hon. Seun Ojo described the Commissioner for Agricultural and Rural Development as a credible and capable leader whose aspiration is both commendable and worthy of support. The Chairman of Surulere Local Government, Hon. Adegbite Isaiah Alaba described Olaleye as a good man who has continued to use his good office to better the lives of the people.

My Aspiration Represents a Fresh Breath – Olaleye, As He Rallies Support of Party Stakeholders in Oyo Town

The train of consultation for Barrister Olaleye Olasunkanmi, the Commissioner for Agricultural and Rural Development, and his senatorial bid berthed in Oyo town today, where he met with leaders and stakeholders of the People’s Democratic Party (PDP).

In his welcome address, the Oyo State House of Assembly Chiefs’ Whip, Rt. Hon. Gbenga Oyekola welcomed the senatorial aspirant and his team to the consultative meeting with party leaders, elders, and stakeholders. He also urged him to see himself as one of them in Oyo and to hold nothing back in making his intention known to the people.

Addressing the people, Barrister Olaleye Olasunkanmi said he has come to make himself available to the people for service to them and not to lord over them.
He said in all the consultative meetings he has held with the people, there is only one thing which echoes loudly and it is a good reward system, he assured them that the era of working with nothing to show for it is over as he represents an era of fresh breath.

He stressed that his antecedents across the spectrum of public service afforded him the opportunity to know what the people truly want and their needs as he has hands-on interactions and experiences with them.

He said that as the Commissioner of Education, Alayande College of Education was converted to Alayande University of Education, revamping of Oyo State – IITA Youth Incubation Centre, Awe, designation of Oyo town as a distribution Centre for farm inputs, facilitation of several road constructions and others.
Hon. Sunday Akindele Ojo said Olaleye has proven himself to be a party man who has regard for party members and this has shown in the way he deals with issues brought to him anytime a party member needs his help.

He urged him not to change from who he is when he gets what he seeks while also specially making a case for Oyo federal Constituency.

Hon. Lawal Adedeji Jagaban urged the senatorial hopeful to hold on to the leaders who influence to turn the dream into a reality. He also charged him to use his experience as a lawyer and a public servant who has served across different offices to influence development in the senatorial district.

Olaleye Seeks Support of Oyo Central Senatorial District stakeholders As Consultations Continue

- Stakeholders Charge on Good Reward System, Financial Muscles

In continuation of his consultation meetings with critical stakeholders and elders of the People's Democratic Party in Oyo Central Senatorial District, the Oyo Central Senatorial hopeful and the Commissioner for Agricultural and Rural Development, Barrister Olaleye Olasunkanmi met with leaders, elders and stakeholders of the Party across the eleven local government areas of the senatorial district at the Ikolaba home of Elder Wole Oyelese.

While welcoming him to the meeting, Elder Wole Oyelese said the party is not in the opposition in Oyo State even though, it does not have senators in the Senate. He said the party has a long way to go, which is why he is admonishing Barrister Olasunkanmi Olaleye not to become inaccessible to the very people whose support he is seeking when he finally gets what he's looking for.

He urged him to take the reward of ordinary party members as non-negotiable and sacrosanct as the era of the zero reward system is over.

Hon. Mufutau Ogunremi, the State Financial Secretary of the Party reiterated his earlier position during a meeting last week on Barrister Olasunkanmi Olaleye as a complete gentleman whose office is accessible to the party members and also stands by the Party.

He said the roles played by Barrister Olaleye in securing the Oyo Central Senatorial District office and also making it habitable are not in small measure.

He assured the stakeholders that he's better equipped with the required financial muscles to run for the elections without hiccups and he will also ensure party members are adequately compensated.

Rounding the meeting up, the Co-chairman of the Oyo State Elders' Council Elder Wole Oyelese commended Barrister Olaleye Olasunkanmi for being an upstanding party stakeholder and the feedback he received from people when he intimated them about today's meeting was positive.

He said one of the problems bedevilling Nigeria is voting for people who do not have the required experience for positions of authority but he has shown that he is a round peg in a round hole.
