2,160 Benefit As Zulum Flags Off SMEDAN'S Conditional Grant Scheme
..Launches Borno’s E-commerce
Borno Governor, Professor Babagana Umara Zulum, on Friday in Maiduguri, launched the 2021 Nationwide Conditional Grant Scheme (CGS) provided by the Small and Medium Enterprises Development Agency of Nigeria, (SMEDAN).
2,160 entrepreneurs benefitted from the scheme with each getting N50,000 to enable small scale entrepreneurship combined with capacity building, workspace, technology and delivery of post-intervention support services.
Zulum commended and thanked SMEDAN and the Federal Government for the choice of Borno.
"We are here today witnessing the flag off of this very important scheme to 2,160 beneficiaries to the Micro Enterprises platform. It is common knowledge that insurgency in Borno State has brought untold hardship to our people and Small enterprises have suffered the most. The most important thing is not only the disbursement of grants, but financial inclusion”, Zulum noted.
Government, he said, was committed to creating more employment opportunities to the teaming unemployed youths and to expand their sources of income, especially the women by reducing unemployment rate to the barest minimum in the state, Zulum concluded.
SMEDAN’s Director General, Dr. Dikko Umaru Radda, said the agency chose Borno State as the focal point of the flag off for the entire nation to complement the state’s efforts at transforming the SMSE sector while coping with impacts of crises in the region in the last 12 years.
The DG further explained that the objective of the Scheme includes moving micro enterprises from the informal to the formal sector, creating jobs, wealth and alleviating poverty in the society which is capable of reducing insecurity in the country.
He further added that the objective also includes enhancing the competitiveness of enterprises towards
meeting national, regional and global standards, improving the internally generated revenue of the three tiers of government across the country; thereby reducing over-dependence on oil revenue and improving the human, technological and financial capacity of operators of micro enterprises.

Meanwhile, Governor Babagana Umara Zulum also launched the Borno State E-commerce platform developed and adopted by the Ministry of Higher Education, Science, Technology and Innovation during the flag off of SMEDAN's conditional grant scheme.
SMEDAN’s Director General, Dr. Dikko Umaru Radda was commended by the state government for the initiative.
The Borno E-commerce platform was designed by the state’s Ministry of Higher Education, Science, Technology and Innovation on the Android Operating System.
Zulum said his administration was committed to developing business enterprises in the state, especially through engaging several youths in various employment platforms to make them self reliant by disbursement of more than 3 billon naira.
The governor also noted that the administration has invested in many new vocational training centres and has revived old ones to rekindle SMSEs in the state by establishing sustainable businesses of their own.
The governor announced that a sustainability development agency will be created in the near future with the aim of developing a vanguard for rural industrialization and poverty reduction to enhance livelihood of the people.
The governor concluded by urging the SMSEs artisans and technicians to register with Borno State E-commerce in order to explore the various economic opportunities and have the knowledge on advertisment and other technologies in order to boost their trade.
Zulum also recalled his recent trip to the Nigerian Export Promotion Council (NEPC) and the Nigerian Export Processing Zone Authority (NEPZA) in Abuja to attract investment opportunities to the state as the governor announced the application for the resuscitation of the Banki Free Trade Zone.
In his welcome address, the Commissioner Ministry of Higher Education, Science, Technology and Innovation, Dr. Babagana Malumbe, said that the platform was innovated in line with Governor Zulum's 10 Pact Agenda and 25 Years Development Plan towards formalizing the small scale enterprises and reducing unemployment and federal government's digitalization process.
It is also aimed at reducing unemployment, promoting regional trade and increasing export by capitalizing on the three borders shared by Borno State, in a bid to increase internally generated revenue (IGR) to the state.
The benefits of the platform as explained by Dr. Mallumbe will enable citizens to join the global village to market their products, locate artisans and choose stocks based on one's choice.
The essence of the launching today he said, was for the registration of location, contacts and commodities for entrepreneurs.

New teaching hospital: Zulum approves Egypt’s medical degrees for Borno’s science students
Preparing manpower for a new teaching hospital, Borno State Governor, Professor Babagana Umara has directed the immediate identification of youths with science qualifications for admissions and government scholarship for Degrees in medicine and related programmes across Universities in Cairo, Egypt.
Zulum gave the order to the state’s ministry of Higher Education, Science, Technology and Innovation, on Tuesday in Maiduguri, when he received a report from a high powered committee tasked with developing framework for the establishment of Borno State University Teaching hospital, and a medical college, both of which would qualify the state University to offer Degree programmes in Medicine and other medical fields.
Zulum inaugurated the committee in July, 2020, and in November, Minister of Health, Dr Osagie Ehanire laid foundation for the hospital in Maiduguri, on Governor Zulum’s request, with work progressing at a site in Jimtilo, not far from the University’s campus.
Former Chief Medical Director of existing University of Maiduguri Teaching Hospital, Professor Othman Kyari, chaired the committee whose mandate included recommending design, site, a construction plan and establishment of a medical college at the state owned University established in 2016 and began academics in 2019.
Kyari said the said the committee had visited the best medical institutions and colleges to identify structures, equipment and manpower before coming up with recommendations, some of which were already being implemented by the Governor.
The Professor explained that construction of the new teaching hospital will be carried in two phases, with the first which is ongoing, to have 400 beds; and the other to 200 beds, to make combine capacity of 600 beds.
Kyari said further, that the committee had adopted the name: "Borno State College of Health Sciences" to make it flexible for the state University, to have the latitude of training other paramedical students, in addition to medical doctors.

Delegation of Borno State Nigeria Visits Faculty of Medicine, Mansoura University Seeking for Cooperation

Dr. Tamer Abu As-Sa'd the Acting Dean of the Faculty of Medicine, Mansoura University received Prof. Babagana Umara Zulum - Executive Governor of Borno State of Nigeria, Mr. Bashir Ibrahim Ma'aji - Chargé D'affaires of the Nigerian Embassy in the Arab Republic of Egypt, Prof. Babagana Mustapha - Commissioner of Higher Education and Science and Technology of Borno State and their accompanying entourages from Borno State and the Embassy of Nigeria in Cairo.
This happened in the presence of Dr. Basma Shouman, Vice Dean of Academic and Students'Affairs. The visit was in the framework of exploring means of cooperation in the area of Medical studies at both undergraduate and postgraduate levels in all specializations.
Prof. Babagana and his accompanying entourages visited facilities of the Faculty of Medicine, Mansoura University (anatomy museum, skill laboratory, study halls, and electronic exam halls).
He also visited Nephrology Center where he was received by Dr. Basem Salah, Director of the Center where the delegation saw the capacity of the learning, research and treatment Center.
In addition the delegation also visited Suez university, federal ministry of higher education and Tanta Motors limited during HE’s visit to Egypt.

The Borno State Governor, Prof. Engr. Babagana Umara MNI has approved the Retirement Age of lecturers of 9 tertiary Institutions to 65yrs of age or 40yrs of service whichever one come first wef form 9th Nov. 2020. The Colleges involved are as follows, Ramat Poly, KICOE MAID, UICEST BAMA, COE WAKA/ BIU, MOGOLIS, Abba Ashigar COLL OF BUSINESS KONDUGA, SCH OF NURSING & MIDWIVEFERY & COLLEGE OF HEALTH TECHNOLOGY.
In another development the Governor directed the Ministry of Higher Educ, Science, Tech & Innovation to facilitate the sponsorship of the exits students Jamb examinations for 2020/2021 academic examinations. Equally HE directed the Ministry to sponsor indigenes of Borno to Study courses in tertiary institutions outside the state on full scholarship.

SPECIAL EDUCATION: Gov. Zulum Fulfilled Promise Built School for the Deaf Remodeled School for the Blind
The Borno State Special School established over two decades ago,only provide learning opportunity to the blind and had never been looked into in terms infrastructure and instructional materials.
On Assumption of office, His Excellency the Executive Governor of Borno State Prof Babagana Umara Zulum Mni Fnse Promised to upgrade the school to meet overgrowing needs of Education in the state.
Matching words with actions, the Ministry of Higher Education Science Technology and Innovations which the school falls under its jurisdiction led by Dr. Babagana Mustapha Mallambe and the Permanent Secretary Alh. Mohammed Abatcha persued the governor's Mandate vigrously.
Presently the Ministry Constructed a new complex of 12 classrooms 4 offices and Vip toilet in the Deaf school to enroll primary 1-6 and JSS 1-6 Deaf students.
Also the existing infrastructures in the Special school was remodeled to befitting state which include 13 Classrooms, Administration Block Computer center, Male and Female Hostels among others.
While awaiting the official commissioning by the governor, the Ministry assured the provision of all instructional Materials.

Borno Reopens NIMC registration and setup 28 new centres.
It was recall that Prof. Babagana Umara Zulum directed the state NIMC registration to stop enrolment due to the lack of crowd control, not adhering to the Covid19 protocol and other security reasons. The state coordinator came up with alternative means to manage the crowd by creating more registration centres within the state. Sequel to that he directed the Honorable Commissioner Ministry of Higher Education, Science, Technology and Innovation to intervene and implement the process of opening new NIMC enrolment Centres in the state.
To that regard, the Hon. Commissioner participated in the flagging up of the new 28 registration centres within MMC and Jere.

Borno To Open more NIMC Registration Centre In the State.
In the effort of the state Government to ease the registration process of acquiring NIN to her citizens in the state. His Excellency has agreed the engagement of 120 Adhoc staff which they are to be distributed to various Registration points in MMC and Jere respectively. Sequel to that the Honorable Commissioner Ministry of Higher Education, Science, Technology and Innovation in collaboration with NIMC Borno State coordination office have started the training of the Adhoc Staff. In his Remarks the Honorable Commissioner has pleaded that they should be good ambassadors of the state and they should sacrifice thier time during the registration period.
