NEWLY APPOINTED TETFund BOARD OF TRUSTEES MEMBER, NORTH CENTRAL, FAMILIARISES WITH PLASU, ASSURES UNIVERSITY OF UNFLINCHING PARTNERSHIP

The Vice-Chancellor of Plateau State University, Bokkos (PLASU), Professor Shadrach Gaya Best, on September 2, received the newly appointed Member of the Board of Trustees of the Tertiary Education Trust Fund (TETFund), representing the North Central Zone, Dr. Hassan Abdulrahman Ocholi, who was on a familiarisation visit to tertiary institutions across the zone.

Receiving the TETFund Board member at the University, Professor Best said PLASU had, over the years, benefited immensely from its partnership with TETFund, particularly in the areas of infrastructural development and human capacity building through staff training and retraining.

He noted that TETFund interventions had contributed significantly to the development and expansion of the University through the provision of critical infrastructure, academic facilities and support for human capacity development.

According to the Vice-Chancellor, the University currently has 13 faculties and has graduated nine sets of students since its establishment, with graduates trained in various fields of study.

Professor Best expressed the University's desire for stronger collaboration with TETFund, noting that sustained intervention from the Fund would further enhance teaching, learning, research and other academic activities at PLASU.

Responding, Dr. Hassan Abdulrahman Ocholi assured the University of continued partnership and collaboration with TETFund.

He emphasised the significant role TETFund has continued to play in the development of tertiary education in Nigeria, stressing that Federal and State-owned institutions depend substantially on TETFund interventions to improve infrastructure and other critical areas of university development.

He stated: “Remove TETFund and you will be left with nothing, whether Federal or State-owned institutions.”

Dr. Ocholi and his team were subsequently taken on an inspection tour of some major TETFund-funded projects within the University.

One of the projects inspected was the Faculty of Environmental Sciences. During the inspection, the TETFund representative expressed concern over the quality of some aspects of the work executed and said that the Fund would not take such shortcomings lightly.

He assured that contractors handling TETFund projects would be closely monitored and that appropriate measures would be taken to ensure that projects funded by the intervention agency meet the required standards and specifications.

Dr. Hassan Abdulrahman Ocholi was appointed by President Bola Ahmed Tinubu on 7 July 2026 as the TETFund Board of Trustees member representing the North Central Zone. He succeeded Engineer Nurudeen Adeyemi in the position.

The visit provided an opportunity for the TETFund Board member to familiarise himself with the University's facilities and ongoing projects, while also strengthening the existing relationship between TETFund and Plateau State University, Bokkos.

PLASU RECEIVES NEWLY CONSTRUCTED FACULTY OF PHARMACY AND PHARMACEUTICAL SCIENCES

Plateau State University, Bokkos (PLASU), has taken over the newly constructed Faculty of Pharmacy and Pharmaceutical Sciences, a major infrastructural intervention provided by the Tertiary Education Trust Fund (TETFund) under its Special Impact Intervention.

The completion and handover of the facility mark another significant milestone in the University's ongoing efforts to expand its academic infrastructure and provide a conducive environment for teaching, learning, research and other academic activities.

The project, which was awarded to Humble Rock Nigeria Limited in 2020, was initially scheduled for completion within one year. However, its completion was delayed following changes in the leadership of the consulting firm responsible for providing the necessary consultancy services for the project.

In order to facilitate the effective ex*****on and eventual completion of the project, the University constituted a committee led by Builder Raphael Rume to oversee the project and ensure that the necessary technical, administrative and other requirements were met.

The committee worked with the relevant stakeholders to address issues associated with the project and facilitate its completion, leading to the eventual handover of the facility to the University.

Speaking during the handover ceremony, the Vice-Chancellor of Plateau State University, Bokkos, Professor Shadrach Gaya Best, who was represented by the Deputy Vice-Chancellor, Administration, Associate Professor Keziah Y. Ayuba, expressed appreciation to TETFund for its continued support to the University through various infrastructural and institutional interventions.

Professor Best noted that TETFund's interventions had contributed significantly to the development of infrastructure in the University, particularly at a time when tertiary institutions were confronted with increasing demands for improved facilities to support teaching, learning and research.

He described the completion of the Faculty of Pharmacy and Pharmaceutical Sciences as timely, noting that the facility would provide the required physical environment to support the University's expanding academic programmes.

According to him, the completion of the building came at a crucial period when the University was preparing to admit students into some of its newly introduced academic programmes.

He emphasised the importance of ensuring that the facility was put to effective use and maintained to serve its intended purpose for many years.

The Vice-Chancellor therefore urged the Faculty of Pharmacy and Pharmaceutical Sciences, as the end users of the facility, to take full ownership of the building and ensure its proper maintenance, effective utilisation and preservation.

He stressed that the responsibility for sustaining the University's infrastructure should not rest solely with the management, adding that users of the facilities also had an important role to play in protecting them from avoidable deterioration.

Also speaking, the Director of Works and Physical Planning, Builder Sarah Tsemwan-Wayo, explained that the facility would be closely monitored following its handover to ascertain its condition and identify any defects that might arise.

She assured the University that where any defect was discovered within the contractor's area of responsibility, the contractor would be invited to carry out the necessary repairs in accordance with the terms and conditions of the contract as well as relevant regulations.

She further emphasised the importance of proper maintenance and regular monitoring of the facility to ensure that it remains functional and fit for purpose.

Representing Humble Rock Nigeria Limited, the contractor handling the project, Mr. Walter Ozodigbo, expressed appreciation to TETFund and the management of Plateau State University for the opportunity given to the company to contribute to the infrastructural development of the institution.

He acknowledged the cooperation received from the University and other stakeholders throughout the ex*****on of the project and expressed the company's readiness to explore future opportunities for partnership and contribute to the continued development of PLASU.

The newly constructed facility is expected to strengthen the University's capacity to provide appropriate academic and administrative spaces for the Faculty of Pharmacy and Pharmaceutical Sciences as the University continues to expand its programmes and student population.

The handover also underscores the importance of collaboration among TETFund, the University management, consultants and contractors in the provision of sustainable infrastructure for tertiary education.

FACULTY OF ENVIRONMENTAL SCIENCES

In a related development, Plateau State University also received the keys to some completed office spaces at the ongoing Faculty of Environmental Sciences building.

The completed offices are expected to provide additional administrative spaces and support the activities of the Faculty as work continues on other components of the building.

The development represents another addition to the University's expanding infrastructure and reflects the institution's continued efforts to create adequate facilities for its growing academic and administrative needs.

The management of Plateau State University has continued to pursue infrastructural development through internally driven initiatives as well as interventions from relevant government agencies and development partners.

The University appreciates TETFund for its continued support and looks forward to the completion of other ongoing projects aimed at improving the physical and academic environment of the institution.

PLASU MANAGEMENT RESPONDS TO ASUU-PLASU DECLARATION OF INDEFINITE STRIKE ACTION

The Management of Plateau State University (PLASU) Bokkos has clarified issues raised by the Academic Staff Union of Universities, Plateau State University Branch, in its recent letter declaring a total, comprehensive and indefinite strike action with effect from 25th August, 2026.

A letter dated August 27th, signed by the University’s Registrar, Mr. Yakubu F. Ayuba, addressed to the ASUU-PLASU Chairman, said management has carefully reviewed the six items listed as reasons for the action. It therefore provided clarity to members of the University community, parents, students and the general public as follows:

1. On Contributory Pension Scheme:

Management is only aware of the Union's consistent engagement on the constitution and take-off of the Gratuity Board to manage the University's Gratuity funds. The Board has since been constituted with ASUU duly represented. Furthermore, the Governing Council and Management have secured approval for a pension policy for the University from the Plateau State Government through the Office of the Head of Civil Service in the past week. Management will not impose a Contributory Pension Scheme, but will work out a holistic pension framework with all Unions in the University in line with the Government approval.

2. On Full Implementation of the 2025 FGN/ASUU Agreement and Arrears from 1st January, 2026:

The Plateau State Government did not only approve the full implementation of the 2025 FGN/ASUU Agreement for PLASU, but also released funds for its implementation. Payment of the new salary structure commenced on 25th August, 2026, regrettably the same day the Union chose to embark on strike.

Management acknowledges that some errors of overpayment and underpayment were observed in this first implementation, which is not unusual with a new salary regime. The Vice-Chancellor has directed the Bursar to resolve all errors and effect payment to all affected members immediately. The issue of arrears remains an ongoing conversation and engagement between the Head of Service and the Union in the spirit of collective bargaining.

3. On Provision of Safe and Secure Staff Quarters:

Management, working with Council, is already working towards the development of Staff quarters. This position was conveyed to the Union during its meeting with Management on 27th July, 2026 during the ASUU National Visitation to the University. Management also notes that provision of staff housing is no longer the norm in the public service and cannot reasonably be a basis for industrial action.

4. On Construction of Trenches Around Perimeter Fence:

The demand for trenches is an opinion of the Union and cannot be sustained as a formal demand. The University is deploying superior, technology-driven security measures and is making steady progress on the perimeter fencing of the campus, a project recently supported with funding approval by the Visitor to the University. The Union has been consistently briefed on these measures.

5. On Alleged Intimidation of Union Leaders:

Management is taken aback by this inclusion. The matter referenced refers to a query rightfully issued to Dr. Iliya K. Lomka. At the intervention of a National delegation of the Union, Management magnanimously withdrew the query vide letter dated 29th July, 2026, which was duly acknowledged by Dr. Lomka on the same date. The matter is therefore considered closed.

6. On Payment of 22 Months Arrears of 25%/35% Wage Award:

The 25%/35% wage award was a Federal Government intervention. The Plateau State Government domesticated it by paying palliative to PLASU staff for four months, pending the implementation of the new minimum wage. The issue was overtaken by the approval and full implementation of the new minimum wage in Plateau State, PLASU inclusive.

In view of the above, Management according to the letter is of the considered opinion that the decision to embark on strike was “ill-motivated and in bad faith, as there has been continuous engagement and measurable progress on all items listed, with the active involvement of the ASUU National and Zonal Visitation Teams who also met with Management, the State Government and the Visitor.”

The letter therefore appealed to ASUU-PLASU to call off the indefinite strike action in the interest of students, their parents, and the people of Plateau State who will bear the brunt of the disruption. It added; “Management remains open to further dialogue and collective bargaining as it has always done.”
