🚨 HRD Corp Update 2026: Employers & HR Teams, Don’t Get Caught Unprepared 🚨
Starting 1 June 2026, major HRD Corp funding and grant approval changes will impact how companies plan training, claim levy, and prioritize employee development.
Here’s what every HR, L&D, and Talent Development team should know:
📌 NEW 14-DAY APPROVAL RULE
Training can only be conducted AFTER 14 days from grant approval.
Last-minute applications and urgent arrangements may no longer be claimable.
📌 FUNDING PRIORITY IS SHIFTING
HRD Corp is now placing stronger emphasis on:
✅ Industry-based certifications
✅ Skills-based certification programs
✅ Measurable workforce outcomes
Meanwhile:
⚠️ Soft skills programs
⚠️ Team building activities
may receive lower funding priority moving forward.
📌 HIGHER ALLOWABLE COSTS
Good news for employers — allowable costs are increasing, opening opportunities for higher-value and premium training programs.
🎯 What Employers Should Do NOW:
✔ Review your internal training approval process
✔ Plan training calendars earlier
✔ Add a 14-day grant buffer into scheduling
✔ Prioritize certification-focused learning pathways

🚨 Since July last year, something changed.
But many Malaysian companies are still operating like nothing happened.
After reading today’s report by The Star, one thing is very clear:
👉 Having a policy is no longer enough.
We are now in the era of:
⚖️ Legal accountability
🏢 Cultural responsibility
👤 Leadership liability
But on the ground, I still see this:
❌ “No complaint means no issue”
❌ “This is just HR matter”
❌ One-time awareness training and done
Here’s the reality most people avoid:
Some workplace behaviours are not just misconduct —
they are offences under the Penal Code.
Once crossed, it’s no longer:
“Give warning letter”
It becomes:
⚠️ Legal case
⚠️ Company risk
⚠️ Leadership exposure
And the biggest problem?
Not bad people.
But people who don’t know the boundary.
Managers unsure how to act.
Employees unclear what is wrong.
Leaders assuming policy = protection.
It doesn’t.
