π’ FSC Mauritius Issues New Guidelines on the Frequency of Customer Due Diligence Reviews
The Financial Services Commission ("FSC") has issued its Guidelines on Frequency of Customer Due Diligence, effective 8 June 2026, providing greater clarity on the periodic review requirements for existing clients under a risk-based approach.
Key review frequencies prescribed are:
πΉ High-Risk Clients β at least once every year
πΉ Medium-Risk Clients β at least once every 3 years
πΉ Low-Risk Clients β at least once every 4 years
The Guidelines also emphasise that Customer Due Diligence ("CDD") reviews should not be limited to periodic cycles. Reviews must also be undertaken upon the occurrence of trigger events, such as changes in ownership or management, jurisdictional risk changes, PEP involvement, adverse media findings, invalid identification data, or requests for higher-risk products.
These new Guidelines introduce more specific review frequencies and further reinforce the importance of maintaining up-to-date CDD and beneficial ownership information throughout the customer lifecycle.
Compliance is not only about scheduled reviews. With increased regulatory focus on ongoing monitoring, financial institutions must ensure that their AML/CFT frameworks are agile enough to detect risk indicators as they emerge and respond swiftly to changes in customer behaviour and risk exposure.
π‘ Do you intend to address these changes to your organisation's regulatory framework or conduct an enhanced assessment on your relevant clients? Navigating these structural updates requires precision, and iTX Compliance provides the necessary guidance for this transition.
For specialised advisory services regarding these complex regulatory matters, we invite you to contact us at [email protected] to arrange a formal consultation. π¬ Regulatory Certainty where it really matters
The new FSC Guidelines on CDD Frequency (for Mauritius)
The FSC has issued new guidelines establishing clear expectations for the frequency of Customer Due Diligence.
π This new guideline strongly supports the latest interpretive guidance by the Financial Action Task Force with respect to the Risk Based Approach (Recommendation 1).
π 'Proportionality'
For the non-banking financial sector, this step will be most welcome.
Certainty in regulatory expectations eliminates guessing, reinforces confidence in the benchmarks we aim for and allows compliance teams to judiciously use their resources and energy where it truly matters.
We believe the key takeaways for licensees are:
πΉ Clear differentiation between risk tiers for documentation updates.
πΉ Strong emphasis on dynamic "trigger events" to prompt off-cycle reviews.
πΉ A focus on data accuracy and system-driven monitoring.
As AML/CFT Auditors, we appreciate this proactive approach and guidance published by the Financial Services Commission, Mauritius.
We expect licensees of the FSC to positively adapt to these recommended practices, shifting from static, periodic reviews to continuous compliance.
π¨οΈ In a hurry to adapt ahead of your next Board meeting?
π At iTX Compliance, we will be happy to assist you in the review process to adapt to your sector and balance the risks relevant to your business operations.
