Draft Transfer Policy 2026 of School Education Department ( SED ).An overview with . __ Hilal Bhat @ Bhat Biotech Hilal.

The Government of the UT of Jammu and Kashmir has notified Draft Transfer Policy 2026 for School Education Department to regulate transfers for ensuring a fair , transparent and an accountable academic atmosphere across the department and to promote objectivity in personnel administration.While the move is appreciable and must be hailed by all stakeholders , especially for introducing certain appropriately wonderful provisions like the fixing of tenure of an employee in zone-V making it deemed to be due for rotation and also not reckoning the period spend away from the place of posting towards the prescribed tenure in case of zones IV and V. However , there is some scope to review and modify certain Paras to ensure the practicability and implementation of the policy in letter and spirit.Here are some proposed suggestions which may be looked into for due consideration.

1.Transfer Assessment Matrix ( TAM) as envisaged in para 8 of the draft policy should not be applicable to general transfers and should apply only in exceptional medical and security grounds or for similar circumstances.This will make the enforcement of the policy more feasible , easy and practicable.

2. Zonation must be done on the basis of distance from the capital and in no case from distric headquarters.

3.In the case of delegation of powers , Head of the department and District officers as mentioned in para 10 of the policy shall be fully authorised to regulate transfers at their own level except in inter-cadre , medical , security and extraordinary circumstances.

4.Transfers should be a continuous process as and when the need arises for the academic , administrative or institutional exigency and it should not remain confined in after-and-before the two academic sessions.Such time constraints makes it less workable and leaves a scope for irrational and unfair practices.

5. A para be added to limit the posting at creamy institutions ( across the cadres ) like premier institutions interms of role , accessibility and infrastructure , to 3 years only.

6. Last but not the least , transfer orders issued by duely following the provisions of ATD must not be modified except in exceptional medical , security and extraordinary circumstances.

JKBOPEE Extends Last Date for 12th-Based Paramedical Diploma Admissions 2026 Till April 2

The Jammu and Kashmir Board of Professional Entrance Examinations has extended the last date for submission of online application forms for admission to 12th-based Paramedical Diploma Courses 2026 in Government Colleges/Institutions of J&K and Ladakh.

📅 Revised Last Date: 02 April 2026
