The Second Libyan International Conference on Open Educational Resources and Digital Repositories (OERDR 2019) organized by Al-Asmarya Islamic University (AIU). OERDR 2019 will be held on the 12th – 13th October 2019 at the Al-Asmarya Islamic University, Zliten, Libya. The 2st OERDR 2019 offers a collaborative environment to academicians, researchers and practitioners to exchange and share their experiences and research results on all aspects of Open Educational Resources and Digital Repositories. The conference will also provide a platform for the intellectuals from various fields and disciplines in Open Educational Resources and Digital Repositories to debate and discuss the current issues worldwide as well as finding solutions to the problems. The organizing committee of conference is pleased to invite prospective authors to submit their original manuscripts to OERDR 2019.

Topic 1: Open Educational Resources (OER)
• The OER: definition, introduction, development and licensing.
• Policies for the production of OER.
• Quality assurance in the use of OER.
• The standards for measuring performance and evaluating the use of OER.
• OER for people with special needs
• Difficulties and challenges faced by OER.
• OER in Arabic language
Topic 2: The Digital repositories
• The Digital repositories: definition, introduction, development and licensing.
• The role of using digital repositories in the development of educational process.
• The Digital repositories for people with special needs
• The standards for measuring performance and evaluating the use of digital repositories.
• Publishing policies and content management in digital repositories.
• The role of digital repositories to promote the global ranking of institutions of higher education
Topic 3: Information Technology
• OER techniques and methods.
• Smart technologies for OER.
• Ensuring technical, technology and academic quality of open educational resources.
• Digital repositories techniques and methods.
• Definition of free access to the information.
• Future Trends in Smart Technologies for Digital repositories.
Topic 4: The Digital Libraries
• Digital repositories and digital libraries in order to achieve free access to knowledge.
• The role of the digital libraries in scientific institutions to disseminate knowledge about digital repositories and OER.
• Inclusion the use of OER within the library's scientific structure.
• The role of digital libraries to increase the readiness of faculty members in scientific institutions to prepare and equip OED educational resources.
• The role of digital libraries in raising awareness of the laws and legislations that limit the use of OER and digital repositories.
• The role of digital libraries in promoting awareness of intellectual property issues and issues related to free access to information in accordance with international principles and legal legislation.

• The role of open educational resources and digital warehouses in raising the quality of education and developing the educational process.

• The means of e-learning and Internet technologies.

• Ethical and professional responsibilities "Ethics of the profession" to be observed in e-learning.

Publication
• All the accepted papers written by English language will be published in the Conference Proceeding by AIJR publisher with ISBN & DOI. Each full paper will be assigned to individual DOI actions from CrossRef.
• Selected articles will be published in the journal AIJR.
