🇬🇧 NO HONOUR FOR WAR CRIMINALS.
NO PLACE FOR GENOCIDE GLORIFICATION.
The Srebrenica Committee Luxembourg strongly condemns the messages that have appeared on social media in Luxembourg glorifying Ratko Mladić, a convicted war criminal sentenced by international justice to life imprisonment, notably for the genocide committed in Srebrenica, as well as for crimes against humanity and war crimes.
Ratko Mladić is not a hero. He will remain in history as one of the principal military figures responsible for some of the gravest crimes committed in Europe since the Second World War.
It is therefore deeply disturbing and morally unacceptable to see individuals, including here in Luxembourg, attempting to glorify him, portray a convicted war criminal as a hero, or relativise facts established by international court judgments.
We also condemn in the strongest possible terms any intention by the Serbian authorities to grant Ratko Mladić a funeral with the highest state honours, as has been publicly announced.
Granting state honours to a person convicted of genocide would not be a mere funeral gesture. It would be a political act of profound significance: the institutional glorification of a war criminal and, with him, of the nationalist ideology that fuelled the project of a “Greater Serbia” and accompanied policies that led to persecution, ethnic cleansing, mass atrocities and, ultimately, the Srebrenica genocide.
Honouring Ratko Mladić at the highest level of the state would therefore send an unequivocal and deeply disturbing message: that this ideology has never truly been rejected. It would confirm that the ideology of “Greater Serbia” — which fuelled policies of persecution, ethnic cleansing, mass atrocities and ultimately genocide — continues to live on within political and institutional structures that still choose to honour and celebrate those who put it into practice.
This is precisely what makes such state honours so deeply troubling: they would not merely glorify a man convicted of genocide; they would amount to an institutional affirmation of the political and ideological legacy to which his name and his crimes remain inextricably linked.
Such an act would be particularly shameful and incompatible with the European ambitions of a state that aspires to join the family of the European Union.
The European Union is not merely an economic space. It is also a community founded on fundamental values: human dignity, peace, democracy, the rule of law, respect for international justice, and the rejection of ideologies that have led Europe to mass atrocities.
One cannot claim to belong to this community of values while turning a person definitively convicted of genocide into a state-honoured hero.
The Srebrenica Committee Luxembourg also calls on Luxembourg’s institutions to remain vigilant in the face of the public glorification of war criminals, the denial or trivialisation of genocide, and rhetoric capable of fuelling hatred between communities.
Freedom of expression must never become a pretext for glorifying genocide, humiliating its victims, or promoting hatred.
This is not about responding to hatred with hatred. It is about defending facts, justice, remembrance, and the fundamental values on which our European society is built.
A war criminal does not become a hero in death.
A genocide does not disappear with the death of the man who commanded it.
And no state ceremony can erase a judgment delivered in the name of international justice.
For peace, against hatred.

🇨🇵 GLORIFIER UN CRIMINEL DE GUERRE, C’EST INSULTER LA MÉMOIRE DES VICTIMES.
Le Comité Srebrenica Luxembourg condamne avec la plus grande fermeté les messages apparus sur les réseaux sociaux au Luxembourg glorifiant Ratko Mladić, criminel de guerre condamné définitivement à la réclusion à perpétuité par la justice internationale, notamment pour le génocide commis à Srebrenica, ainsi que pour des crimes contre l’humanité et des crimes de guerre.
Ratko Mladić n’est pas un héros. Il restera dans l’Histoire comme l’un des principaux responsables militaires de crimes parmi les plus graves commis en Europe depuis la Seconde Guerre mondiale.
Il est dès lors profondément inquiétant et moralement inacceptable de voir, y compris au Luxembourg, certains individus tenter de le glorifier, de présenter un criminel de guerre condamné comme un héros ou de relativiser des faits établis par des jugements internationaux.
Nous condamnons également avec la plus grande fermeté toute intention des autorités serbes d’accorder à Ratko Mladić des funérailles accompagnées des plus hauts honneurs de l’État, telle qu’annoncée publiquement.
Rendre les honneurs de l’État à une personne condamnée pour génocide ne serait pas un simple geste funéraire. Ce serait un acte politique lourd de sens : une glorification institutionnelle d’un criminel de guerre et, avec lui, de l’idéologie nationaliste qui a nourri le projet de « Grande Serbie » et accompagné les politiques ayant conduit aux persécutions, au nettoyage ethnique, aux crimes de masse et, finalement, au génocide de Srebrenica.
Honorer Ratko Mladić au plus haut niveau de l’État reviendrait ainsi à envoyer le message particulièrement dangereux que cette idéologie n’a pas véritablement été rejetée. Cela donnerait au contraire le sentiment qu’elle continue de vivre et de bénéficier d’une légitimité dans une partie des structures politiques et institutionnelles qui choisissent aujourd’hui encore de célébrer ceux qui l’ont mise en œuvre.
C’est précisément ce qui rendrait de tels honneurs d’État extrêmement préoccupants : on ne glorifierait pas seulement un homme condamné pour génocide, mais également l’héritage politique et idéologique auquel son nom et ses crimes restent indissociablement liés.
Une telle démarche serait particulièrement honteuse et incompatible avec les ambitions européennes d’un État qui aspire à rejoindre la famille de l’Union européenne.
L’Union européenne ne constitue pas uniquement un espace économique. Elle est aussi une communauté fondée sur des valeurs fondamentales : la dignité humaine, la paix, la démocratie, l’État de droit, le respect de la justice internationale et le rejet des idéologies ayant conduit l’Europe aux crimes de masse.
On ne peut prétendre appartenir à cette communauté de valeurs tout en transformant en héros d’État une personne condamnée définitivement pour génocide.
Le Comité Srebrenica Luxembourg appelle également les institutions luxembourgeoises à rester vigilantes face à la glorification publique des criminels de guerre, à la négation ou à la banalisation du génocide et aux discours susceptibles d’alimenter la haine entre les communautés.
La liberté d’expression ne doit jamais devenir un prétexte pour glorifier le génocide, humilier les victimes ou promouvoir la haine.
Il ne s’agit pas de répondre à la haine par la haine. Il s’agit de défendre les faits, la justice, la mémoire et les valeurs fondamentales sur lesquelles repose notre société européenne.
Un criminel de guerre ne devient pas un héros avec sa mort.
Un génocide ne disparaît pas avec la mort de celui qui l’a commandé.
Et aucune cérémonie d’État ne peut effacer un jugement rendu au nom de la justice internationale.
Pour la paix, contre la haine.
