William V. S. Tubman High School is the leader of public high school in Liberia Tubman in 1968. It is the premier high school of the government of Liberia.

Tubman High School was founded and named in honor of the 18th President of Liberia, Dr. William V. Tubman high is one of the three high schools within the Monrovia Consolidated School System (MCSS). As a comprehensive public high school, it operates a two track program, including academic and technical vocational education training(TVET).

The William V. S. Tubman High School has entered a new chapter of transformational leadership under the administration of its Principal, Mr. James N. N. Fallah, whose visionary and people-centered approach has already set a historic precedent in the institution’s long-standing history.

On Friday, December 19, 2025, Principal Fallah distinguished himself as the first principal of William V. S. Tubman High School to extend an unprecedented Christmas goodwill gesture to the entire staff of the institution. In recognition of their dedication and service, each staff member received a 25kg bag of rice accompanied by an envelope, symbolizing appreciation, encouragement, and shared responsibility as the school moves forward.

This landmark gesture reflects the new administration’s commitment to staff welfare, morale, and inclusivity values that are essential to building a strong academic environment and fostering institutional unity.

Demonstrating that appreciation goes beyond material support, Principal Fallah further awarded certificates of recognition to ten instructors and four administrators who exhibited consistency, commitment, and exemplary service during the first two months of his administration.

“Monrovia, Liberia – A public commentary by Giv C. Smart has sparked discussions within Montserrado County District #8 after alleging that Representative Prince Aquence Toles is attempting to remove Mr. James N.N. Fallah from his post as Principal of the William V.S. Tubman High School on 12th Street, Sinkor.

According to Smart, Mr. Fallah — a former District #8 Representative aspirant in the 2023 Presidential and Legislative Elections and a well-known resident of the Soniwein community — is reportedly facing political pressure linked to past election rivalry. Smart describes Fallah, popularly referred to as the “Pro-poor Teacher,” as a respected educator known for his humility and longstanding service to the community.

The commentary further alleges that Rep. Toles previously influenced Fallah’s removal from the GIBSON administration under former MCSS Superintendent James A. S. Momoh. Smart claims the lawmaker is again seeking to undermine Fallah’s current appointment at Tubman High School.

These claims have not been independently verified, and Rep. Toles has not yet responded publicly to the allegations.

Meanwhile, some residents and students within the district have begun expressing concern about the situation. Smart is calling on members of the community, particularly students, to stand in solidarity with Mr. Fallah, emphasizing that contesting for public office should not warrant political retaliation.

CAUTION TO ALL ADMINISTRATORS AND TEACHERS
OF WILLIAM V.S. TUBMAN HIGH SCHOOL

The Administration wishes to strongly caution all administrators and teachers to stay away from any form of Baccalaureate program being organized independently by the outgoing seniors of the school.

The Administration fully upholds and respects the policies of the Ministry of Education and will continue to operate in strict alignment with those regulations.

At no point has the Administration approved, endorsed, or participated in the planning of any Baccalaureate or graduation-related activity.

The only officially recognized program is the Mini Service scheduled for November 30, 2025, at 8:30 a.m. on the main campus, intended solely as a prayer and reflection service. It is not a graduation ceremony, contrary to rumors circulating among the public.

Furthermore, we remind all staff that students are currently preparing to rewrite the WASSCE Mathematics exam due to the recent examination collusion issue. As such, the academic environment must remain focused, disciplined, and free of unauthorized activities.

ALL STAFF ARE HEREBY INSTRUCTED TO STAY AWAY FROM ANY BACCALAUREATE SERVICE OR RELATED EVENT NOT SANCTIONED BY THE ADMINISTRATION.

The Administration wishes to inform all students and the general public that, in accordance with the directive of the Superintendent and Assistant Superintendent of MCSS, no gowns will be allowed during the Mini Service scheduled for November 30, from 8:30 a.m. to 12:00 p.m. This service is intended to pray for the wellbeing of our students, administrators, teachers, caretakers, and security personnel as we begin a new academic year, and to seek God’s guidance for our outgoing seniors who are preparing to re-write the Private Candidates’ Mathematics exam for WASSCE. In full compliance with the Ministry of Education’s policy, there will be no graduation ceremony this year; however, the Administration remains hopeful for a successful graduation next school year following the release of our students’ WASSCE results. The theme for the service is “KEEPING THE HOPE ALIVE AMID THE CIRCUMSTANCES SURROUNDING OUR EDUCATIONAL SECTOR.”

New Development on the Conduct of Mr. Samuel E. Mbock (Alias “Eagle”)

Fellow Alumni, Students, and Friends of Tubman High,

We wish to update you on a new and disturbing development concerning the continued misconduct of Mr. Samuel E. Mbock, alias “Eagle.”

As you may be aware, the school administration had already served Mr. Mbock a final communication ordering him to leave the premises of Tubman High School, effective August 31, 2025. Unfortunately, despite this clear directive, he has refused to evacuate the campus.

On today, September 1, 2025, Mr. Mbock went as far as disrupting normal classes. He openly instructed students to bring phones on campus during regular class sessions, directly opposing the administration’s clear policy that bans phones during school hours.

The rule against phones in class was established for important reasons:

Phones distract students from learning. Instead of paying attention to teachers, students end up on social media, watching videos, or texting.

Phones encourage indiscipline. They make it easy for students to cheat, take unauthorized photos, videos, and share negative content online.

Phones cause conflict. Confiscated phones often lead to unnecessary tension between students and teachers.

Phones expose students to harmful content. With unrestricted access, students can view material that is not appropriate for the school environment.

This is why the administration has strongly stopped students from bringing phones during lecture periods. By encouraging students to disobey this rule, Mr. Mbock is deliberately undermining the authority of the school and destroying the culture of discipline Tubman High is known for.

He has also been inciting students to protest against their teachers and administrators.
In one instance, he fabricated a false and damaging story against the Vice Principal for Student Affairs (VPSA) Mr. Christopher F. Nylander, claiming that Mr. Nylander confiscated a student’s phone and demanded sexual favors in return. This malicious lie was reported to the Liberia National Police (LNP) on August 25, 2025 and is still under investigation.

Mr. Nylander who was falsely accused, has since been released on Thursday August 28, 2025 and is currently with his family waiting final Clarence from the LNP.

Instead of cooperating with the police, Mr. Mbock has taken to social media to spread these lies, attempting to tarnish the hard-earned reputation of the VPSA and Tubman High School. He is clearly using this false story as a way to gain public sympathy and avoid leaving the school premises.

Today, Mr. Mbock went even further by falsely claiming to be a former member of the AFL, and that he currently works with the NSA and the LNP. Despite these claims, his conduct shows total disregard for the rule of law.

Adding to this misconduct, earlier today he even mobilized huge student body to leave their classes and take to the streets in protest, because of this escalating situation, few alumni that were on campus who witness the entire process, were able to used their force to calmed the situation, and the students were guided back into their classrooms, the Alumni had no choice but to involve the Liberia National Police (LNP) to order his arrest. Unfortunately, Mr. Mbock escaped custody at the scene.
Thanks to the timely intervention of those alumni that were present.

Attached to this communication are video footages of his disruptive actions today, which serve as clear evidence of his misconduct.

Our Position

This latest behavior clearly shows that Mr. Mbock has no respect for the school administration, the alumni, or the laws of Liberia. By encouraging students to bring phones during class hours, he is destroying discipline, distracting learning, and pushing students toward disrespecting their teachers.

We, the alumni and stakeholders of Tubman High School, will not allow him to continue abusing our school for personal gain, lies, and public stunts. His refusal to leave despite repeated notices and his attempt to evade the police proof that his only goal is to destabilize Tubman High.

We therefore reaffirm our call for all patriotic alumni to unite and take immediate action to protect the legacy of Tubman High School.

Tubman High remains Number One, and together we will defend its honor, its discipline, and its legacy.

United Action Against the Unauthorized Use of Tubman High School Premises.

We bring you warm greetings in the spirit of unity, patriotism, and the proud legacy we all share as graduates of William V. S. Tubman High School. Our institution, which has stood as a pillar of discipline, knowledge, and excellence, is once again facing a serious challenge that demands our urgent attention and collective action.

It has come to our notice that one Mr. Samuel E. Mbock, alias “Eagle,” has been unlawfully using the premises of Tubman High School for his personal gain and self-promotion. Reports confirm that he was granted access to the school facilities under the alleged approval of former MCSS Superintendent Mr. Issac Saye-lakpoh Zawolo.

Since gaining this access, Mr. Mbock has been involved in several troubling activities:

1. He parades himself as if he were part of Liberia’s national security services, even though he has no such affiliation. This kind of deception misleads the public and makes the school look complicit in lies.

2. He has been spreading false stories and half-truths that damage the reputation of Tubman High and that of MCSS, putting at risk the good name our teachers, students, alumni and others have worked hard to maintain.

3. He claims to be fighting drugs, but in reality he spends most of his time holding prayers and worship sessions on campus under this disguise. Most importantly, over the last three to four years, he has never caught even a single drug suspect. This exposes his campaign as empty talk and self-promotion, not genuine work.

4. He has been using Tubman High’s premises as his personal office, running his activities and inviting donors in the name of fighting drugs, all without the consent of the school administration. This is a complete misuse of our institution.

5. He rents out parts of the school compound for personal benefit, treating Tubman High like a business center instead of a place of learning.

6. He associated himself with an “All Alumni Gathering” that brought all alumni across Liberia that was held at Tubman High, then later took photos from the event and used them to paint the school’s image black. This kind of dishonesty disrespects both the alumni and the institution itself.

7. Most recently, he has been promoting himself under the name “Eagle Expert Security Company”, using Tubman High’s premises as a base of operation. He advertises fake security services, parading himself and others in borrowed uniforms to deceive the public into believing he runs a legitimate security agency. This fraudulent scheme not only misrepresents the school but also risks dragging Tubman High into a scandal if not stopped.

8. Mr. Mbock has been told many times to leave through formal communication but has refused.

These actions are nothing short of an abuse of privilege, a violation of trust, and a direct attack on the dignity of William V. S. Tubman High School and MCSS as well.

Fellow Alumni, the time has come for us to rise in defense of our institution. We must not remain silent while someone desecrates the legacy we have built and enjoyed for decades. Tubman High is not only a place of learning but also a national treasure. To protect it, we must demonstrate unity, courage, and patriotism.

We therefore call on all patriotic alumni, former students, and well-meaning Liberians to come together, in one voice and with one purpose, to remove Mr. Mbock from the premises of Tubman High School. His unauthorized activities must be stopped immediately, and our school must be restored to its rightful purpose of serving students, teachers, and the Liberian nation.

We also call on the current leadership of Monrovia Consolidated School System (MCSS) to investigate this matter thoroughly and ensure that the premises of Tubman High are no longer left vulnerable to exploitation.

Tubman High has always been Number One, and it is our sacred duty to defend that legacy. Let us stand firm, united, and determined to protect our school from all forms of abuse.
