Having experienced the unfortunate sega of war and violence. Liberia's youthful population continue to remain vulnerable. Our young girls and women being mostly affected. Generally, the country's human resource based has been adversely affected academical and technically

Additionally, these young folks have not participated in any literate or formal education, training program largely because they lacked necessary opportunities to go to school A small portion of the youthful population have exceeded the normal school going age or at the verge. Surveys and studies have shown that these groups tend to shy away from normal schooling because of their ages and for fear of being mocked or ridiculed. So the importance of creating demand driven skills as an alternative cannot be over emphasized. This will provide not just skills but with quick employment and empowerment and realization.

Cable's Institution of Career Empowerment(CICE) is the vision of a young Liberian. Mr. Theophilus O. Carper I who has the passion and zeal for developing the capacity of fellow young Liberian especially in the technical, professional and vocational areas
