១. កំណត់ផែនការ – អ្នកដឹកនាំត្រូវបង្កើតផែនការយុទ្ធសាស្ត្រដើម្បីសម្រេចគោលដៅ។ វារួមមានការវិភាគស្ថានភាពបច្ចុប្បន្ន កំណត់គោលដៅ និងជ្រើសរើសវិធីសាស្ត្រដែលសមស្របបំផុត។
