I join the nation in mourning the heartbreaking loss of young lives following the tragic fire incident at Utumishi Girls Academy. This devastating event has robbed families, the school, and the country of bright and promising students whose futures held immense hope.
My sincere condolences go to the families who have lost their loved ones, and my thoughts and prayers remain with the students receiving treatment, wishing them strength and a quick recovery. May the entire school community, the people of Gilgil, and all affected find comfort, courage, and unity during this difficult time.

The Director, Teacher Professional Management (TPM) at the Teachers Service Commission, Dr, Reuben Nthamburi delivered a comprehensive presentation today during the Stakeholdersβ Engagement Forum on the proposed amendment to Regulation 20 of the Code of Regulations for Teachers at the Kenya Institute of Special Education (KISE).
The presentation addressed key aspects of proposed amendments in teacher registration and qualification requirements, with emphasis on subject combinations under the Competency-Based Education (CBE) framework. Areas highlighted included learning domains such as sciences, physical education, creative arts (music, dance, film and theatre), sports, and ICTβrecognised as a core competency for all learners.
The Director also outlined the process for recognition of qualifications obtained locally and internationally, emphasizing the role of relevant regulatory and accreditation bodies in ensuring that academic and professional credentials meet national standards.
Stakeholders were taken through the proposed amendments in requirements for registration of both local and foreign-trained teachers, including verification, certification, and compliance with relevant authorities and professional guidelines.
The Director underscored the importance of stakeholder engagement in refining these proposals, noting that the amendments aim to create an inclusive, practical, and forward-looking framework that supports a competent and adaptable teaching workforce.

Earlier today, the Director of Legal, Labour and Industrial Relations at the Teachers Service Commission Mr. Cavin Anyuor, detailed the rationale behind the proposed amendments during a Stakeholdersβ Engagement Forum on the Proposed Amendment to Regulation 20 of the Code of Regulations for Teachers at the Kenya Institute of Special Education (KISE).
Key among them are the transition to the Competency-Based Education (CBE), the need to enhance inclusivity, particularly in Special Needs Education (SNE) and Early Childhood Development (ECD), as well as aligning the teaching profession with evolving job market demands and national priorities in science, innovation, and technology.
The Director noted that the forum provides an opportunity for stakeholder contributions and constructive engagement to help shape a progressive and robust regulatory framework for the teaching profession.
He further emphasized that the engagement sought to ensure the proposed amendments are legally sound, responsive to the changing education landscape, and uphold fairness, clarity, and professional standards within the teaching service.
