مجلس جامعة الفلوجة يعقد جلسته السابعة للعام الدراسي 2025–2026 ويصوت على استحداث كلية التمريض
عقد مجلس جامعة الفلوجة، صباح اليوم الأربعاء الموافق 19 آب 2026، جلسته السابعة للعام الدراسي 2025–2026، برئاسة السيد رئيس الجامعة الأستاذ الدكتور أحمد سليمان حمد، وبحضور السيد مساعد رئيس الجامعة للشؤون العلمية الأستاذة الدكتورة نهلة ناجي هلال، والسيد مساعد رئيس الجامعة للشؤون الإدارية الأستاذ الدكتور سليمان براك الجميلي، والسادة أعضاء المجلس كافة، لمناقشة عدد من الملفات الأكاديمية والإدارية المدرجة ضمن جدول أعماله.
واستهل السيد رئيس الجامعة الجلسة بالترحيب بأعضاء المجلس، مقدمًا التهاني بمناسبة استحداث كلية الهندسة، مشيرًا إلى أن هذا الاستحداث يمثل خطوة مهمة في مسيرة الجامعة، وإضافة نوعية إلى منظومتها الأكاديمية، بما يعزز قدرتها على توفير تخصصات هندسية تلبي احتياجات سوق العمل وتسهم في خدمة المجتمع.
كما هنّأ السيد رئيس الجامعة أعضاء المجلس ومنتسبي الجامعة بمناسبة استحداث المستشفى البيطري وارتباطه بكلية الطب البيطري، مؤكدًا أهمية هذه الخطوة في تعزيز الجانب التطبيقي والتدريبي، وتطوير البيئة الأكاديمية والمؤسسية للجامعة.
واطلع السيد رئيس الجامعة خلال الجلسة على واقع عمل الكليات خلال العطلة الصيفية، والإجراءات المتخذة لاستثمار هذه المرحلة والاستعداد للعام الدراسي 2026–2027، حيث استعرض السادة عمداء الكليات خططهم وبرامجهم وإجراءاتهم التحضيرية.
واستعرض السيد رئيس الجامعة توجيهات معالي وزير التعليم العالي والبحث العلمي الواردة ضمن مخرجات الاجتماعين الإلكترونيين السابع والثامن لهيأة الرأي للعام 2026، إذ وجّه سيادته العمادات والجهات المعنية باتخاذ الإجراءات اللازمة لتنفيذ التوجيهات ومتابعة مراحل إنجازها.
وأعطى السيد رئيس الجامعة تعليماته حيال عدد من الجوانب التنظيمية والأكاديمية، شملت ضرورة تقديم عمادات الكليات رؤية واضحة بشأن مواعيد الدوام الرسمي في الدراسات المسائية، واستكمال تسليم النتائج الامتحانية للطلبة قبل انطلاق امتحانات الدور الثاني، فضلًا عن عقد لقاءات مع التدريسيين مع بداية العام الدراسي الجديد؛ لمناقشة متطلبات العمل الأكاديمي والاستعدادات اللازمة.
وأكد السيد رئيس الجامعة أهمية تفعيل دور اللجان التحقيقية في معالجة الخلافات والنزاعات الوظيفية، والعمل على توعية أطرافها بطبيعة العلاقات والضوابط الوظيفية، والسعي إلى تسوية الخلافات بالوسائل المناسبة وتلافي اللجوء إلى العقوبات المباشرة، متى كان ذلك ممكنًا، ضمن الأطر القانونية والتعليمات النافذة.
وشدد السيد رئيس الجامعة كذلك على أن مسؤولية استحداث المجلات العلمية في الكليات تقع ضمن مهام المعاون العلمي، إلى جانب ضرورة تنظيم خطط الدراسات العليا الخاصة بمنتسبي الجامعة وتوجيهها نحو الاختصاصات النادرة جدًا، مع إعطاء الأولوية للكليات المستحدثة في الاختصاصات العلمية.
وبحث المجلس الفقرات المدرجة على جدول أعماله، واتخذ بشأنها القرارات والتوصيات الآتية:
- التصويت بالموافقة على استحداث كلية التمريض، استجابةً لتعميم وزارة التعليم العالي والبحث العلمي، وفي ضوء توافر الإمكانات اللوجستية اللازمة للاستحداث.
- وضع جدول زمني لاستحداث المجلات العلمية في الكليات.
- حث التدريسيين على تحديث أو إنشاء معرف ORCID الخاص بهم.
- التأكيد على الالتزام بالتوقيتات الزمنية المحددة للإجابة عن المخاطبات والكتب الرسمية.
- متابعة إجراءات احتساب المستحقات المالية.
- إقرار مشروع موازنة الجامعة لعام 2027.
- استصدار باجات دخول العجلات إلى المواقع الجامعية.
- إعداد خطط للتشجير وزراعة الأشجار خلال موسم الخريف.
- اعتماد آلية لمعالجة الحالات الخاصة بطلبة المراحل غير المنتهية.
- المصادقة على قوائم أسماء الطلبة المقبولين في برامج الدراسات العليا في كليات الجامعة للعام الدراسي 2026–2027.
- إقرار فك ارتباط المكتب الاستشاري الهندسي من رئاسة الجامعة وإلحاقه بكلية الهندسة، بحسب اختصاصه، بما يعزز توظيف الخبرات الأكاديمية في المجالات الهندسية والتقنية.
- الموافقة على استبدال أعضاء مجلس المكتب الاستشاري لنظم المعلومات والخدمات الإلكترونية.
- رفع محاضر تنفيذ خطة الصيانة.
واختتم السيد رئيس الجامعة الأستاذ الدكتور أحمد سليمان حمد أعمال الجلسة، بالتأكيد على أهمية متابعة تنفيذ القرارات والتوصيات الصادرة عن المجلس، بما يسهم في الارتقاء بالأداء الأكاديمي والإداري، وتعزيز استعداد الجامعة للعام الدراسي المقبل، ودعم مسيرتها في تطوير برامجها وتوسيع بنيتها العلمية والتخصصية.

University of Fallujah Council Holds Its Seventh Session for the 2025–2026 Academic Year and Votes to Establish a College of Nursing
The University of Fallujah Council held its seventh session for the 2025–2026 academic year on Wednesday morning, August 19, 2026, chaired by the President of the University, Prof. Dr. Ahmed Suleiman Hamad, with the attendance of the Assistant President for Scientific Affairs, Prof. Dr. Nahla Naji Hilal; the Assistant President for Administrative Affairs, Prof. Dr. Suleiman Barak Al-Jumaili; and all Council members. The session addressed a number of academic and administrative matters included on its agenda.
The President of the University opened the session by welcoming the Council members and extending his congratulations on the establishment of the College of Engineering. He noted that this development represents an important step in the University's academic journey and a qualitative addition to its academic structure, enhancing its capacity to provide engineering specializations that meet labor-market needs and contribute to serving the community.
The President also congratulated the Council members and University staff on the establishment of the Veterinary Hospital and its affiliation with the College of Medicine, emphasizing the importance of this step in strengthening practical and training aspects and developing the University's academic and institutional environment.
During the session, the President reviewed the status of the colleges' work during the summer vacation and the measures taken to make effective use of this period and prepare for the 2026–2027 academic year. The deans of the colleges presented their plans, programs, and preparatory measures.
The President also reviewed the directives of the Minister of Higher Education and Scientific Research contained in the outcomes of the seventh and eighth electronic meetings of the Opinion Committee for 2026. He directed the deanships and relevant authorities to take the necessary measures to implement these directives and follow up on their progress.
The President issued instructions concerning a number of organizational and academic matters, including the need for college deanships to provide a clear timetable for official working hours in evening studies, complete the submission of students' examination results before the commencement of the second-round examinations, and hold meetings with teaching staff at the beginning of the new academic year to discuss academic work requirements and the necessary preparations.
The President emphasized the importance of activating the role of investigative committees in addressing workplace disputes and conflicts, raising awareness among the parties involved about the nature of professional relationships and applicable regulations, and seeking to resolve disputes through appropriate means while avoiding direct disciplinary measures whenever possible, in accordance with applicable laws and instructions.
He further stressed that the responsibility for establishing scientific journals within the colleges falls under the duties of the Assistant Dean for Scientific Affairs. He also emphasized the need to organize postgraduate study plans for University staff and direct them toward highly specialized and rare disciplines, while giving priority to newly established colleges in scientific specializations.
The Council discussed the items on its agenda and adopted the following decisions and recommendations:
Approval by vote for the establishment of the College of Nursing, in response to the Ministry of Higher Education and Scientific Research's directive and in light of the availability of the logistical requirements necessary for its establishment.
Setting a timetable for establishing scientific journals in the colleges.
Encouraging teaching staff to update or create their ORCID identifiers.
Emphasizing compliance with the specified deadlines for responding to official correspondence and letters.
Following up on procedures for calculating financial entitlements.
Approving the University's budget proposal for 2027.
Issuing vehicle access passes for entry into the University's campuses.
Preparing plans for landscaping and tree planting during the autumn season.
Adopting a mechanism for addressing cases involving students in non-graduating stages.
Approving the lists of students admitted to postgraduate programs in the University's colleges for the 2026–2027 academic year.
Approving the transfer of the Engineering Consulting Office from the University Presidency to the College of Engineering, in accordance with its specialization, thereby enhancing the utilization of academic expertise in engineering and technical fields.
Approving the replacement of members of the Advisory Council of the Information Systems and Electronic Services Office.
Submitting the minutes documenting the implementation of the maintenance plan.
The session concluded with the President of the University, Prof. Dr. Ahmed Suleiman Hamad, emphasizing the importance of following up on the implementation of the decisions and recommendations issued by the Council. He highlighted that this would contribute to improving academic and administrative performance, strengthening the University's preparations for the upcoming academic year, and supporting its efforts to develop its programs and expand its academic and specialized structure.
