College of City and Regional Planning - UoD The college offers the Joint Degree to Students. Postgraduate studies leading to higher diploma were commenced in October 2008. In a separate strand, M.Sc.

Collaboration with the Faculty of Spatial Planning (TU Dortmund, Germany) in 2011 constituted the cornerstone of internationalization effort of the College of City & Regional Planning (University of Duhok). The beginnings of the College were in 2007 when the Higher Institute of Planning was established on April 1st 2007 as a postgraduate institute in the multidisciplinary field of spatial planning. The mission was to supply the public and private sectors in the Kurdistan Region with integrated planners who comprehend and cater for the needs and conflicting interests of different aspects of the sectorial development plans. Postgraduate diploma studies continued till 2011. study in spatial planning was started in 2010. Collaboration with the Faculty of Spatial Planning at TU Dortmund, Germany constituted the cornerstone of the internationalization effort of the School of Planning in the UoD. There have been several DAAD supported grants for strengthening planning education in Iraq and drawing up a curriculum for a joint bachelor degree program between TU Dortmund and the UoD. Several other universities were invited to take part. On 21-December 2011, The University of Duhok and TU- Dortmund University signed a partnership agreement to set up a joint bachelor program in Spatial Planning studies for Iraq. The current Joint Bachelor Program in Spatial Planning with TU Dortmund started in the College of Spatial Planning and Applied Science in 2011. Since then, the planning institute was expanded into joint bachelor program in Spatial Planning with TU Dortmund, which started in the Department of Spatial Planning (SP) in 2012. German professors are playing active roles in the implementation of the agreed upon program in the way of teaching as well as capacity building for our academic staff. The senior undergraduate students of this program take one of their courses in TU Dortmund as well as in German institutions that deal with spatial planning. The Spatial Planning (SP) Department was established as an annex to the School of Planning to the Faculty of Engineering and Applied Sciences. The School of Planning and Applied Sciences was detached from the College of Engineering and annexed to the then established College of Spatial Planning and Applied Science in 2014, which included both the Department of Spatial Planning and the Department of Applied Geosciences. In 2022, the department of Applied Geosciences detached from the college, and the college was renamed into the College of City and Regional Planning. This was also accompanied by the establishment of a new department named the Department of City Planning which started the first year of study in the 2023-2024 academic year. After the success of the B.Sc. Joint Program in Spatial Planning, the college of City and Regional Planning found it necessary to establish a new department specialized specifically in city and urban planning field. This was the initiation of the City Planning Department which began the first study year in the 2023-2024 academic year. Currently, the department has 88 students studying in the first and second year.

On Thursday, June 18, 2026, the Second Stage Spatial Planning students presented their final projects for the Landscape Planning course, under the supervision of Dr. Mohammad Aqiqi and Ms. Hozan Fawzi, using Gelî Kortkê as their study area.

The project adopted the German Landscape Planning System and applied its principles to the local context of Gali Kortke, demonstrating how international planning approaches can be adapted to local environmental and spatial planning challenges.

Throughout the semester, students worked on different stages of the planning process, including:
• Developing a landscape program and environmental policy framework.
• Preparing a landscape framework plan using GIS spatial analysis and weighted overlay modeling.
• Designing a landscape plan by identifying communities, parks, trails, cultural and historical assets, and connecting them through network analysis.
• Proposing an open space plan through detailed mapping of built and non-built areas and recommending future recreational spaces.

We were honored to welcome Mr. Awar Naman from the Department of Architectural Engineering as a guest evaluator. His expertise in Landscape Architecture provided valuable insights and constructive feedback during the presentations.
We sincerely appreciate the dedication and effort demonstrated by our students throughout this course and congratulate them on successfully completing this project.

Hosted on June 8, 2026, our World Environment Day event served as a hub for raising awareness on Environmental Protection and a Sustainable Future.
The event was enriched by the activities, project posters, campus-wide waste mitigation initiatives, awareness campaigns, and key discussions with academic, governmental, and institutional guests attending the event.

True planners don't just design sustainable cities on paper, but rather step out into the field to build them.
In celebration of World Environment Day, the students of the College of City and Regional Planning took part in a series of proactive, hands-on campaigns to protect and honor the beautiful nature of Kurdistan .

🌳 Planting trees to expand greenery and biodiversity.
💧 Moving away from single-use plastics by using personal, reusable water bottles.
🚯 Collecting scattered waste and cleaning the nature
📐 Repurposing structural foam-boards and design model materials into new creative layouts.

Through these combined actions, our students are proving that environmental protection is deeply rooted in the curriculum and spirit of both the Department of Spatial Planning and the Department of City Planning at the University of Duhok.

How much plastic waste does a single campus community generate without noticing? To answer this, a vital study conducted by Dr. Shareen Younus Ismael and Dr. Jowan Bayez Khorsheed at the College of City and Regional Planning looked closely at our daily consumption habits.

Across a standard academic cycle of 9 months, an average footprint of just 200 students creates a massive 763.2 kg (~0.76 Tons) of cumulative plastic waste from single-use cups and bottles alone!

To tackle this issue and reduce the use of single-use plastics on our campus, the college has introduced practical solutions:

- Water Coolers placed to encourage students and staff to refill personal containers.
- Transitioning entirely away from plastics by providing foldable cups, paper cups, and ceramic mugs across classrooms and offices.

By making these simple, beautiful, and structural shifts, our staff and students are actively preventing hundreds of kilograms of waste from entering our ecosystem every single year.

College of City and Regional Planning Celebrates World Environment Day

In an impactful step toward fostering environmental protection and advancing climate-resilient urban practices, the College of City and Regional Planning at the University of Duhok - UoD celebrated World Environment Day on Monday, June 8, 2026. The event showcased the university’s deepening institutional commitment to green infrastructure and sustainable academic practices through the unveiling of extensive student-led design exhibitions, research posters, and comprehensive eco-friendly interventions and initiatives. The event was attended by a high-level delegation, including the University Vice President for Student Affairs, Dr. Nabaz Ibraheem Mohammed, UOD college deans, governmental directorates in Duhok governorate, representatives from non-governmental organizations, and environmental protection bodies, alongside college academic members and students.

The World Environment Day is celebrated annually on June 5 and encourages awareness and action for the protection of the environment. It is supported by many non-governmental organizations, businesses, government entities, and represents the primary United Nations outreach day supporting the environment.
A major highlight of the celebration was the active resource conservation, emphasizing the reduction of material usage and the reuse of design models and materials to completely prevent waste.

Core Activites of the Event
Large poster showcasing the current global and local urban challenges affecting cities and projections of their severity towards the year 2050. Along with that, the proposal of green practices that can tackle them and shift cities towards resilient green cities.
Exhibition of student and staff research that focuses on environmental protection and sustainability, public transportation, integrated waste management, and resilient urban practices.
Implementing practical waste reduction mechanisms, including the installment of water coolers and raising awareness to use reusable water bottles to completely stop the usage of single-use plastics.
The students participated in various environmental protection campaigns which were displayed in videos showcasing their commitment to protecting and restoring the beautiful nature of Kurdistan region. This concretes the environmental protection notion that exists within the study curriculums of both the Department of Spatial Planning and the Department of City Planning.

كلية تخطيط المدن والأقاليم تحتفل باليوم العالمي للبيئة

في خطوة مؤثرة نحو تعزيز الإشراف البيئي والارتقاء بالحوكمة الحضرية المرنة مع المناخ، احتفلت جامعة دهوك (UOD) باليوم العالمي للبيئة في ٤ حزيران ٢٠٢٦. واستعرض الحدث، الذي استضافته كلية تخطيط المدن والأقاليم، التزام الجامعة المؤسسي العميق بالبنية التحتية الخضراء والممارسات الأكاديمية المستدامة، وذلك من خلال إزاحة الستار عن معارض تصميمية واسعة النطاق بقيادة الطلبة، وبوسترات بحثية، ومبادرات وتدخلات شاملة وصديقة للبيئة. شهد الحدث حضوراً رفيع المستوى من السيد مساعد رئيس الجامعة لشؤون الطلبة و دوائر حكومية وممثلي المنظمات غير الحكومية والمنظمات المعنية بحماية البيئة.
ويُحتفل باليوم العالمي للبيئة سنوياً في ٥ حزيران، حيث يهدف إلى تشجيع الوعي والعمل من أجل حماية البيئة. ويحظى هذا اليوم بدعم واسع من العديد من المنظمات غير الحكومية، الشركات، والجهات الحكومية، كما يُمثل اليوم الإعلامي والتوعوي الرئيسي للأمم المتحدة لدعم البيئة.
وكان من أبرز معالم هذا الاحتفال التركيز على الحفاظ النشط على الموارد، مع التشديد على تقليل استهلاك المواد وإعادة استخدام النماذج والمواد التصميمية لمنع الهدر وإنتاج النفايات تماماً.
الأنشطة الرئيسية للحدث:
• بوستر ضخم يستعرض التحديات الحضرية الحالية، العالمية والمحلية، التي تواجه المدن، مع توقعات بمدى خطورتها بحلول عام ٢٠٥٠. وإلى جانب ذلك، يقدم البوستر مقترحات للممارسات الخضراء الكفيلة بمعالجة هذه التحديات وتحويل المدن إلى مدن خضراء مرنة.

The Dean of the College of City and Regional Planning, Professor Dr. Layla Raswol participated at the WUF13 (World Urban Forum).

As a premier global stage in urban and regional planning and crisis response, held from 17 to 22 May 2026, in Baku, Azerbaijan, and representing Iraq and the Kurdistan Region at this premier global arena, Dr. Layla participated in a series of strategic international sessions, co-launches, and expert panels focused on resilient urbanization.

At the heart of this global engagement, UoD co-founded the Housing Action & Recovery Partnership (HARP). Officially launching its operations at WUF13, this high-impact international initiative positions UoD as a key co-organizer alongside the University of Khartoum جامعة الخرطوم(Sudan), the Lebanese University (Lebanon), and EHAAR International LLC (USA).

The HARP launch was conducted as an output-oriented Partner Matchmaking Clinic designed to bridge the gap between academic research and urban operational reality.
As a core featured panelist alongside international experts from Sudan, Lebanon, and the USA, Dr. Layla delivered a pivotal keynote speech titled: "From Shelter to Systems: Rethinking Housing for IDPs in the Kurdistan Region, Iraq." In her speech, Dr. Layla championed the regional perspective, highlighting the long-term structural and spatial challenges of internal displacement within the Kurdistan Region.

Bringing creative and visual dimensions into global sustainable urbanization dialogues, Dr. Layla participated in the specialized Urban Cinema initiative at WUF13, an interactive venue attended by global urban experts, filmmakers, and policymakers to spark conversations around the main theme ‘Housing the World: Safe and Resilient Cities and Communities’.
Dr. Layla contributed to the high-level panel discussion and Q&A session following the screening of: "Negotiating Power and Conflict Resolution in The Co-Production of Public Space Within Post-Displacement Housing in Cairo," facilitated by Dr. Hassan Elmouelhi, a senior researcher at the Habitat Unit of Technische Universität Berlin (Germany).

Recognizing that secure land tenure and transparent land administration are the actual cornerstones of sustainable development, Dr. Layla joined an elite panel of regional land experts convened by The Urban Institute (Egypt) and the UN-Habitat Global Land Tool Network (GLTN, Kenya).
The session marked the official launch of a major new regional publication analyzing land administration capacities across eleven Middle Eastern countries, explicitly aligning with the Morocco Declaration on Good Land Governance and the Doha Declaration.

On May 19, 2026, the College of City and Regional Planning at the University of Duhok held the second workshop on the alignment of our BSc program in Spatial Planning with that of TU Dortmund University.
The workshop presented the outcomes of a comprehensive comparison between the two module manuals. This process is a key step toward strengthening our joint program and supporting future German accreditation efforts.
The overall goal is to finalise the necessary updates and implement the revised curriculum for the 2026–2027 academic year, ensuring a more harmonized and internationally compatible program.
