English doesn’t have strict rules for everything, including pronunciation, spelling, and syntax. However, there is a logical framework that explains many of the differences, along with connotations that have developed over time. The conclusion likewise applies to the relationship between “to” and “for,” as sometimes they look interchangeable when used otherwise. Practicing is essential, as it helps speakers sound more natural and coherent.

Both in/at are correct, but each has a different function. In this example, "in" refers to when you are in the building. At refers to when you are somewhere around the building. Some people use “at” even though they are in the building because they want to make it easier for whoever folks they are meeting.
