बजट 2026: क्या 'Statutory Social Security' भारत के विकास का नया इंजन बनेगी?

आज वित्त मंत्री द्वारा पेश किया गया **केंद्रीय बजट 2026-27** सिर्फ वित्तीय आवंटन का दस्तावेज नहीं, बल्कि एक सामाजिक अनुबंध (Social Contract) की तरह नजर आता है। 'विकसित भारत' के संकल्प को सिद्ध करने के लिए इस बार सरकार ने "Social Security Floor" को और मजबूत करने पर दांव लगाया है।

Neeti Varta के नजरिए से, इस बजट के 3 बड़े स्तंभ जो भविष्य की दिशा तय करेंगे:

🔹 रोजगार से अधिकार तक: MGNREGA का स्थान अब Viksit Bharat Gram Law (VB-G RAM G) ने ले लिया है। 125 दिनों के रोजगार की वैधानिक गारंटी न केवल ग्रामीण आय बढ़ाएगी, बल्कि यह ग्रामीण बुनियादी ढांचे को सीधे 'विकसित भारत' के लक्ष्यों से जोड़ती है।

🔹 यूनिवर्सल हेल्थ फॉर सीनियर्स: 70+ आयु वर्ग के सभी नागरिकों को आयुष्मान भारत में शामिल करना एक ऐतिहासिक कदम है। यह 'Ageing Society' की चुनौतियों को समय रहते पहचानने और परिवारों पर पड़ने वाले मेडिकल खर्च के बोझ को कम करने की एक ठोस कोशिश है।

🔹 Agri-Tech & AI: 'भारत-विस्तार' (Bharat-VISTAAR) के माध्यम से किसानों तक AI-आधारित परामर्श पहुँचाना खेती को एक स्मार्ट बिज़नेस में बदलने की दिशा में बड़ा निवेश है।

Learning Post | For Students

समस्या दिखना और समस्या समझना —
दो अलग बातें हैं।

हम अक्सर कहते हैं:
❌ “गाँव में बेरोज़गारी है”
❌ “स्कूल में बच्चे नहीं आते”
❌ “युवाओं को अवसर नहीं मिलते”

लेकिन ये ज़्यादातर समस्या नहीं, लक्षण (symptoms) होते हैं।

असल सवाल यह नहीं है कि
क्या गलत है
बल्कि यह है कि
👉 क्यों गलत है?
👉 किसके कारण?
👉 कौन प्रभावित होता है और कौन निर्णय लेता है?

यहीं पर ज़्यादातर छात्र अटक जाते हैं।
क्योंकि उन्हें यह सिखाया ही नहीं गया कि
समस्याओं को सोचकर, तोड़कर और समझकर कैसे देखा जाए।
