The Jammu & Kashmir Masters Forum (JKMF) expresses its deep shock and firm outrage over the recent directive issued by the Chief Education Officer, Poonch, instructing schools to appoint “Nodal Officers for Management of Stray Dogs.” This order is not only misplaced but also violates the professional dignity and defined service roles of teachers.
Teachers are entrusted with the noble responsibility of nurturing intellect, character, and the future of the nation. Assigning them duties related to stray animal management is administratively irrational, legally questionable, and morally unacceptable. Such directives undermine the sanctity of the teaching profession and reflect a serious deviation from the core mandate of the School Education Department.
At a time when schools require academic strengthening, infrastructural support, and human-resource empowerment, issuing such non-academic and degrading instructions exposes a glaring disconnect between field realities and decision-making authorities.
JKMF demands:
1. Immediate withdrawal of the said order in the interest of administrative fairness and professionalism.
2. A departmental inquiry into how such an order was drafted, approved, and circulated without consideration of legal, academic, and ethical norms.
3. Clear guidelines from higher authorities preventing issuance of similar non-academic and disrespectful assignments to teachers in the future.
The Masters' community has always upheld discipline, accountability, and commitment. But we will never allow the dignity of our cadre—or of any teaching professional—to be compromised under any circumstances. Teaching is a sacred service, not a task to be diluted with unrelated and demeaning responsibilities.
JKMF stands shoulder to shoulder with every teacher who felt humiliated and disrespected by this order. The Forum assures the teaching fraternity that it will continue to raise its voice against any injustice, safeguard professional honour, and advocate for a respectful and academically aligned working environment.

A high-level delegation of Jammu & Kashmir Masters Forum (JKMF), under the dignified leadership of Vice Chairman Mr Mohammad Maqbool Dar, visited the residence of Worthy Chairman JKMF, Mr Malik Abdul Rashid at Naidpora Larkhipora on 01-12-2025 to express heartfelt Taziyat on the sad demise of his beloved mother.
The atmosphere was filled with spiritual solemnity as Vice Chairman and Chief Advisor JKMF, Mr Nazir Tabassum, delivered a brief yet deeply heartfelt Tazyati lecture, highlighting the noble qualities of the departed soul and reminding everyone of the eternal truth of life and return to the Creator.
A large number of JKMF members expressed their solidarity and condolences, including:

An online condolence meeting of the Executive Members of The Jammu and Kashmir Masters Forum under the chairmanship of the Vice Chairman Mr. M. Maqbool Dar ,was held today at 9:00 PM to express grief over the sad demise of beloved mother of the Chairman j&K Masters Forum Mr. Abdul Rashid Malik. The Ececutive members including Tariq Ahmad Malik ( Gen. Secretary), G. M. Magray ( Joint Secretary),Parvaiz Akbar (Chief Spokesperson), Mohammed Akbar (Provisional President Kmr.), Nisar Ahmad Shah ( D. P Kupwara), Abdul Rasheed (D.P Baramulla) Nazir Tabassum ( Chief Advisor), Mr. G. M. Bhat.(Ex-Chief Advisor) Senior Executive member Mr Javid Ahmad Wani etc . The participants offered prayers for the departed soul and extended their heartfelt sympathies to the Chairman and his family during this difficult time.
It was also decided that an in-person condolence meeting( تعزیتی اجلاس)will be held at the residence of the Chairman, for which the schedule will be communicated accordingly.
May the الله سبحانہ وتعالیٰ grant the departed soul eternal peace , (جنت الفردوس) and give strength ( صبر جمیل) to the bereaved family to bear this irreparable loss.

Inna lillahi wa inna ilaihi raji'oon.

With profound grief and sorrow, we condole the passing of Mr. Mohammad Sultan Bhat, beloved Elder Mamaji of Mr. Raja Nazir Ahmad, Sr. Lecturer and Ex-District President JKMF Anantnag, a noble soul and Retired Zonal Education Officer, resident of Krandigam, Bijbehara, who has departed to his Heavenly abode.
A man of dignity, wisdom, and immense contribution to the field of education, Mr. Mohammad Sultan Bhat will forever be remembered for his humility, integrity, and lifelong dedication to shaping young minds. His service, compassion, and the values he upheld have left a lasting mark on countless lives.
We extend our heartfelt sympathies to the entire bereaved family, praying that Allah grants them patience and strength in this hour of deep loss.

A high-level delegation of the Jammu and Kashmir Masters Forum (JKMF), led by Chairman Mr. Abdul Rashid Malik, warmly welcomed the Worthy Director, School Education Department Kashmir, Mr. Naseer Ahmad Wani, who assumed charge on November 1st, 2025.
The delegation comprised Vice Chairman Mr. Mohammad Maqbool Dar, General Secretary Mr. Tariq Ahmad Malik, Chief Spokesperson Mr. Parvaiz Akbar Mir, Provincial President (Kashmir) Mr. Mohammad Akbar Bhat, and District President (Baramulla) Mr. Abdul Rashid Pood.
The meeting, which lasted for an hour, was held in a highly cordial and constructive atmosphere. The Worthy Director extended a warm gesture by offering tea to the visiting JKMF leadership, reflecting mutual respect, professional harmony, and a spirit of collaboration.
At the outset, Vice Chairman Mr. Mohammad Maqbool Dar introduced the Forum’s leadership to the Worthy Director and presented an overview of the organization’s vision, mission, and consistent efforts toward strengthening the education system and promoting teachers’ welfare across Jammu and Kashmir.
During the interaction, Chairman Mr. Abdul Rashid Malik presented a comprehensive memorandum of demands on behalf of JKMF. The main points highlighted in the memorandum are:-

1. Transfer Policy: Implementation of a transparent and choice-based transfer mechanism.
2. Promotions: Expeditious promotion of Masters to the Headmaster cadre.
3. Seniority Lists: Regular updating and publication of seniority lists across all cadres.
4. High-Enrolment Schools: Recognition and incentive-based appreciation for high-performing institutions.
5. Staff Rotation: Rationalization and rotation of long-serving office staff to academic institutions.
6. Regularization: Permanent confirmation of charge officers and removal of stagnation.
7. Hard Zone Allowance: Grant of a ₹5,000 monthly incentive for employees serving in tough terrains.
After a patient and attentive hearing, the Worthy Director acknowledged that the concerns raised by the Forum were genuine, practical, and aligned with the broader interests of the School Education Department. He assured the delegation that the promotion of Masters to Headmasters, along with other vital demands, would be addressed on a priority basis.
On this occasion, General Secretary Mr. Tariq Ahmad Malik emphasized the need to strengthen high-enrollment schools through adequate staffing, resource support, and departmental encouragement to sustain quality education and ensure equitable teacher distribution.
In his concluding remarks, Chief Spokesperson Mr. Parvaiz Akbar Mir delivered a motivational and heartfelt vote of thanks, lauding the Worthy Director’s visionary approach, openness to dialogue, and deep commitment to teachers’ welfare and educational reform.
The JKMF leadership expressed profound gratitude to Mr. Naseer Ahmad Wani for his positive and responsive attitude and reaffirmed the Forum’s unwavering dedication to enhancing the educational ecosystem, teacher empowerment, and institutional excellence across Jammu and Kashmir.
