Official Memorandum – Final Expulsion and Legal Warning
Subject: Final Expulsion – Jammu & Kashmir Chapter
The International Human Rights Organization (IHRO), under the authority of its Global Presidency, and after consultation between the Global Chairman Dr. Nem Singh Premi and myself as his Vice President Dr. Mohamed Barhoumi, hereby issues this final and irrevocable expulsion order against Mr. Altaf Bhat, who has grossly exceeded all administrative and legal boundaries by continuing to falsely claim authority after having been previously appointed as President of the Jammu & Kashmir Chapter and officially relieved of his duties by the memorandum dated 27 March 2026, signed by the Global President of IHRO. Despite this established dismissal, Mr. Altaf Bhat persisted in unlawfully presenting himself as Coordinator of IHRO for all North India, which constitutes a serious and dangerous overreach of authority and a direct encroachment upon the Organization and its legitimate leadership.
Decisions
Final Expulsion: Mr. Altaf Bhat is permanently expelled from IHRO, with no possibility of reinstatement.
Team Suspension: All activities of his associated team are frozen until further notice.
Blacklist Inclusion: Mr. Altaf Bhat is added to IHRO’s internal blacklist.
Legal Liability: Any misuse, impersonation of IHRO’s identity, logo, or social media platforms, or any attempt to exceed authority after official dismissal, will be considered fraud and subject to legal prosecution.
No Representation: IHRO officially declares that it has no representation in Jammu & Kashmir under Mr. Altaf Bhat or any other unauthorized individual.
Notification of Authorities: IHRO will notify the official authorities in Jammu & Kashmir and send copies of this decision to the Ministry of Home Affairs of India, the Ministry of Justice, and the local police.
Legal Warning: IHRO reserves the right to file formal legal complaints against Mr. Altaf Bhat and his team for impersonation, fraud, and unlawful exploitation of the Organization’s identity.
Legal Accountability
This memorandum is being formally dispatched via official correspondence and electronic mail. In the event of non‑compliance, IHRO will immediately initiate legal proceedings before competent authorities. Any act of impersonation, unlawful exploitation of IHRO’s identity, or exceeding authority after official dismissal will be treated as a grave violation and prosecuted transparently under national and international law.
