This is the page of Rashtriya Uchchatar Shiksha Abhiyan (RUSA), Maharashtra. It is a Centrally Sponsored Scheme (CSS), launched in 2013.
Rashtriya Uchchtar Shiksha Abhiyan or RUSA is a Centrally sponsored scheme under Ministry of Human Resource Development, Government of India constituted with the vision of attaining higher levels of access, equity and excellence in the State Higher Education System. In a country with diverse higher education space, Central Universities receive generous funding from the Centre but have limited stu
dent enrollment. On the other hand, State Government universities and colleges that enroll 94% of the students receive only a fraction of those funds from the Centre. Secondly, UGC is also not allowed to channelize funds through the State Government. Thus, States often complained about being unaware of the development funds that come to the State universities and colleges from Centre, making planning and funding very difficult for States. Over the years, since the allocation to State Higher Education System was not enough, these meagre funds were thinly spread amongst many institutions, impacting the overall quality of infrastructure and teaching. Hence, there was a need to establish a new mechanism, which would make every stakeholder a partner in the process of higher education transformation. The strategic intervention came through RUSA, which has a completely new approach towards funding State Universities and Colleges. The reforms initiated under RUSA would build a selfsustaining momentum that would push for greater accountability and autonomy of State
Universities and impress upon them the need to improve the quality of education. RUSA is an umbrella scheme to be operated in Mission mode over the two Plan periods (XII & XIII Plan), which seeks to mainly improve overall quality of existing State higher educational institutions.
