The New York mayoral race — perhaps the most watched in years — has drawn global attention. Zohran Mamdani’s campaign has sparked debates on housing, policing, and urban democracy, turning a routine local contest into a global political moment. India, too, has seen urban politics serve as a crucible for democratic ideals: many Constitution framers began their public life in municipalities, shaping local policy long before shaping the Constitution.

On a January morning in 1949, as the Constituent Assembly debated India's future Constitution, a modest typewritten letter travelled from Bombay to New Delhi. Addressed to the Assembly’s Secretary, it carried the voice of a now-forgotten organisation—the Bombay Civil Liberties Union (BCLU). Enclosed was a resolution proposing nine fundamental rights.
