🌳Tree Transplantation Policy, 2020🌳

(Notification dated 24 December 2020, Department of Environment, Forests & Wildlife, GNCTD)

1. Notification and Applicability

🌳Tree Transplantation Policy, 2020 notified under Section 33 of the Delhi Preservation of Trees Act, 1994.
🌳 Applicable across NCT of Delhi for management of trees affected by developmental activities.
🌳 Supersedes previous departmental orders to the extent of any inconsistency.

2. Definition of Transplantation

🌳 Transplantation means the scientific removal of a tree with sufficient root and shoot system and its replantation at a suitable new location after proper site preparation.

3. Objective of the Policy

🌳To reduce loss of green cover due to development projects.
🌳 To prioritize tree preservation and transplantation over felling.
🌳 To strengthen compensatory plantation and urban tree conservation.

4. Criteria for Selection of Trees for Felling and Transplantation

🌳 No tree shall be removed unnecessarily for any development project.
🌳Project planning and design should aim to preserve the maximum number of existing trees.

5. Compensatory Plantation Norms

🌳 Compensatory plantation at a ratio of 10:1 shall continue for every tree affected by developmental activity.
🌳 The requirement is in addition to transplantation and applies to both felled and transplanted trees.
🌳 All compensatory plantation saplings/trees must be at least 6 feet in height.
🌳 The plantation area and each individual sapling/tree must be geo-tagged for monitoring and verification.

6. Exclusion of Certain Tree Species from Transplantation

🌳 Invasive exotic species such as Leucaena leucocephala, Eucalyptus globulus and Prosopis juliflora (Vilayati Kikar) shall not be considered for transplantation.
🌳These species shall be excluded while calculating the requirement of minimum 80% transplantation of affected trees.
🌳 The Department shall periodically update the negative list of species exempted from transplantation.

7. Site Tree Report for Tree Transplantation

🌳A tree survey shall be conducted during project feasibility assessment and site identification.
🌳 The Site Tree Report shall include:

🌳 Physical count of all trees and girth measurements.
🌳 Geo-tagging of all trees.
🌳 Online photographic record of trees.
🌳 Preliminary assessment of trees proposed for transplantation and potential transplantation locations.

8. Additional Requirements for Government Projects

🌳 Site Tree Report must be prepared before obtaining Expenditure Sanction (E/S).
🌳Cost estimates for the report shall be included in the E/S proposal.
🌳 A copy of the report shall be submitted to the concerned Tree Officer before seeking E/S.
🌳 No approval from the Tree Officer is required at this preliminary stage; submission is only for record purposes.

घने वनों और पथरीले परिदृश्य के बीच स्थित सेंटिनल रॉक उर्फ़ सूचीपाड़ा झरना लगभग 200 मीटर की ऊँचाई से तीन मनोहारी चरणों में गिरता है। इसके तल पर स्थित स्वच्छ एवं शीतल चट्टानी कुंड, जिसे सदियों से बहते जल ने आकार दिया है, इस प्राकृतिक स्थल की सुंदरता को और भी बढ़ा देता है। प्रकृति प्रेमियों के साथ-साथ रोमांच के शौकीनों के लिए भी यह दिलचस्प झरना एक आकर्षक गंतव्य है। प्रवेश द्वार से लगभग 2 किलोमीटर की ट्रेक घने जंगलों और पथरीले मार्गों से होकर गुजरती है, जहाँ हर मोड़ पर मनमोहक दृश्य पर्यटकों का स्वागत करते हैं।

महाराष्ट्र के पालघर की धरती से निकले भिकल्या लाडक्या धिंडा जी को (पद्म श्री 2026) सम्मान मिलने पर हार्दिक बधाई एवं कोटि-कोटि नमन। 🙏

लगभग 82 वर्षों से वे ‘तारपा’ जैसी 400 वर्ष पुरानी आदिवासी संगीत परंपरा को जीवित रखे हुए हैं। सूखी लौकी और बांस से बने इस वाद्य यंत्र की धुन केवल संगीत नहीं, बल्कि प्रकृति, समुदाय और भारतीय जीवन दर्शन की आत्मा है। वारली समाज की यह परंपरा हमें सिखाती है कि संस्कृति केवल किताबों में नहीं, बल्कि लोकजीवन, जंगलों, पर्वों और पीढ़ियों की सांसों में जीवित रहती है।

आज जब पूरी दुनिया “सस्टेनेबल लिविंग” और “नेचर हार्मनी” की बात कर रही है, तब भारत की जनजातीय परंपराएँ सदियों से यही संदेश देती आई हैं। यही तो हमारा Indian Knowledge System (IKS) है — जहाँ संगीत, प्रकृति, समाज और आध्यात्म एक-दूसरे से जुड़े हुए हैं।

भिकल्या धिंडा जी ने गरीबी और अभावों के बीच भी हार नहीं मानी। उन्होंने नई पीढ़ी को तारपा सिखाकर यह सिद्ध किया कि भारत की असली शक्ति उसकी लोक परंपराओं और जड़ों में बसती है। पद्म श्री सम्मान केवल एक कलाकार का नहीं, बल्कि संपूर्ण वारली संस्कृति, आदिवासी अस्मिता और भारतीय ज्ञान परंपरा का सम्मान है।

मोबाइल और रील्स के इस दौर में भी तारपा की गूँज लोगों को थिरकने पर मजबूर कर देती है। ऐसे लोकऋषि कलाकार को सादर प्रणाम। 🙏
