The new report examines 17 police killings in , reveals the near-total breakdown of the justice-delivery system for families of those killed. Kins are not even labelled as victims, contrary to existing NHRC, SC guidelines. As the police officer involved is regarded as the "victim", only police version is believed; the officer involved in the “encounter” is given the right of hearing at the end of the investigation closing the case, not the family of suspect who was killed.

The Report, 'Extinguishing Law and Life: Police Killings and cover up in the state of Uttar Pradesh is a research outcome of the Youth for Human Rights Documentation in collaboration with People's Watch and Citizens Against Hate. It is an attempt towards documenting cases of encounter killings and to study the phenomenon of extrajudicial killings in India.
