The Hon’ble Chief Minister of Uttarakhand, Shri Pushkar Singh Dhami ji, highlighted Devbhoomi Udyamita Yojana during the State Budget 2026–27 speech, acknowledging its role in encouraging entrepreneurship among students across Uttarakhand.
An initiative of the Department of Higher Education, Government of Uttarakhand, and implemented by Entrepreneurship Development Institute of India, Ahmedabad, the programme has created opportunities for students to explore entrepreneurship, develop enterprise ideas, and begin their entrepreneurial journey.
Students under the programme are building startups, filing patents, and creating employment, contributing to the state’s economic growth. Among students of higher education across Uttarakhand, 300 have started their startups and 1,240 Udyam Aadhaar registrations have been completed. So far, 20 students have also received seed fund support to take their enterprise ideas forward.
This recognition in the State Budget reflects the growing impact of DUY in shaping a strong culture of student entrepreneurship across Uttarakhand.
Guided by the vision of Dr. Sunil Shukla, Director General, EDII and Dr. Amit Kumar Dwivedi, Professor and Director, Department of Government Projects, EDII, and supported by the Department of Higher Education, the programme continues to inspire students to think beyond conventional career paths and build enterprises.

Entrepreneurship education under NEP 2020 is designed to move beyond theory and examination-led learning.
Its intent is practice, application, and outcome.
Devbhoomi Udyamita Yojana, an initiative of the Department of Higher Education, Government of Uttarakhand, and implemented by the Entrepreneurship Development Institute of India, Ahmedabad, follows this approach across Higher Education Institutions in the state.
Under DUY, online academic sessions are being conducted for the NEP 2020 course on Entrepreneurship and New Venture Creation for undergraduate and postgraduate students.
The programme is structured around clear academic and assessment principles.
1️⃣ Academic delivery aligned with NEP 2020
The course follows the pedagogical framework defined under the National Education Policy. It focuses on entrepreneurial thinking, innovation orientation, and venture creation understanding, ensuring academic depth with practical relevance.
2️⃣ Learning beyond classroom instruction
Sessions are delivered online through a structured academic process.
Students engage with conceptual foundations, applied learning, and problem-solving approaches. Entrepreneurship is addressed as an academic discipline with defined outcomes.
3️⃣ Continuous evaluation framework
Student performance is assessed through a continuous evaluation model rather than a single examination. Assessment includes structured assignments and the preparation and submission of a Detailed Project Report. Marks are awarded based on learning application and academic output.
4️⃣ Detailed Project Report as a core academic outcome
The DPR serves as a central component of evaluation. It assesses idea clarity, market understanding, feasibility thinking, and venture planning skills. This builds discipline in structured enterprise development.
5️⃣Coverage across academic levels
The programme engages both undergraduate and postgraduate students across institutions in Uttarakhand. This enables early exposure to entrepreneurship, structured skill development, and consistent academic standards.
Through this approach, DUY is strengthening entrepreneurship education as a formal academic process.

Meet Nandini, founder of Ecoluxe.
Nandini is a student of Moti Ram Babu Ram Govt. PG College, Haldwani, Uttarakhand and a mentee under the Devbhoomi Udyamita Yojana, an initiative of the Department of Higher Education, Government of Uttarakhand, implemented by EDII Ahmedabad.
