The minar was design and supervised by Mr. Nasreddin Murat Khan a Russian born Pakistani architect and engineer, under the direct adminstrative control and supervision of DC Lahore, Mr. Mukhtar Masood. The foundation stone was laid on March 23 1960. Construction took eight years and was completed on 21 Oct 1968 at an estimated cost of Rs.7058000. The money was collected by imposing tax on cenima and horse racing tickets at the demand of Akhter Hussain Governer of West Pakistan.
