When milk is heated, it tends to create a foam due to its composition of proteins and fats. This foam traps air, causing it to expand rapidly when heated. As the temperature rises, the proteins and fats in the milk form a stable foam layer that easily overflows. In contrast, water, being a simple compound without the complex structure of milk, does not create such foam when boiled, hence it doesn't tend to overflow. So, the unique composition of milk leads to its bubbling and overflowing when heated."
