Answer to question no 2. Raman when you disconnect the main supply from the heater,the coil of the heater acts as a current source and it ll show transient behaviour upto 5 times the value of time constant L/ R. After that its response settles down to 0 and all current stored in inductor gets dissipated across the resistance of tube light. And after that no current will flow.
