Towards A New Normal

At the end of August, the Australian Performing Arts Centres Association (APACA) held their annual conference in Melbourne. John Knell, the UK Director of Culture Counts was invited to be ‘Thinker in Residence’ and co-MC of the event working alongside APACA’s Executive Director, Rick Heath.

The theme of the APACA event was ‘Is There a New Normal in the Cultural Sector?’. This occurs when something that was previously considered abnormal has become commonplace. The general conference consensus was that a new normal has yet to be seen in the arts; but that the cultural sector urgently needs to create a new normal with greater reach, impact and diversity at its heart.

Informing this conclusion, the big themes of the APACA event focused on sustainable growth - how to expand opportunity and impact whilst demonstrating in a compelling way the value the sector creates.

It was therefore noteworthy that Rupert Meyer, Chair of the Australia Council, called for a more eloquent way of measuring the impact of arts and culture, and floated the idea of a balanced scorecard to capture cultural, economic and social impact.

Culture Counts is a strong advocate of a balanced scorecard approach, and is currently working with not just the cultural sector, but a wide range of public authorities and funders to capture these broad impacts.

Arts Council England’s decision to use the Quality Metrics for its funded portfolio from Spring 2018, alongside similar work taking place across Australia, China and Singapore, suggests that the opportunity for a genuinely international conversation about how to more meaningfully measure cultural impact is now within everyone’s grasp.

Culture Counts will continue to help facilitate this conversation, and support our users to generate big data and sharper insights by linking their data with other sources of open data.

An international conversation about cultural value informed by data driven insight. That’s a vision of a new normal that everyone at Culture Counts is excited about helping to create.

Figures released today for the period February - April 2016 show that the Northern Ireland Labour Force Survey unemployment rate was 5.8% - a decrease of 0.2 percentage points over the quarter and 0.4 percentage points over the year.

Programme for Government: Arts off to a good start.
Unlike sport, art is name checked in the PfG measures and 87% of adults are already doing it. With such a huge market share, the arts sector is an obvious partner to help others reach people to deliver many of the other 41 population level outcomes.
