Motion of Denouncing the Members of Executive Committee



On the 7th Ordinary Meeting held on 25th September 2020, the Council has passed a motion, moved by Councilor LAI Ho Ting, to denounce the Members of the Executive Committee──



“The Council is now denouncing WOO Kwan Yin and WAN Wai Kiu Wilkins, Members of Executive Committee, due to their poor communication with the Executive Committee of Residential Students’ Association and Executive Committee oof Non-Residential Students’ Association on handling the admission interview affairs.”



The voting record is attached through the school email dated 28th September.

譴責幹事會幹事之議案內容



本會於二零二零年九月二十五日的第七次常務會議上，通過了一項由黎浩廷議員動議之譴責議案，議案內容為──



「本會就胡筠弦幹事及温鍏𣾷幹事在有關處理新生入學面試事宜上與走讀生幹事會及宿生會幹事會之溝通失誤予以譴責。」

Interpretation of

the scope of application of Item 76 of the WSSU Constitution



Empowered by the WSSU Constitution (Constitution), the Council is hereby interpreting the scope of application of Item 76 of the Constitution as follows──



1. The responsibilities of the Interim Committee of Executive Committee, stated in Item 76(1)(a-e), are also applicable to the Executive Committee;

2. The responsibilities of the Interim Committee of Executive Committee of Residential Students’ Association, stated in Item 76(2)(a-b), are also applicable to the Executive Committee of Residential Students’ Association; and

3. The responsibilities of the Interim Committee of Executive Committee of Non-Residential Students’ Association, stated in Item 76(3)(a-b), are also applicable to the Executive Committee of Non-Residential Students’ Association.

本會現行使《香港中文大學和聲書院學生會會章》(會章)賦予本會之解釋權，對會章第76條之適用範圍作出以下解釋──



1. 第76(1)(a-e)款訂明之權責亦適用於幹事會；

2. 第76(2)(a-b)款訂明之權責亦適用於宿生會幹事會；及

3. 第76(3)(a-b)款訂明之權責亦適用於走讀生會幹事會。

Dear Ordinary Members of WSSU,



The 7th Ordinary Meeting of the 9th Council of the Student Union of Lee Woo Sing College was convened on 25nd September 2020. Highlights of the meeting are shown below:



1. Approved/Confirmed the following documents with no objection from Councilors presented:

a. Minutes of the 6th Ordinary Meeting of the Council

b. Half-Yearly Financial Report of the Executive Committee

c. Half-Yearly Financial Report of the Residential Students’ Association

d. Half-Yearly Financial Report of the Non-Residential Students’ Association



2. Passed the Bill of Rules of Proceduce, Affiliated Clubs and Societies Ordinance and Election Ordinance

The Bills have been passed by the supermajority of Councilors presented. The Bills shall become effective upon the announcement——



The Rules of Proceduce, Affiliated Clubs and Societies Ordinance ,and Election Ordinance are hereby promulgated.

3. Appointed Ordinary Members to be Members of the Election Committee

The majority of Councilors presented has approved to appoint CHAN Siu-Fung (FTEC/3) and LAW Sean-Ling Jocelyn (ENGE/3) as the Members of the Election Committee, with the term of office ends on 28th February 2021.



4. Approved the application of using the Reserve Fund(proposed by ExCo)

The majority of Councilors presented has approved to allocate $79.9 for Executive Committee of WSSU to purchase a coffee table for the WSSU Chamber.



5. Interpreted the scope of application of Item 76 of the WSSU Constitution

The Council has interpreted the scope of application of item 76 of the WSSU Constitutin——



The responsibilities of the Interim Committees stated in Item 76 are also applicable to its representing Executive Committees.



6. Passed the motion to denounce the Members of the Executive Committee

The majority of Councilors presented has passed the motion to denounce the Members of the Executive Committee.





The Rules of Procedure, Affiliated Clubs and Societies Ordinance, and Election Ordinance are attached(Only the Chinese version is available). The details of items 5 and 6 will be announced in separated emails.

本會於二零二零年九月二十五日成功召開本年度第七次常務會議，現公佈是次會議摘要：



一、下列文件於在席議員無反對下獲通過：

1. 評議會第六次常務會議會議紀錄

2. 和聲學生會幹事會半年財務報告

3. 和聲學生會宿生會半年財務報告

4. 和聲學生會走讀生會半年財務報告



二、通過《評議會議事規則草案》、《屬下團體條例草案》、《選舉條例草案》

上述草案均獲在席議員三分之二以上贊成通過，自公告起生效——



現將《評議會議事規則》、《屬下團體條例》及《選舉條例》予以公告。



三、委任本會基本會員為選舉委員會委員

在席並參與表決之議員過半數贊成通過委任陳兆豐（金科／三）同學、羅善寧（英文／三）同學為選舉委員會委員，任期至二零二一年二月二十八日止。

四、通過幹事會提請之動用學生會財政儲備申請

在席並參與表決之議員過半數贊成通過從學生會財政儲備批出$79.9予幹事會為學生會會室購置茶几。



五、解釋會章第76條之適用範圍

就會章第76條之適用範圍作出解釋——



會章第76條訂明各臨時行政委員會之權責亦適用於其所代表之幹事會。



六、通過譴責幹事會幹事之議案

在席並參與表決之議員過半數贊成通過譴責幹事會幹事。

The 6th Ordinary Meeting of the 9th Council of the Student Union of Lee Woo Sing College was convened on 24nd August 2020. Highlights of the meeting are shown below:



1. Approved/Endorsed/Confirmed the following documents by the majority of Councilors presented:

a. Minutes of the 5th Ordinary Meeting of the Council

b. Yearly Plan and Financial Budget of the Organizing Committee of WSSU Orientation Camp 2020



2. Passed the Bill of Council Ordinance

The Bill was passed by the supermajority of Councilors presented. The Bill shall become effective upon the announcement——

The Council Ordinance is hereby promulgated.

3. Approved the application of using the Reserve Fund(proposed by ExCo)

The majority of Councilors presented approved to allocate $1279.4 for Executive Committee of WSSU to buy the movable whiteboard, covered bin, and a broad game, for WSSU ordinary members to use.

在席並參與表決之議員過半數贊成通過從學生會財政儲備批出$1279.4予幹事會購置流動白板、有蓋垃圾桶及桌上遊戲，供本會會員使用。

條例草案獲在席議員三分之二以上贊成通過，自公告起生效——

The 5th Ordinary Meeting of the 9th Council of the Student Union of Lee Woo Sing College was convened on 25nd July 2020. Highlights of the meeting are shown below:



1. Approved/Endorsed/Confirmed the following documents by the majority of Councilors presented:

a. Minutes of the 4th Ordinary Meeting of the Council

b. Financial Report of the 7th Non-Residential Students’ Association



2. Endorsed the appointment of Prof. FOK Kin Lam Ellis as WSSU Financial Advisor

The majority of Councilors presented endorsed the appointing recommendation. The appointment will take effect from 1st August 2020 onwards.



3. Passed the Financial Ordinance (Amendment) Bill 2020

The Bill was passed by the supermajority of Councilors presented. The Bill shall become effective upon the announcement——

The amended Financial Ordinance is hereby promulgated.

4. Approved the application of using the Reserve Fund(proposed by RSA)

The supermajority of Councilors presented approved to allocate $2666.8 for RSA to buy the mattresses, summer quilts, pillows, and a steam iron, for WS residents to borrow.

二、通過委任霍建霖教授為本會財務顧問

在席議員過半數通過採納委任建議，由二零二零年八月一日起生效。



三、通過

修訂草案獲在席議員三分之二以上贊成通過，自公告起生效——



現將經修訂之予以公佈。



四、通過宿生會提請之動用學生會財政儲備申請

在席並參與表決之議員三分之二以上贊成通過從學生會財政儲備批出$2666.8予宿生會購置床褥、冷氣被、枕頭及蒸氣熨斗，供各宿生借用。

The 4th Ordinary Meeting of the 9th Council of the Student Union of Lee Woo Sing College was convened on 22nd June 2020. Highlights of the meeting are shown below:



1. Approved the resignation of a RSA Executive Committee Member

The resignation of CHIM Cheuk Hin, Vice-chairperson of the Executive Committee of RSA, has been approved by the supermajority of all Councilors. His position will be replaced by RSA Committee Member CHOW Hang Lam.



2. Approved/Endorsed/Confirmed the following documents by the majority of Councilors presented:

a. Minutes of the 3rd Ordinary Meeting of the Council

b. Yearly Report and Financial Report of the 7th Residential Students’ Association

c. Yearly Report of the 7th Non-Residential Students’ Association



3. The following item was not processed in this meeting as the Council had not yet received documents from the corresponding organizations:

a. Financial Report of the 7th Non-Residential Students’ Association



4. Approved the application of using the Reserve Fund(proposed by RSA)

The supermajority of Councilors presented and participated in voting has approved to allocate $2700 for RSA to buy a sofa bed; the Council will examine the rest items upon the submission of required details from RSA.

本會於二零二零年六月二十二日成功召開本年度第四次常務會議，現公佈是次會議摘要：



一、通過宿生會幹事辭職申請

宿生會幹事會副主席詹卓軒幹事之辭職申請獲全體議員三分之二以上通過生效，並由周杏琳幹事出任該職位。



二、下列文件獲在席議員過半數通過：

1. 評議會第三次常務會議會議紀錄

2. 去屆宿生會會務報告及財務報告

3. 去屆走讀生會會務報告



三、因未收到相應組織提交文件，故下列議程未能於是次會議處理：

1. 去屆走讀生會財務報告



四、通過宿生會提請之動用學生會財政儲備申請

在席並參與表決之議員三分之二以上同意通過從學生會財政儲備批出$2700予宿生會購置梳化床；其餘項目留待宿生會提交會務詳情後再作審議。
