Developed following the 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗣𝗼𝗹𝗶𝗰𝘆 𝗕𝗿𝗲𝗮𝗸𝗳𝗮𝘀𝘁 𝗼𝗻 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗖𝗵𝗮𝗻𝗴𝗲, 𝗩𝘂𝗹𝗻𝗲𝗿𝗮𝗯𝗶𝗹𝗶𝘁𝘆 𝗮𝗻𝗱 𝗦𝗼𝗰𝗶𝗮𝗹 𝗖𝗼𝗵𝗲𝘀𝗶𝗼𝗻 held in Athens on 17 February 2026, the report captures the key reflections, concerns and challenges that emerged during a structured dialogue among participants from public institutions, research organisations, civil society and the community in Greece.
🗨️ The discussion explored the social dimensions of in Greece, highlighting how climate change intersects with , , , and institutional implementation challenges within the Greek context.
Rather than serving as a policy or advocacy document, the report offers a structured mapping of diverse observations and perspectives emerging from this first Climate Policy Breakfast, contributing to the ongoing dialogue on the of the climate transition in Greece.
The event was organised by INZEB in its capacity as the 𝗘𝘂𝗿𝗼𝗽𝗲𝗮𝗻 𝗖𝗹𝗶𝗺𝗮𝘁𝗲 𝗣𝗮𝗰𝘁 𝗖𝗼𝘂𝗻𝘁𝗿𝘆 𝗖𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗼𝗿 𝗶𝗻 𝗚𝗿𝗲𝗲𝗰𝗲, and conducted under the Chatham House Rule, enabling an open and confidential exchange of views on climate-related challenges affecting Greek society.

Launched in 2023, the CEESEN-BENDER project aims to empower vulnerable homeowners and renters living in Soviet-era multi-apartment buildings across Central & Eastern Europe. The project supports residents throughout the renovation process by identifying key barriers and developing support services for homeowners, homeowners’ associations, and building managers.
