CONSTITUTION
OF
KETABUSCO OLD STUDENTS ASSOCIATION
(NATIONAL SECRETARIAT)
AMENDED ON 14TH JUNE 2015
ARTICLE 1: NAME
1.1 The Association shall be known and called KETABUSCO OLD STUDENTS ASSOCIATION.
1.2 The nickname for the association shall be “OVERCOMERS”.
1.3 Under this constitution, old students refer to all those who ever attended the school since its establishment in 1939.
ARTICLE 2: AIMS & OBJECTIVES
2.1 To foster unity, friendship and comradeship among all members of the association
2.2 To assist KETABUSCO in its development efforts
2.3 To seek the general welfare of members of the association.
2.4 To lobby for development assistance from the Government of Ghana and other development partners.
ARTICLE 3: MEMBERSHIP
3.1 A person shall be recognized as a full member of the association upon properly attaining
the following requirements:
i. Have his or her name in the association’s register of members.
ii. Have a membership card.
iii. Must have fully paid up his or her membership registration fee.
iv. The Executive Committee shall admit an affiliate person(s) to membership upon a resolution by Executive Committee approved by general membership.
v. An affiliate in this content means, persons with good and moral character, who did not attend Ketabusco.
vi. The other qualifications (stated in i to ii.) shall apply to such persons.
3.2 A person ceases to be a member under the following circumstances:
I. Death
II. Expulsion from the association on a justifiable ground. Such a person shall return all properties of the association to it.
ARTICLE 4: GOVERNANCE / LEADERSHIP:
4.1: EXECUTIVE COMMITTEE:
4.1.1 The highest authority of governance and leadership of the association is the Executive Committee. The committee is made up of the President, the Vice President, the Secretary, the Vice Secretary, the Financial Secretary, the Organizing Secretary, the Vice Organizing Secretary, and the Public Relations Officer and Ex-officio members. **
4.1.2 The new executives shall declare the property handed over to them, at the 1st general meeting of the association.
4.1.3 The new Executive Committee shall have power to acquire properties and incur liabilities in the name of the association and in a proper manner.
4.1.4 A member shall be qualified to be an Executive Committee member, if the person is of good character and good standing.
4.2: COMMITTEE SYSTEM:
The association shall operate on an adhoc committee system. These committees shall be given specific and clear terms of reference.
4.3: REPRESENTATION ON SCHOOL’S BOARD OF GOVERNONRS
4.3.1 A person to represent the old students on the school’s Board of Governors shall be nominated by the executive committee and approved by the general membership.
4.3.2 The tenure of old students’ representatives shall be determined by the rules of the board of governors of the school.
4.3.3 Representatives of the Board of governors shall give a report in writing to the association after every board meeting.
4.3.4 The old students’ representative(s) shall be ex-officio members of the Executive Committee.
ARTICLE 5: RESPONSIBILITIES OF OFFICERS OF THE ASSOCIATION
5.1: PRESIDENT
The President shall be responsible for the following duties:
i) Be responsible for the day to day administration of the affairs of the association.
ii) Presides over all general, executive meetings.
iii) Be the principal signatory of the association’s accounts and correspondence.
5.2 VICE PRESIDENT:
The Vice President shall:
i) Assist the President in the discharge of his/duties.
ii) Act in the absence of the President.
5.3 SECRETARY
The Secretary shall be responsible for the following duties:
i) All correspondences of the association.
ii) Shall, in consultation with the President and Executive Committee convene meetings.
iii) Be responsible for recording proceedings of all the association’s meetings
iv) Take custody of all records and documents of the association, both electronic and manual or in any other form.
v) Perform any other duty as may be assigned to his or her office.
5.4 VICE SECRETARY
The Vice Secretary shall:
i) Assist the Secretary in the discharge of his/her duties.
ii) Act in the absence of the Secretary.
5.5 ORGANIZING SECRETARY:
The Organizing Secretary shall be responsible for the following duties:
i) Organizing all activities, gathering and meetings of the association in consultation with the Executive Committee.
ii) Any other responsibility as may be assigned by the Executive Committee and or the association.
5.6: VICE ORGANISING SECRETARY
The Vice Organsing Secretary shall:
i) Assist the Organising Secretary in the discharge of his/her duties.
ii) Act in the absence of the Organising Secretary.
5.8 FINANCIAL SECRETARY
The Financial Secretary shall be responsible for the following duties:
i) Making entries in the relevant books of accounts
ii) Issuance of receipts for all monies received and obtaining receipts for all authorized payments made on behalf of the association
iii) Lodge the association’s funds into the associations designated bank account.
iv) Prepare and update the Executive Committee on the financial position of the association and any other relevant information, as may be needed.
v) Provide the necessary records and accounts for auditing by the Audit Committee.
vi) Keep custody of all receipts and expenditure of the association.
vii) Keep custody of the association’s moneys and make disbursements appropriately as may be directed by the executive committee
viii) Keep proper records.
ix) Produce any book as official receipt relating to his office, should such a document be required for examination by the executive committee and or the audit committee.
x) And any other responsibility and duty as may be assigned by the executive committee and the association.
5.9: PUBLIC RELATION OFFICER (P.R.O)
The Public Relation Officer shall:
i) Collaborate with the Organizing Secretary to communicate all events and activities of the association.
ii) Liaise with the Executive Committee and the association to issue press statements, press releases etc.
iii) Helps in projecting the good image of the association and the school, through well-known media houses.
iv) Provide advice on media and public communication matters of the association.
ARTICLE 6: MEETINGS:
6.1 The following shall be the recognized meeting types of the association:
i) Executives committee meetings
ii) General meetings
iii) Extra – ordinary meetings
6.2 Quorum for general meetings shall be twenty members present at the meeting, and five Executive Committee members shall form quorum for Executive Committee Meetings.
6.3 Executive Committee meetings shall precede every general meeting.
6.4 General meetings shall be held every quarter of the year.
6.5 Extra-ordinary meetings shall be held as and when it becomes necessary.
ARTICLE 7: ELECTIONS AND TENURE OF OFFICE
7.1: ELECTIONS
i) Every member shall have one vote
ii) Elections of Executive Committee members shall be held every two years.
iii) Subject to the provisions of this constitution, an adhoc Electoral Committee shall be constituted to cater for the election processes of the association within a specified period.
iv) There shall be three members appointed to the committee by the general membership.
v) Winners of election shall be declared on simple majority votes.
vi) In an event of vacancy arising in any office, a bye election shall be held not
later than three months from the date of declaration of vacancy.
7.2: TENURE OF OFFICE:
vii) Every elected officer shall serve for a term of two (2) years.
viii) An out-going officer shall be eligible for re-election.
ix) No elected officer shall serve in the same office for more than two (2) consecutive terms.
x) An elected officer who has completed his/her maximum two (2) terms in one office may be eligible for election to another office.
ARTICLE 8: FINANCE
8.1: SOURCES OF FUNDS:
The following are the sources of funds for the association:
i) Registration fees.
ii) Membership Dues
iii) Donations, Gifts and Grants
iv) Levies
v) Proceeds from fundraising activities.
vi) Proceeds from economic activities
vii) Returns on investment (if any)
viii) Voluntary contributions (as and when necessary)
ix) And any other legitimate source.
8.2: ACCOUNTING RECORDS:
The following books and records shall be kept.
i) Membership dues register.
ii) Receipt and payment records
iii) Bank pay-in-slip.
iv) Any other books and records, which the executive committee may deem relevant.
8.3: BANKING:
i) The Association shall keep a current account with a bank decided by the general assembly.
ii) All funds of the association shall be kept in the current account of the association.
iii) The President and either the Treasurer and or the Financial Secretary shall be signatories to the association bank account.
iv) The Treasurer shall keep an imprest; the amount shall be determined by the general assembly.
8.4: AUDITING:
8.4.1 There shall be an annual audit of the association’s financial transactions by a properly constituted audit committee.
8.4.2 Subject to the provisions of this constitution, an adhoc Audit Committee shall be constituted. Three members shall be appointed to the committee by the general membership.
8.4.3 The Audit Committee shall report to the general membership at the following general meeting.
8.4.4 Under no circumstance shall an Executive Committee member be appointed as an auditor.
8.4.5 Any officer found guilty of misappropriation or embezzlement, or any malfeasance of the associations fund shall be made to refund it within a stipulated period of time, failure to which the association shall resort to all legal means to retrieve the amount involved with interest at the going policy rate of the associations.
ARTICLE 9: AFFILIATES AND WINGS OF THE ASSOCIATION.
The following organized groups shall be recognized as wings of the association:
i) Regional chapters registered with the association.
ii) Tertiary network of Ketabusco old students association(TEN-KEBOSA)
iii) Organized years groups recognized by the association.
iv) And any other organized group inaugurated and recognized by the association.
ARTICLE 10: MEMBERSHIP WELFARE AND BENEFITS
The following shall be the benefits of members in good standing (being in good standing means not being in arrears of dues payment for more than three months):
i) In the event of marriage by a member, such a person shall be entitled to a sum of GH¢ 200.00(Two Hundred Ghana Cedis), and membership attendance and participation (if invited).
ii) In the event of out-dooring of a members newborn baby, such a member shall be entitled to a cash benefit of GH¢ 100.00 (One Hundred Ghana Cedis) and membership participation and attendance (if invited).
iii) In the event of prolonged illness (for a period of three months and more) of a member in good standing, shall be entitled to GH¢ 200.00 (Two Hundred Ghana Cedis) and a membership visitation.
iv) The association shall organize subsidized membership get-together, parties and other socialization events.
v) In the event of death of a member, a sum of GH¢ 100.00 (One Hundred Ghana Cedis) and two bottles of schnapps shall be presented to the deceased family.
vi) Any member who loses any of his immediate family (wife, husband, child and biological parents, shall be given a donation of GH¢ 100.00 (One Hundred Ghana Cedis), a bottle of Schnapps and membership representation.
vii) In the above cases, the executive committee shall be informed within reasonable time.
viii) Where it shall be impossible to convey the message to membership at a general meeting, the executive committee shall make arrangements to meet the necessary obligations for ratification by the membership.
ix) There shall be announcement to general membership to make voluntary donations to affected members if necessary.
x) All amounts stated in this constitution are subject to review by the agreement of the membership.
xi) These benefits shall come into force six months after the adoption of this constitution, apart from death of member.
ARTICLE 11 AMENDMENTS
This Constitution shall be amended by the association at a general meeting by a three – quarter majority of members present at the meeting to amend the constitution. Noticed of proposed amendment shall be circulated to all members at least two months prior to the date of the meeting. Members requesting for the amendment of the constitution shall be members in good standing.
ARTICLES 12: ADOPTION AND COMING TO FORCE
This constitution came into force after it was adopted at a general meeting of the association on Saturday, July 10, 2010.
ARTICLE 13: OATH
I ……………………………. (insert name), solemnly pledge and swear that, I shall always live up to the aims and aspirations of the association during my tenure of office, and under no circumstance shall I become disloyal, betray any member or use the influence of the association for my own selfish or personal interest. Otherwise, I do so at the risk of my official status, reputation, honour and fortunes.
