NTC, GES, T-TEL AND 5 UNIVERSITIES SIGN MoU TO PROFESSIONALISE NON–PROFESSIONAL TEACHERS.🇬🇭📌

The National Teaching Council, in partnership with the Ghana Education Service, Transforming Teacher Education and Learning – T-TEL, and 5 universities, today signed a landmark Memorandum of Understanding to train and upgrade non-professional teachers into fully qualified professionals. The signing ceremony took place at the Ministry of Education, Accra, on Wednesday, June 10, 2026. The event brought together key leaders in education to commit to closing the qualification gap in Ghana’s classrooms.
Under this special Post Graduate Diploma in Education - PGDE program, teachers currently in service without professional training will undergo structured pedagogical training. The goal is to ensure every teacher, regardless of entry route, meets the National Teachers’ Standards and can deliver quality learning outcomes.

Speaking at the event, the Minister for Education, Hon. Haruna Iddrisu, stressed the urgency of the reform. The minister stated that Ghana’s education transformation depends on teachers who are not just subject experts, but pedagogical experts. This MoU is about equity and excellence. Every child deserves a teacher trained to the highest standards. No more divide between ‘professional’ and ‘non-professional.
He added that the government remains committed to investing in teacher education as the ministry is about to roll out a new housing initiative for teachers, known as ‘Teacher Dabre.’

Dr. Christian Addai-Poku, the Registrar for the National Teaching Council (NTC), also spoke on reasons why this training matters. According to him, the data from NTC shows thousands of teachers entered the classroom through alternative routes and lack formal training in pedagogy, assessment, and classroom management. This gap affects learner outcomes. The new PGDE pathway directly addresses that lacuna by upskilling in-service teachers while they remain on the job.
The special PGDE program will be delivered by the University of Cape Coast (UCC), the University of Education, Winneba (UEW), the University for Development Studies (UDS), the University of Skills Training & Entrepreneurial Development (USTED), and the Catholic University of Ghana.

The MoU also seeks to strengthen long-term collaboration between the Ministry of Education and these universities. It creates a framework for joint research, curriculum alignment with NTS, and continuous professional development for teachers nationwide.
