Child bomber hits Nigerian city
A girl aged about 10 has carried out a su***de bombing in north-eastern Nigeria, killing at least 16 people, police say.
The attack took place near a crowded market in the city of Damaturu in Yobe state. About 50 people were wounded.
No group has said it was behind the attack but Islamists Boko Haram have been blamed for similar bombings in recent months.
Two female su***de bombers killed nine people in the city earlier in July.
Yobe police spokesman Toyin Gbadegesin said that the latest attack happened on Sunday morning.
He said the child detonated her explosives in a crowd of people being screened by security services before they were let into the market.
In the previous attack on 17 July, two female bombers - one also aged about 10 - killed people waiting to say prayers for the Muslim festival of Eid.
The army said the blasts targeted a venue where volunteers were waiting to screen worshippers.
Boko Haram has recently stepped up its campaign of violence after being pushed back by Nigerian forces backed by troops from several neighbouring countries.

Vaccine for Malaria gets international recommendation
GSK announced Friday that the Committee for Medicinal Products for Human Use (CHMP) of the European Medicines Agency (EMA) has adopted a positive scientific opinion for its malaria candidate vaccine MosquirixTM, also known as RTS,S, in children aged 6 weeks to 17 months.
Following this decision, the World Health Organization (WHO) will now formulate a policy recommendation on use of the vaccine in national immunisation programmes once approved by national regulatory authorities.
RTS,S, which was developed in partnership with the PATH Malaria Vaccine Initiative (MVI), is the first candidate vaccine for the prevention of malaria to reach this milestone. While other vaccines tackle viruses or bacteria, RTS,S has been designed to prevent malaria caused by the Plasmodium falciparum parasite, which is most prevalent in sub-Saharan Africa (SSA). In 2013, there were an estimated 584,000 deaths from malaria with around 90 percent of these occurring in SSA, and 83 percent in children under the age of five in SSA1.
The CHMP scientific opinion is a key step in the regulatory process toward making RTS,S available alongside existing tools currently recommended for malaria prevention. The positive opinion for young children was based on the review of data assessing the candidate vaccine’s safety, efficacy and quality. Clinical data submitted for CHMP assessment were mainly from a Phase III clinical trial programme involving more than 16,000 young children that was conducted by 13 African research centres in eight African countries (Burkina Faso, Gabon, Ghana, Kenya, Malawi, Mozambique, Nigeria, and Tanzania).

Police to close some roads in Accra for ECOWAS summit Tuesday
The Police will close some major roads on Tuesday when ECOWAS leaders converge in Accra for the 47th Ordinary session.
In a statement issued by the Ghana Police service, it said the Liberation Road will be partitioned to allow traffic only at various times during the day.
The 47th ordinary session will discuss elections in member countries, security related matters and the handling of the Ebola crisis.

The Police Service wishes to inform the general public that, owing to the ECOWAS Summit scheduled to take place in Accra tomorrow Tuesday, 19th May 2015, the following road traffic arrangement has been made for the Tuesday 19th May:
The Liberation Road from Accra towards Tetteh Quashie Interchange will be partitioned into two with traffic from Accra using the outer lane and the dignitaries taking the inner, from 6am to 2pm. After 2pm the arrangement will shift to the other lane from Opeibea House to AU Circle, with motorists plying the outer lane and dignitaries using the inner.
Traffic Police will be deployed at vantage points to assist road users. Meanwhile, the Police wishes to assure the public that adequate security arrangement has been made to ensure a successful summit. The public is also entreated to co-operate with the Police for the success of the event.
In case of emergency the Police can be reached on MTN and Vodafone Shortcode 18555 or 191 on all Networks.

Akosombo Dam To Remain Operational
The Akosombo Dam will not be shut down in spite of the accute reduction in water levels. This is according to the Volta River Authority (VRA).
The water level as at yesterday stood at 239.94 feet just below the required minimum operating level of 240 feet.
There has been fears the continues drop in water level could force a shutdown of the dam and further worsening the current crisis.
The Akosombo dam currently sheds some 500 megawatts of power.
In an interview with Joy News, Deputy Engineer in charge of operations at the VRA Richard Badger allayed fears the dam will be shutdown.
He said thermal complements run the hydro dam during periods where the water levels are low.
This according to him is done regularly to ensure that the water in the dam does not run out completely and prevents a total shut down.
In a related development, commercial production of electricity at the Kpone thermal plant is expected to begin in August.
This will be preceded by a series of test of various components of the plant.
The plant at full production is expected to add about 200 megawatts of power to the national grid.

Prices of some petroleum products are likely to go up by 9 percent effective May 17 2015.
If the price review is finally implemented by National Petroleum Authority on May 17 then, petrol will be selling at 3 Ghana cedis 33 pesewas per litre up from the current price of 3 Ghana Cedis 5 pesewas.
Diesel will also be selling at 3 Ghana cedis 24 pesewas up from the old price of 2 Ghana cedis 97 pesewas per litre.
A kilogram of LPG is expected to be sold at 2 Ghana cedis 88 pesewas from the old price of 2 Ghana cedis 64 pesewas.
MGO Local is also expected to go up from 2 Ghana cedis 71 pesewas to 2 Ghana cedis 96 pesewas.
Unified petroleum and kerosene for mining firms are expected to go up by 4 per cent. However premix fuel and RFO will not see any price adjustments.
