🌍✨On June 18, at the University of Georgia (Tbilisi), V-Dem Caucasus, together with the “Youth and Social Research Centre” and Gnomon Wise, hosted an engaging meeting!

Our guests were Master’s in Global Affairs students from the University of Oklahoma, along with their program co-leads, Hannah Chapman and Dr. Rachel Schwartz.
During the session, the Youth and Social Research Centre and V-Dem Caucasus presented their joint study, "Paternalistic Attitudes and Youth Civic Passivity in Georgia," which explores youth attitudes and the challenges surrounding civic engagement 📊

The students also learned more about V-Dem - what this major international democracy research database represents, how it can be utilized in research, and the types of data it aggregates to study democratic development across different countries 📚

The visit included an active discussion on the current state of democracy in Georgia, contemporary challenges, and the role of youth in social and political processes.
We are thrilled to have shared local insights, experiences, and research practices with the American students, for many of whom this was their very first visit to Georgia 💫

📌ენობრივი ბარიერი: „1+4 პროგრამის“ მნიშვნელოვანი დადებითი როლის მიუხედავად, აკადემიური ტერმინოლოგიის სირთულე ხშირად სერიოზულ დაბრკოლებად რჩება სტუდენტებისთვის, რის გამოც შეცდომის დაშვების შიშით ისინი ნაკლებად აქტიურად ერთვებიან სასწავლო პროცესში და პასიურ პოზიციას ირჩევენ.

📌 „ეთნიკური კლასტერები“: უნივერსიტეტებში შესვენებების დროს ხშირად შეინიშნება მიკროსეგრეგაცია. სხვადასხვა ჯგუფი, განსაკუთრებით ეთნიკური უმცირესობების წარმომადგენლები, ხშირად აუდიტორიებში რჩებიან ან მხოლოდ საკუთარ წრეში ურთიერთობენ, რის შედეგადაც იქმნება დახურული სოციალური სივრცეები და მცირდება ყოველდღიური კომუნიკაცია ფართო სტუდენტურ გარემოსთან.

📌 უმრავლესობის პასიური როლი: ინტეგრაციის ტვირთი ძირითადად უმცირესობებზე გადადის. ქართველი სტუდენტების დამოკიდებულება მეტწილად ნეიტრალურია - ისინი არ რიყავენ თანაკურსელებს, თუმცა არც ინიციატივას იჩენენ.

📌სისტემური მიდგომის დეფიციტი: უნივერსიტეტებს არ აქვთ მულტიკულტურულ ჯგუფებთან მუშაობის სისტემური ხედვა; პროცესი ხშირად მხოლოდ ცალკეული ლექტორების კეთილ ნებაზეა დამოკიდებული.

📌 იდენტობის დილემა: მიუხედავად იმისა, რომ ბევრი მათგანი თავს ქვეყნის სრულფასოვან მოქალაქედ მიიჩნევს, საერთო კულტურული კონტექსტის ნაკლებობის გამო, ყოველდღიურობაში მაინც „უცხოელის“ განცდა აქვთ.

💡 მთავარი დასკვნა: ინტეგრაცია ცალმხრივი პროცესი არ არის და ეს ტვირთი მხოლოდ უმცირესობებმა არ უნდა ზიდონ. საჭიროა მიზანმიმართული მხარდაჭერა: ქართული ენის გაძლიერებული სწავლება სკოლიდანვე, უნივერსიტეტებში სტუდენტების რეალური დაახლოება და თანატოლთა მენტორობა. გამოსავალი ერთიანი სამოქალაქო იდენტობის ჩამოყალიბებაშია, სადაც ეთნიკური კუთვნილების მიუხედავად, არავინ რჩება ბარიერებს მიღმა.

A study conducted at the University of Georgia (Tbilisi) by the "Youth and Social Research Centre", in collaboration with V-Dem Caucasus, examined the academic and social integration processes, as well as identity issues, of ethnic minority students who moved from the regions to Tbilisi for their studies.

During the presentation, a panel discussion was also held, featuring:

Main Findings of the Study:

📌 Language Barrier: Despite the significant positive role of the "1+4 Program," the complexity of academic terminology often remains a serious obstacle for students. Consequently, due to the fear of making mistakes, they engage less actively in the learning process and choose a passive stance.

📌 "Ethnic Clusters": Micro-segregation is frequently observed during university breaks. Different groups, especially representatives of ethnic minorities, often stay in classrooms or socialize exclusively within their own circle. This results in the creation of closed social spaces and reduces daily communication with the wider student body.

📌 Passive Role of the Majority: The burden of integration falls primarily on minorities. The attitude of Georgian students is mostly neutral-they do not marginalize their classmates, but they do not take initiative either.

📌 Deficit of a Systemic Approach: Universities lack a systemic vision for working with multicultural groups; the process is often solely dependent on the goodwill of individual lecturers.

📌 Identity Dilemma: Although many of them consider themselves full citizens of the country, they still feel like "outsiders" in their daily lives due to a lack of shared cultural context.

💡 Main Conclusion: Integration is not a one-way street, and this burden should not be borne by minorities alone. Purposeful support is needed: reinforced Georgian language teaching starting from school, genuine interaction among students at universities, and peer mentorship. The solution lies in building a unified civic identity where, regardless of ethnic background, no one is left behind barriers.

📊 საქართველოს ახალგაზრდობის განვითარების ინდექსის საერთო შუალედურზე დაბალი ქულაა 41.8 / 100, რაც საშუალო მაჩვენებელია და მიუთითებს, რომ პირობები არსებობს, თუმცა გაუმჯობესება აუცილებელია;

📢 ყველაზე კრიტიკული მდგომარეობა აქტიური მოქალაქეობის სფეროშია (20.7 / 100) - ახალგაზრდების 49% ინტერესდება პოლიტიკით, თუმცა 55%-ს მიაჩნია, რომ მათი ხმა არ ისმის, რაც რეალური ჩართულობის არხების დეფიციტზე მიუთითებს;

📚 განათლების ხარისხი მთავარ გამოწვევად რჩება (50.8 / 100) - PISA-ს მიხედვით, მხოლოდ ყოველი მესამე მოსწავლე ფლობს საბაზისო კომპეტენციებს მათემატიკაში, კითხვასა და მეცნიერებაში;

💼 მეწარმეობისა და დასაქმების სფერომ ყველაზე მაღალი ქულა მიიღო (53.4 / 100), თუმცა სტრუქტურული პრობლემები დიდია: ახალგაზრდების უმუშევრობა 23.8%-ია, NEET მაჩვენებელი - 24.1%, ხოლო რეალური დამსაქმებელი-მეწარმე მხოლოდ 2%-ია;

⚖️ უნარების განახლების კუთხით ვლინდება შიდა უთანასწორობა - არაფორმალურ განათლებაში დასაქმებული ახალგაზრდების 9.73% მონაწილეობს, მაშინ როდესაც უმუშევარ ახალგაზრდებში ეს მაჩვენებელი მხოლოდ 1.41%-ია.

🏫 The "Youth and Social Research Centre" of the University of Georgia (Tbilisi), in collaboration with V-Dem Caucasus, presented the "Georgia Youth Development Index 2025: Methodology and Findings."

A few key findings from the study:

📊 The overall score of the Georgia Youth Development Index is below the midpoint at 41.8 / 100, which is an average score and indicates that while conditions exist, improvement is essential;

📢 The most critical situation is in the area of active citizenship (20.7 / 100) - 49% of young people are interested in politics, yet 55% believe their voice is not heard, indicating a shortage of real channels for engagement;

📚 Quality of education remains a major challenge (50.8 / 100) - according to PISA, only one in three students possesses basic competencies in mathematics, reading, and science;

💼 The entrepreneurship and employment sector received the highest score (53.4 / 100), though structural problems remain large: youth unemployment is at 23.8%, the NEET rate is 24.1%, while real employer-entrepreneurs make up only 2%;

⚖️ In terms of upskilling, internal inequality is revealed - 9.73% of employed youth participate in non-formal education, whereas among unemployed youth, this figure is only 1.41%.

🎉 On May 29, the official launch event of the V-Dem Institute (University of Gothenburg) regional center in the Caucasus - V-Dem Caucasus - was held at the University of Georgia (Tbilisi)!

🌍 The new regional hub will strengthen research activity, academic collaboration, and data-driven analysis across the South Caucasus.

🎙️ The keynote speaker was Steven Wilson, Director of the V-Dem Institute, who addressed global democratic trends and contemporary challenges.

⚖️ ახალგაზრდების 67%-ისთვის პრიორიტეტულია სამართლიანობასთანდაკავშირებული საკითხები - ადამიანის უფლებები, სიტყვისა და გამოხატვის თავისუფლება, კანონის უზენაესობა;

🚀 Gen Z უფრო მეტად იხრება ავტონომიური ღირებულებებისკენ - დამოუკიდებლობისა და მიზანდასახულობისკენ. ეს ტენდენცია ყველაზე მეტად დამახასიათებელია ქალებისთვის (61%), საშუალოზე მაღალი განათლების მქონე ახალგაზრდებისთვის (57%) და დედაქალაქში მცხოვრებლებისთვის (58%);

The University of Georgia (Tbilisi) hosted the first open seminar by V-Dem Caucasus and the "Center for Youth and Social Research," focusing on the study: "Gen Z" in Georgia: Perceptions, Values, Attitudes, and Interests."

A few important findings of the study:

⚖️ For 67% of young people, issues related to justice are a priority - human rights, freedom of speech and expression, the rule of law;

🚀 Gen Z leans more towards autonomous values - independence and purposefulness. This trend is most characteristic of women (61%), young people with higher than average education (57%), and those living in the capital (58%);

🗳️ 82% of young people perceive participating in elections as a civic duty.

V-Dem Caucasus - კავკასიის რეგიონალური ცენტრი, რომელიც საქართველოს უნივერსიტეტის ბაზაზე დაფუძნდა, წარმოადგენს მსოფლიოში ერთ-ერთი ყველაზე ავტორიტეტული კვლევითი ინსტიტუტის Varieties of Democracy - V-Dem Institute (გოტენბურგის უნივერსიტეტი, შვედეთი) ოფიციალურ წარმომადგენლობასა და კვლევით ჰაბს სამხრეთ კავკასიაში (საქართველო, სომხეთი, აზერბაიჯანი).

V-Dem Caucasus - Caucasus Regional Center, which was established on the basis of the University of Georgia, represents the official representation and research hub in the South Caucasus (Georgia, Armenia, Azerbaijan) of one of the most authoritative research institutes in the world, Varieties of Democracy - V-Dem Institute (University of Gothenburg, Sweden).

The main mission of the center is:

🔹 institutional changes
🔹 and societal processes

In order to implement these goals, the center works based on V-Dem's global data and local empirical research.
