They still don’t have a pathway.

Every child deserves a future.

For many children, that path is university.

For others, it’s an apprenticeship.

But what about the SENbetweeners?

The children who are too complex for mainstream, yet not complex enough for specialist provision.

The children who don’t fit neatly into either system.

The children who are left waiting, struggling, and too often forgotten.

These aren’t children who lack potential.

They’re children who deserve an education built around their needs, not around the limitations of the system.

If we’re serious about improving education, we cannot keep ignoring the children who fall between the gaps.

It’s time to build a pathway for every child.

📚 What is Section 19 and why does it matter?

Section 19 of the Education Act 1996 places a legal duty on local authorities to make sure children of compulsory school age receive suitable education—even when they can’t attend school.

This applies when a child is out of education due to: • Illness
• Permanent exclusion
• Or any other reason preventing attendance

💡 Key point:
An EHCP is not required for this duty to apply.

That means if a child is without education, the responsibility doesn’t disappear—it shifts.

Local authorities must arrange appropriate alternative provision that meets the child’s needs, abilities, and circumstances.

🚨 Too often, families are left waiting or unsure of their rights.
Knowing about Section 19 can make all the difference in securing timely support.
