Ministry of Agriculture Signs Construction Agreements to Upgrade Jigjiga Livestock Quarantine Center and Strengthen Water Supply Infrastructure

Addis Ababa, July 13, 2026 (Ministry of Agriculture) – Through the De-risking, Inclusion, and Value Enhancement of Pastoral Economies Project (DRIVE), the Ministry of Agriculture has signed two major construction contracts aimed at upgrading the Jigjiga Livestock Quarantine Center and ensuring a reliable water supply in the Somali Region.

The first contract, signed between the Ministry of Agriculture and AL-FATAAN Construction Company, focuses on upgrading the Jigjiga Livestock Quarantine Center and completing outstanding construction works. The second agreement was signed with ALYUSUF Water Works & Drilling Company to drill two new water wells, develop two existing wells, and install the necessary pumping systems.

The agreements were signed by H.E. Fikru Regassa (PhD), State Minister for Livestock and Fisheries Development, on behalf of the Ministry of Agriculture, and by representatives of the two contracting companies.

Upon completion, these construction projects will enable the Jigjiga Livestock Quarantine Center to become fully operational, thereby strengthening livestock health inspection and quarantine services. They will also contribute to meeting international livestock export standards, improving livestock trade, and boosting foreign exchange earnings. Furthermore, the initiatives will play a vital role in creating sustainable livelihood opportunities for pastoralist and semi-pastoralist communities.

Official Foundation Stone Laid for Regional Veterinary Laboratory in Jigjiga
The official foundation stone-laying ceremony for the construction project of the Regional Veterinary Laboratory Center was held in the city of Jigjiga.
Financed by the World Bank through the DRIVE (De-risking, Inclusion and Value Enhancement of Pastoral Economies) project, the initiative has a total budget of 233,116,617.81 Ethiopian Birr. The project is expected to play a pivotal role in boosting laboratory capacity, accelerating animal disease diagnostics, and delivering modern services that enhance livestock health and the economic growth of pastoralist communities.
The ceremony, organized by the Somali Regional State (SRS) Bureau of Pastoral Development, was attended by senior officials. Among the dignitaries present were the SRS Minister of Pastoral Development, Dr. Abdiqadir Iman; the Deputy Minister of the President's Office, Mr. Abdirizak Seyid; the Mayor of Jigjiga, Eng. Shafi Ahmed; and the Governor of the Fafan Zone, Mr. Khadar Ahmednur.
Scheduled for completion within one year, this project is part of ongoing strategic efforts to advance veterinary health services, improve livestock productivity, and strengthen disease prevention mechanisms across the region.

WORLD CAMEL DAY
The city of Jigjiga hosted an international event celebrating Camel Day on 4th, July, bringing together officials, experts, and stakeholders to highlight the role of camels in community livelihoods, the economy, and climate change adaptation.
The event was attended by the Acting President of the Somali Regional State (SRS), Dr. Abdiqadir Iman—who is also the Regional Minister for Pastoral Development Bureau—as well as officials and experts from federal ministries, regional line bureaus in the livestock sector, universities, and research institutes.
The event placed a special focus on the economic, social, and environmental benefits of camels, their resilience to droughts and heat, and their role in food security. Discussions and exhibitions also demonstrated that the camel is the backbone of society in the Horn of Africa, particularly for Somalis, by providing milk, meat, transportation, and sustainable income, while also serving as a symbol of the culture and existence of pastoralist communities.
The Acting President of the SRS and Minister for Pastoral Development Bureau, Dr. Abdiqadir Iman, pointed out the need to raise awareness about the importance of camels in order to boost productivity and tap into their immense potential for economic growth. He also noted that research, investment, and veterinary services will be sustained and expanded.
Meanwhile, the State Minister for the Ministry of Agriculture of the FDRE, Dr. Fikru Regassa, the Director General of the SRS Livestock and Agriculture Research Institute, Mr. Mohamed Sherif, and other officials who spoke at the event emphasized that the camel is a national, continental, and global resource worthy of protection and development. They highlighted that Ethiopia is among the countries with the largest camel populations in Africa, representing a major opportunity for economic growth.
