Then, the College re-organized by the year 2004, as higher TVET Institution by proclamation number 7/2004 with main objectives of supply competent skilled technicians to the need of industry and promote the entrepreneurship, productivity, and competitiveness of micro, small & medium level enterprises. Since its establishment, it has produced 35,415 & 43,368 graduates under long-term (Level 1 to Level 5 and BSc.) and short-term (Certificate) programs respectively in the field of Metal Engineering Technology, Electrical Electronic Technology, Automotive Technology, Railway Technology, Textile & Garment Technology, Building Construction Technology, Drafting and Surveying, Information Communication Technology, Hotel and Tourism, Business and Finance, Health Science and Urban Agriculture. Currently, it has begun a series of reforms within the existing system in order to meet new industry demands for the 21st century global economy and promote regional integration. This vision is supported by its mission which is provide flexible market relevant and high quality diverse TVET, research and consultancy for sustainable socio-economic development. The educational goal is to produce young competent skilled workers who are self-motivated and have problem-solving skills. More specifically, the college focuses on: (1) promotion of market demand driven TVET; (2) development of employment-oriented basic occupational competencies and problem-solving skills; (3) combining academic knowledge with industry-specific technical skills; (4) establishment of excellent teaching-learning environment; (5) promotion of labour forces skills and technological capability through research, and consultancy services; (6) promotion of employability of unemployed young, TVETs and Universities graduates, women and disadvantaged groups; and (7) ensures teachers/trainers competence. One of the key challenges in TVET sector is the mismatch between the graduates of the TVET system and the private industry sector needs in terms of skills, knowledge, and attitude. Moreover, the country has not yet reaches the point of capacity to produce workforce that matches the needs of the industry and workplaces in terms of quantity and quality. Therefore, Dire Dawa Polytechnic College (DDPTC) has designed the development of Regional Flagship TVET Institute for TVET Railway, Metal Engineering, and Electro Mechanics Technology. Programs were developed pertaining to the mentioned technology areas to address the need of qualified skilled workforce. East Africa Skills for Transformation and Regional Integration Project (EASTRIP) is a World Bank financed project initially involving seven Regional Flagship TVET Institutes (RFTIs) in Ethiopia. The Project’s development objectives are increase access and improve quality of TVET and facilitate regional integration. At the RFTI level, the objectives of the project will be achieved through: Strengthening governance and management, institutionalizing industry links, developing market relevant and competency-based training programs, training of TVET managers and teachers/trainers, provision of key training facilities and equipment; and outreach and support for non-project national TVET institute.
