Very Helpful for unit cost anslysis
ኢትዮጵያ በቅርቡ ያወጣችው የህንጻ አዋጅ ቁጥር 1356/2016 (Ethiopian Building Proclamation No. 1356/2024) ቀደም ሲል የነበረውን አዋጅ ቁጥር 624/2001 በመተካት በዘርፉ ላይ መሰረታዊ ለውጦችን ይዞ መጥቷል።
ከአዋጁ የወጡ ዋና ዋና 5 ነጥቦች እነሆ፦
1. የተጠያቂነት ወሰን መስፋት (Extended Liability)
በአዲሱ አዋጅ መሰረት ማንኛውም በህንጻ ግንባታ ሂደት ላይ የሚሳተፍ አካል (ባለቤት፣ ዲዛይነር፣ ተቋራጭ እና አማካሪ) በግንባታ ወቅት ለሚከሰት ማንኛውም የጥራት መጓደል ወይም አደጋ በወንጀል እና በፍትሐብሔር ይጠየቃል። በተለይ ዲዛይነሮች እና ተቋራጮች ለህንጻው ደህንነት ያላቸው የኃላፊነት ጊዜ ተለይቶ ተቀምጧል።
2. የህንጻዎች ምደባ እና የቁጥጥር ስርአት (Building Categorization)
ህንጻዎች እንደ አገልግሎታቸው፣ እንደ ቁመታቸው እና እንደሚያስተናግዱት ሰው ብዛት በሦስት መደቦች (Category A, B, and C) ተከፍለዋል።
ለእያንዳንዱ መደብ የሚሰጠው የፍቃድ አሰጣጥ እና የቁጥጥር ጥብቅነት ይለያያል።
ከፍተኛ የህዝብ ብዛት የሚያስተናግዱ (እንደ ሞል፣ ሆስፒታል) ለደህንነት ከፍተኛ ትኩረት ይሰጣቸዋል።
3. የአካባቢ ጥበቃ እና አረንጓዴ ልማት (Sustainability & Environment)
አዲሱ አዋጅ ግንባታዎች አካባቢን እንዳይበክሉ እና የሀይል አጠቃቀማቸው ቀልጣፋ እንዲሆን (Energy Efficiency) ትኩረት ይሰጣል።
የዝናብ ውሃ አሰባሰብ (Rainwater Harvesting) ስርአት።
ቆሻሻ አወጋገድ እና የተፈጥሮ ብርሃን አጠቃቀምን በዲዛይን ደረጃ እንዲካተቱ ያዝዛል።
4. አካል ጉዳተኞችን እና አረጋውያንን ያገናዘበ ግንባታ (Accessibility)
ማንኛውም ህዝባዊ አገልግሎት የሚሰጥ ህንጻ አካል ጉዳተኞች፣ አረጋውያን እና ህጻናት ያለምንም እንቅፋት እንዲንቀሳቀሱበት የሚያስችል ስርአት (Ramps, Lifts, Signage) ሊኖረው እንደሚገባ በግልጽ አስቀምጧል። ይህንን ያላሟላ ህንጻ የይለፍ ፍቃድ (Occupancy Permit) አይሰጠውም።
5. የህንጻ አስተዳደር እና የይለፍ ፍቃድ (Occupancy Permit & Maintenance)
ግንባታው ተጠናቆ አገልግሎት ከመጀመሩ በፊት የሚሰጠው "የመገልገያ ፍቃድ" ጥብቅ ሆኗል።
ህንጻው ከተመረቀ በኋላ በየጊዜው እድሳት (Maintenance) እንዲደረግለት እና የደህንነት ፍተሻ እንዲከናወን ህግ አስገድዷል።
ህንጻው ለታለመለት አላማ ብቻ መዋሉን የመቆጣጠር ስልጣን ለማዘጋጃ ቤቶች ሰጥቷል።

# The role and responsibilities of the client, the consultant, the contractor and the role and responsibilities of other direct and indirect stakeholders is clearly defined
# The master schedule of the project is approved
# The contract document is properly prepared
# The work method is checked and approved
# Advance payment is payd
# The site is handed over to the contractor on the schedule
# The project is started on the schedule
# In time supervision of the work using quality checklists continued
# any change occurred is being managed by the effective contract administration.
