We would like to express our 𝘀𝗶𝗻𝗰𝗲𝗿𝗲 𝘁𝗵𝗮𝗻𝗸𝘀 to all keynote speakers, moderators, rapporteurs, exhibitors and participants who contributed to the conference Riding the Wave: Advancing the EU Ocean Pact through Science, Innovation and Cooperation. Prepared by CMMI - Cyprus Marine and Maritime Institute following the Riding the Wave 2026 Cyprus conference, this publication presents 10 flagship recommendations and supporting recommendations addressing ocean governance, observation, marine data, restoration, maritime decarbonisation, ports, innovation finance and coastal communities.

We hope these recommendations contribute to the ongoing implementation of the European Ocean Pact and stimulate discussion across Europe's ocean community.

𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗼𝗻 𝗘𝘂𝗿𝗼𝗽𝗲'𝘀 𝗢𝗰𝗲𝗮𝗻 𝗠𝗼𝗺𝗲𝗻𝘁𝘂𝗺

The first half of 2026 has been a defining period for Europe's ocean agenda.

The European Ocean Pact, the Ocean Observation Initiative, preparations for the future Ocean R&I Strategy and the new EU Ports Strategy all demonstrate a 𝗴𝗿𝗼𝘄𝗶𝗻𝗴 𝗿𝗲𝗰𝗼𝗴𝗻𝗶𝘁𝗶𝗼𝗻 𝗼𝗳 𝘁𝗵𝗲 𝗼𝗰𝗲𝗮𝗻 𝗮𝘀 𝗮 𝘀𝘁𝗿𝗮𝘁𝗲𝗴𝗶𝗰 𝗮𝘀𝘀𝗲𝘁 𝗳𝗼𝗿 𝗘𝘂𝗿𝗼𝗽𝗲 - and this was the focus of the Riding the Wave 2026 Cyprus conference, held in Cyprus in May 2026.

The Riding the Wave conference was proud to contribute to this momentum by bringing together policymakers, researchers, innovators, investors and industry representatives from across Europe to discuss how 𝘀𝗰𝗶𝗲𝗻𝗰𝗲 𝗰𝗮𝗻 𝘀𝗵𝗮𝗽𝗲 𝗽𝗼𝗹𝗶𝗰𝘆 𝗮𝗻𝗱 𝗵𝗼𝘄 𝗶𝗻𝗻𝗼𝘃𝗮𝘁𝗶𝗼𝗻 𝗰𝗮𝗻 𝗰𝗿𝗲𝗮𝘁𝗲 𝗿𝗲𝗮𝗹 𝗶𝗺𝗽𝗮𝗰𝘁.

Very soon, CMMI - Cyprus Marine and Maritime Institute will 𝗽𝘂𝗯𝗹𝗶𝘀𝗵 𝘁𝗵𝗲 𝗰𝗼𝗻𝗳𝗲𝗿𝗲𝗻𝗰𝗲 𝗿𝗲𝗰𝗼𝗺𝗺𝗲𝗻𝗱𝗮𝘁𝗶𝗼𝗻𝘀, capturing the key messages that emerged from these discussions and contributing to Europe's ongoing policy dialogue.

🌊 What happens after a successful European conference? The real work begins.

Over the past weeks, the CMMI - Cyprus Marine and Maritime Institute team has been working intensively behind the scenes to transform the fruitful discussions of the Riding the Wave conference into a set of policy recommendations for Europe's ocean future.

Drawing on keynote speeches, plenary discussions, workshops, the Funders Forum and the rapporteurs' reports, we have prepared a publication bringing together 10 flagship recommendations and supporting recommendations aimed at contributing to the implementation of the European Ocean Pact, the future Ocean Research & Innovation Strategy, the EU Ports Strategy and other important European initiatives.

The recommendations are now entering their final phase and will soon be published.
