GCE Leakage: The Truth Cameroon Refuses to Discuss

The greatest mistake Cameroonians can make is to believe that GCE leakage is a recent problem.

It is not.

What is new is not the leakage. What is new is the visibility.

For decades, many teachers, school administrators, and education stakeholders knew that examination questions often circulated long before students entered examination halls. The difference was that the questions were rarely handed directly to students. Instead, they were repackaged, restructured, renamed, and taught under labels such as "special classes," "evening classes," "tollgate classes," and the famous "speco."

Students were made to believe they were receiving prophetic guidance from brilliant teachers. In reality, many were simply being walked through questions that bore remarkable similarities to those they would later encounter in the examination room.

The evidence was often hiding in plain sight.

How does a student who abandoned school years earlier suddenly return and complete a five-year secondary school programme in one year and obtain passes? How does a student sit for examinations in Form Four or Lower Sixth and perform as though Upper Sixth and Form Five were optional decorations in the curriculum? How do schools repeatedly produce miraculous results that defy the very logic upon which educational progression is built?

Education is governed by Guided Learning Hours for a reason. Knowledge acquisition requires time. Understanding requires exposure. Mastery requires practice.

There are no shortcuts around human cognition.

Yet Cameroon has witnessed situations where students bypass years of learning and somehow achieve outcomes that should require thousands of hours of instruction.

The question is not whether this happened.

The question is why so many people pretend not to understand how it happened.

Private schools operate under intense competitive pressure. Examination results are their marketing department. Good results attract parents. Parents bring fees. Fees sustain the institution. In such an environment, the temptation to obtain unfair advantages becomes obvious.

Mission schools face a different pressure. They charge significant fees and are expected to justify their reputation through exceptional results. Their prestige depends on performance. Their survival depends on parental confidence.

When educational success becomes a business model, examination results become a commercial product.

The tragedy is that everyone then acts surprised when the system begins to produce corruption.

Yet the root cause goes even deeper.

Teacher welfare in Cameroon has deteriorated for decades. Low salaries, delayed benefits, poor working conditions, overcrowded classrooms, and declining social status have pushed many educators into survival mode. A system that humiliates its teachers should not be shocked when some begin searching for alternative sources of income.

Again, this does not justify misconduct.

But refusing to discuss incentives while pretending that morality alone governs human behaviour is intellectual dishonesty.

Today the Ministry appears determined to convince Cameroonians that the solution is police operations, arrests, and public displays of toughness.

This approach misunderstands the problem.

You can arrest teachers.

You can arrest invigilators.

You can arrest students.

You can arrest principals.

You can arrest entire examination centres.

But you cannot arrest an incentive structure.

You cannot handcuff poverty.

You cannot imprison institutional failure.

You cannot police your way out of a governance problem.

For decades Cameroon has approached complex national challenges with the same tool: force, repression, punishment, and public relations. Every problem is treated like a nail because government possesses only a hammer.

But education is not a criminal investigation.

It is a human system.

Until policymakers are willing to discuss Guided Learning Hours, teacher welfare, educational incentives, institutional accountability, and the economic realities driving behaviour, the cycle will continue.

More arrests.

More outrage.

More promises.

More leakage.

The real question is not whether leaked questions exist.

The real question is whether Cameroon has the courage to address the conditions that make leakage profitable in the first place.

Until that happens, every anti-leakage campaign will merely treat the symptoms while the disease continues to spread beneath the surface.

THE GCE LEAKS ARE A SYMPTOM OF A DEEPER PROBLEM IN OUR EDUCATION SYSTEM

The Minister of Secondary Education has acknowledged that individuals are making money from the GCE leakage crisis and that investigations are underway. If these allegations are confirmed, those responsible must be held accountable. No society can build a credible education system when examination papers become commodities for sale.

The Minister has also called for the digitisation of the GCE Board. This is a welcome proposal. However, digitisation should go beyond examinations.

One area that urgently requires reform is human resource management.

Every year, concerns are raised about the uneven distribution of teachers across the country. While many schools in major cities such as Yaoundé, Douala, Bamenda, and Buea have large concentrations of teachers, numerous rural schools continue to struggle with severe staffing shortages.

The result is an educational imbalance. In some urban schools, teaching loads may be relatively light because several teachers share the same subjects. Meanwhile, in many rural schools, a small number of teachers carry heavy workloads because there are not enough staff members available.

The greatest victims of this imbalance are the children. A child in a remote village deserves the same quality of education as a child in a major city. Equal access to education should not depend on where a child is born.

If MINESEC is serious about digitisation, then teacher management should be fully digitised and data-driven.

Such a system should:

• Identify teacher shortages and surpluses in real time.

• Deploy and redeploy teachers according to actual needs.

• Ensure a fair distribution of teachers across the national territory.

• Increase transparency in transfers and postings.

• Guarantee that every school has the minimum number of teachers required to function effectively.

The lesson from the GCE crisis is clear: systems that rely too heavily on manual processes become vulnerable to abuse, inefficiency, and mistrust.

Digitisation should therefore not be limited to examination management. It should extend to teacher deployment, workforce planning, and educational governance.

Our children deserve qualified teachers in every classroom, whether that classroom is in Yaoundé, Douala, Bamenda, Buea, Wum, Nkambe, Akwaya, or any other part of Cameroon.

Educational justice begins with equal access to quality teaching.
