In a major update from Ottawa 🇨🇦, the Senate Social Affairs Committee is recommending key immigration measures be removed or amended from Bill C-12, citing concerns over human rights and fairness.

Officials revealed that 37% of asylum claims filed between June–October 2025 — about 19,000 of 50,000 applications — could become ineligible under the proposed one-year rule. Immigration Minister Lena Diab had defended the timeline, but senators now suggest extending it to five years and removing retroactive enforcement.

The bill also proposes expanded powers to cancel immigration documents, including PR cards, under “public interest” grounds. Meanwhile, the Immigration and Refugee Board of Canada faces a backlog of roughly 300,000 refugee claims.
