Decoding Study Permit Dilemma Amidst the Attestation Letter Requirement

Recent amendments to Canada's IRCC study permit policies have loomed a cloud of uncertainty over international students, prompting the burning question: "Should study permit applications wait until March 31st ?" Presently, clarity around this question is lacking.

The application timeline hinges on the actions of Canada's provinces and territories tasked with crafting a process for issuing attestation letters to international students. Establishing this framework before March 31st could potentially advance student permit applications.

What does this mean for you?
Evolving Landscape: Ongoing policy alterations may lead to further adjustments.
Proactive Measures: The acceleration of the attestation letter system implementation is the gateway to the early application timeline.

What should you do?
Monitor Official Channels: Stay vigilant for announcements from IRCC and local authorities.
Prepare Documentation: Ensure all documents are available and well organized for swift submission once a clear pathway is delineated.
Consult Designated Learning Institutions (DLIs): Seek guidance from your educational institution regarding policy updates and application insights.

As March 31st approaches, staying well-prepared and informed is vital for successfully navigating the evolving study permit landscape. Count on EGI for ongoing support and invaluable advice throughout your academic journey in Canada.

An Essential Guide to PGWP Reform

Canada, a top choice for global students, has reformed its Post-Graduation Work Permit Program (PGWP), impacting study and professional prospects. Key changes include:

Eligibility Shift (Effective Sept 1, 2024): Students enrolled in private colleges under curriculum licensing arrangements with public institutions will no longer qualify for PGWP.

Extended Opportunities for Master's Graduates: Master's and short graduate-level program graduates will soon be eligible for a 3-year work permit, enhancing post-graduation work prospects.

Spousal Open Work Permits Modification: Open work permits for spouses align with program intensity and are available for master's, doctoral, and professional programs. Spouses or common-law partners of Master's or Ph.D. students with a valid study permit can apply for a work permit without a job offer or Labour Market Impact Assessment (LMIA).

Impact on Students: Current students should assess how these changes affect their post-graduation plans, exploring alternatives and seeking guidance for informed decisions.

Canada Implements Measures to Stabilize International Student Growth

On January 22, 2024, the IRCC (Immigration, Refugees, and Citizenship Canada) announced measures to address challenges in the international student system.

Study Permit Application:
Minster Marc Miller disclosed a 2-year cap on international student permit applications, targeting approximately 360,000 approvals in 2024—a 35% reduction from the previous year. The cap will be distributed among provinces and territories, which will then allocate quotas to their designated learning institutions (DLI).

Effective immediately, all study permit applications must include an attestation letter from the relevant provinces or territories, with an issuance process expected to be established by March 31, 2024.

Student-related Work Permit:
Starting September 1, 2024, post-graduate work permits (PGWP) will not be available for curriculum licensing programs students in public-private models. Instead, master’s degrees and other short graduate-level program graduates will soon be offered a 3-year work permit.

In weeks ahead, open work permits will be exclusive to spouses of international students in master’s degree and doctoral programs. Spouses of students in other program levels, including undergraduate and college programs, will no longer be eligible.

These reforms align with recent initiatives to strengthen the International Student Program, emphasizing genuine student support and system integrity.
