Seems to me:
1. Grading bad essay answers takes 10x longer than grading good ones.
2. Writing good, clear essay questions takes 10x longer to write than writing bad/unclear ones.

I would rather spend 10x as long writing good essay questions, than spend 10x as long grading bad essays.
