প্রতিষ্ঠাতার সংক্ষিপ্ত জীবনী: মহরুম দিরাজ উদ্দিন খান ( দিরাজ খাঁ ), ১৯১৩ খ্রিস্টাব্দে এক সম্ভ্রান্ত সম্পদশালী মুসলিম পরিবারে জন্মগ্রহন করেন। তিনি একটানা ৩৫ বছর ইউনিয়ন পরিষদে প্রতিনিধিত্ত করেছেন। এলাকায় নিরপেক্ষভাবে বিচার শালিস করেছেন, তবে জজের চাকরী হলেও তার পিতার একটাই ছেলে এবং অঢেল সম্পদ
থাকায় চাকুরিতে যোগদান করতে দেননি। তিনি ব্রিটিশ পিড়িয়ডে ইংলিশ মিডিয়ামে পড়াশুনা করেছেন, সে সময় গ্রাম এলাকায় শিক্ষিত লোক খুুুব কমই ছিল। তিনি রুপসী সরকারী প্রথমিক বিদ্যালয়ের প্রতিষ্ঠাতা। তিনি মানুষের মাঝে জ্ঞান বিতরন করতেন এবং পরামর্শ দিতেন। তিনি মাদ্রাসায় না পড়লেও কোরআন শরীফ অর্থ করে পড়তে পারতেন এছাড়া অন্য ধর্মগ্রন্থ সম্মন্ধেও অনেক জ্ঞান ছিল। তিনি এলাকার অসচ্ছল মানুষদের বিভিন্নভাবে সহযোগিতা করতেন। তিনি প্রাথমিক চিকিৎসা শাস্ত্রে অনেক জ্ঞানের অধিকারী ছিলেন এবং এলাকার মানুষদের বিনামূল্যে চিকিৎসা সেবা এবং পরামর্শ দিতেন, যেমন: তার জীবনে অসংখ্য সাপে কাটা রোগীকে সুস্থ করেছেন(তখন গ্রাম এলাকায় ডাক্তার বা ক্লিনিক ছিলনা)।তিনি নিজে বিভিন্ন ভাবে মানুষের মাঝে আনন্দ বিনোদনের ব্যবস্থা করতেন। তিনি ট্রেনিং এর জন্য অসংখ্যবার কলকাতা ভ্রমন করেছেন।তার সহযোগিতায় বেড়ে ওঠা অনেকেই আজ নামী দামী ব্যক্তি( তার মধ্যে বিগ্রেডিয়ার জেনারেল সাইদুল ইসলাম এবং এরিস্টোক্রেট গ্রুপের মালিক বাতেন খা অন্যতম)। ৭১ এ যুদ্ধের সময় তিনি মুক্তিযোদ্ধাদের বাড়িতে রেখেছেন খাইয়েছেন এবং কৌশল শিখিয়েছেন। মো: দিরাজ উদ্দিন খান ২৭ শে ডিসেম্বর ২০১১ সালে পরোলোক গমন করেন। তার স্মৃতি ধরে রাখার জন্য তার নিজ গ্রামে তার নাম অনুসারে একটি রাস্তার নামকরণ করা হয়েছে।

Once Baushgari village childrens used to go to school by walking more over 3 km. One day a little girl(Hasna Begum) wounded while she was walking towards her school, her empty feet was cut down and she was bleeding but still she did not stop herself from the journey to acquire knowledge to her school. The little girl(Hasna Begum) was none but the daughter of the founder of this school. At that time Md. Diraz Uddin Khan thinked need establish a primary school in our village then he give his land and eshtablished Rupsi govt. primary School. Profile of founder:
Late: Md. Diraz Uddin Khan, Ex. Member & Chairman, Dhulaury Union Porishod. Md. Diraz Uddin Khan was born on 1913. He gave free treatment by ayat of the Holy Quran. He had many knowledge of the Holy Quran, Hadith, Bybell and others. He could read The Holy Quran with meaning. He had many knowledge primary treatment of any deases. He studied english medium at British period with good result. He got many good job like as judge but his father did not agree. He gave free treatment to many peoples in his entire life. Diraz Uddin khan died on 27 December,2011. Founder Members:
