Requirements
Education
B.Sc. in Civil Engineering (or a relevant engineering discipline) from a recognized university/institution is preferred. PMP or Certified Construction Manager (CCM) certification is highly desirable. Additional certifications in BNBC compliance or Safety Management will be considered an advantage.

Additional Job Requirements
• Strong command of BNBC, PWD rates, PPR 2008, QA/QC systems, and modern construction practices.
• Proven experience in project planning, resource optimization, and budget management.
• Demonstrated ability in risk assessment, mitigation planning, and ensuring workplace safety.
• Hands-on experience with MS Project / Oracle Primavera, AutoCAD, and advanced MS Excel for planning and tracking.
• Excellent negotiation, conflict resolution, analytical thinking, and data-driven decision-making skills.
• Proven track record of leading, mentoring, and managing large, geographically dispersed teams.
• High level of ownership, integrity, resilience under pressure, and strong stakeholder management skills.
Experience Requirements
Minimum 15 years in construction project ex*****on, with at least 5 years in a senior managerial role overseeing multiple large-scale, geographically dispersed project sites. Proven track record of delivering projects on time and within budget across ≥3 simultaneous locations.

Responsibilities & Context
Job Purpose
• Responsible for leading the end-to-end delivery of the organization’s civil and electrical construction portfolio, ensuring projects are completed on time, within budget, and to required quality, safety, and compliance standards.
• Acts as the technical authority for translating designs into completed assets in full adherence to PPR 2008, BNBC, and BRAC policies, with overall accountability for ex*****on, financial control, risk management, resource optimization, and successful project handover.
Key Responsibilities
• Lead integrated ex*****on planning across all projects, ensuring seamless alignment between design, procurement, and site ex*****on.
• Drive optimal deployment of manpower, materials, and resources across multiple sites to ensure uninterrupted workflow and delivery readiness.
• Anticipate and resolve site constraints, interdependencies, and resource gaps to ensure ex*****on continuity.
• Ensure end-to-end delivery of all civil and electrical projects in line with approved drawings, BOQs, specifications, and timelines.
• Deliver projects on time and within budget through disciplined ex*****on, strong monitoring, and readiness-based completion.
• Enforce strict compliance with approved designs, BOQS and specifications, ensuring zero deviation unless formally approved through variation processes.
• Establish and maintain robust QA/QC systems, eliminating major NCRs related to BNBC through rigorous inspections, testing, and continuous process improvement.
• Ensure all financial transactions comply with approved BOQs, budgets, and BRAC guidelines, including timely review, verification, and approval of running bills and invoices aligned with actual physical progress without over-certification.
• Monitor cost versus budget performance at both project and portfolio levels while ensuring timely bill processing and maintaining transparent documentation for audit and financial accountability.
• Ensure close coordination with Procurement to secure timely availability of materials and services in line with the construction schedule, while ensuring compliance with technical specifications and quality standards, proactively mitigating risks of material shortages and lead-time delays, and preventing any work disruption due to procurement inefficiencies.
• Act as the final technical authority for resolving site-level engineering challenges while managing risks across time, cost, quality, safety, and environment.
• Lead and develop high-performing teams, ensure zero lost-time injuries (LTI), maintain strong stakeholder coordination, and drive structured reporting, project closure, and client handover excellence.
SAFEGUARDING RESPONSIBILITIES
• Establish a safeguarding culture across all levels of the programme by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
• Responsible to ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified and implemented in accordance with the safeguarding policy and procedure.
• Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
