ভিসা ও অভিবাসন নীতিতে বড় ধরনের পরিবর্তনের পরিকল্পনা করছে অস্ট্রেলিয়া। নতুন নিয়ম অনুযায়ী, স্টুডেন্ট ভিসায় যাওয়া আন্তর্জাতিক শিক্ষার্থীরা এখন আর একই ভিসায় স্বামী, স্ত্রী বা সন্তানদের সঙ্গে নিয়ে যেতে পারবেন না।
আজ বৃহস্পতিবার আন্তর্জাতিক বার্তা সংস্থা রয়টার্সের এক প্রতিবেদনে এ তথ্য জানানো হয়েছে।
প্রতিবেদনে বলা হয়, স্টুডেন্ট ভিসার পাশাপাশি অস্থায়ী ভিসায় থাকা অভিবাসীদের জন্য ভিসা পরিবর্তনের প্রক্রিয়াও আরও কঠোর করা হচ্ছে।
খুব শিগগির অস্ট্রেলিয়ার স্বরাষ্ট্রমন্ত্রী টনি বার্ক দেশটির অভিবাসন নীতিতে এ পরিবর্তনের বিষয়ে আনুষ্ঠানিক ঘোষণা দেবেন। অস্ট্রেলিয়ার সংবাদমাধ্যম এবিসি নিউজ জানিয়েছে, স্বরাষ্ট্রমন্ত্রী ন্যাশনাল প্রেস ক্লাবে আয়োজিত এক অনুষ্ঠানে বিস্তারিত তুলে ধরবেন।
নতুন এই পরিকল্পনার আওতায় ২০২৮ সালের মধ্যে নিট অভিবাসীর সংখ্যা বর্তমানের ৩ লাখ থেকে কমিয়ে ২ লাখ ২৫ হাজারে নামিয়ে আনা হবে।
তবে এবিসি নিউজের প্রতিবেদনে এসব তথ্যের উৎস উল্লেখ করা হয়নি। এ বিষয়ে স্বরাষ্ট্রমন্ত্রী টনি বার্কের দপ্তরের সঙ্গে মন্তব্যের জন্য যোগাযোগ করা হলেও কোনো সাড়া পাওয়া যায়নি।
বিদ্যমান নিয়ম অনুযায়ী, বিদেশি শিক্ষার্থীদের জীবনসঙ্গী (স্বামী বা স্ত্রী) অস্ট্রেলিয়ায় নির্দিষ্ট শর্তে কাজ করার সুযোগ পান। পাশাপাশি ১৮ বছরের কম বয়সী নির্ভরশীল সন্তানদেরও সঙ্গে নেওয়ার সুযোগ রয়েছে। তবে নতুন নীতি চালু হলে পরিবার নিয়ে যাওয়ার এই সুযোগ বন্ধ হয়ে যাবে।
মূলত আবাসন সংকট ও অবকাঠামোগত চাপ সামাল দিতেই দেশটিতে অভিবাসন নীতি কঠোর করার এই পদক্ষেপ নেওয়া হচ্ছে। সরকারি তথ্যমতে, করোনা মহামারির বিধিনিষেধ তুলে নেওয়ার পর আন্তর্জাতিক শিক্ষার্থী ও দক্ষ কর্মীদের আগমনে অভিবাসীর সংখ্যা দ্রুত বেড়ে যায়।
২০২৩ সালে নিট অভিবাসন সর্বোচ্চ ৫ লাখ ১৮ হাজারে পৌঁছালেও পরবর্তী সময়ে তা কমতে শুরু করে। ২০২৪ সালে এই সংখ্যা ছিল ৪ লাখ ২৯ হাজার। ২০২৫ সালের জুনে শেষ হওয়া অর্থবছরে নিট অভিবাসীর সংখ্যা দাঁড়ায় ৩ লাখ ৬ হাজার, যার অর্ধেকেরও বেশি ছিলেন আন্তর্জাতিক শিক্ষার্থী।
এদিকে অস্ট্রেলিয়ার রাজনৈতিক পরিবেশেও অভিবাসনবিরোধী অবস্থান জোরদার হচ্ছে। সম্প্রতি কট্টর ডানপন্থি ‘ওয়ান নেশন পার্টি’ প্রতিশ্রুতি দিয়েছে, স্থানীয়দের ওপর চাপ কমাতে তিন বছরে সাময়িক অভিবাসীর সংখ্যা ৭ লাখ ৫০ হাজার কমাবে তারা।
যুক্তরাষ্ট্রে ডোনাল্ড ট্রাম্পের নেতৃত্বে রিপাবলিকান দল যেভাবে পরিচালিত হচ্ছে, খানিকটা একই কায়দায় ‘অস্ট্রেলিয়া ফার্স্ট’ (সবার আগে অস্ট্রেলিয়ার স্বার্থ) নীতিতে পরিচালিত হয় ওয়ান নেশন।
