S. Rama RAO has worked in the field of International Intellectual Property Law, Public Health, Bilateral Investment Protection, International Environment Law, Sustainable Development, Technology and Innovation, particularly with reference to Foreign Investments, Intellectual Property, Technology and Arbitration matters over a span of 42 years.
His specialization includes International Law, Law of International Institutions, Human Rights, International Humanitarian Law, International Criminal Court, International Law on Terrorism, and Law of the Sea. He was an active member of the International Law Association, India. He has excellent contacts with governments, diplomats, industry, professional organizations, civil society and academics in his long and brilliant career with administrative and management, diplomatic and academic experience.
He obtained his LL.B (university 1st), Gold Medalist, LL.M (university 1st) from Andhra University and PhD in International Law from Jawaharlal Nehru University in 1980.
He started his professional career as an Assistant Professor at the Advanced Center for Legal Studies, University of Madras in 1976. Then, he shifted his professional career from the academic to civil society in 1982 and he joined the Ministry of External Affairs, India as a Director (Legal) and he rose to become the Chief Legal Advisor, Ministry of External Affairs, Government of India.
Furthermore, he started his international professional career at the World Intellectual Property Organization (WIPO) as a Counselor in 1998 and he rose to become the Director/Senior Advisor of WIPO.
He is a Senior Advisor at IDLO, United Nations and he is also an adjunct Professor at School of Law, Pace University and Columbia University. Now, he is Chairman & Chief Executive Officer (CEO) of the IPDP – Intellectual Property Development Program at New York, USA.

The existing institutional mechanisms, models, policies, programs, guidelines, regulations and laws in the world are not supporting exactly to solve the most perpetual intellectual property (IP) business problems in the Least Developing Countries (LDCs) and developing world for creation and development of world class science, technology and innovation (STI) and intellectual property (IP) and its commercialization, industrialization activities at national and international level. Even, most of the super scholars in the field of development economics did not concentrate enough to identify the real problems of the developing world. In this circumstances, Md. Abul Kalam Azad, Founder & Senior Partner, Centre for Policy Research, Bangladesh has been developing the framework of IPDP – Intellectual Property Development Program since 2012 to remove the built-in weakness of the scholar contributions in field of development Economics. In addition the IPDP will also create an Innovative Industrial Environment (IIE) to remove the weakness of STI and IP business in the LDCs and developing world.

World Intellectual Property Day 2020 celebrated the on April 26 virtually. The programme was jointly organised by the Copyright Office Bangladesh, Ministry of Cultural Affairs, Government of Bangladesh and Center for Policy Research, Bangladesh.
Dr Rao explained the importance of World Intellectual Property Day 2020, the role and function of WIPO in protecting and promoting intellectual property globally as well as its technical assistance to developing countries and LDCs, including Bangladesh in this field through its development agenda. He also gave an overview of the legal, normative and institutional structure of WIPO and its global services in the sectors of patents, trademarks, industrial designs and copyrights, which are efficient, fast and cost effective to help inventors and creators.
Turning to 'Innovate for a Green Future', the theme of this year's World IP Day, Dr Rao underscored the need to streamline science, technology and innovation (STI) and create new means in areas of energy and greenhouse gas emissions, which will reduce and mitigate threats of climate change and guarantee a green future. He pleaded that more needed to be done by the Government of Bangladesh and private sectors, as well as aid agencies who should provide these institutions with necessary resources so that they can contribute significantly to the sustainable development of the country.

WIPO rightly took it up as the theme for this year's World IP Day because the global energy demands are expected to increase by 30% in 20 years from now. That increase in demand needs to be met by eco friendly and renewable energies constitute only 15% of total demand, but optimally they need to be around 85% if we need to ensure green future and hence the need to focus on renewable energies. He also explained in details about several measures to adopt in this respect that will ensure sustainable development of all countries. Community participation including that of indigenous people and utilization of traditional knowledge and geographical indications are all necessary in ensuring green future. He also underscored the importance of WIPO Green platform in this connection.
The critical role of intellectual property in scientific and technological innovation, he stressed in pertinent to the social and economic development of Bangladesh as well. He appreciated the active role being played by the Centre for Policy Research, Bangladesh and the Intellectual Property Development Program (IPDP) in promoting STI and IP. He pleaded that more needed to be done and Government of Bangladesh and private sectors as well as aid agencies should provide these institutions necessary resources so that they can contribute significantly to the sustainable development of the country.
