বর্তমান বৈশ্বিক ও স্থানীয় নিরাপত্তা পরিস্থিতি দিন দিন জটিল ও সহিংস হয়ে উঠছে। কর্পোরেট লিডার, কূটনৈতিক প্রতিনিধি, এনজিও কর্মী, উচ্চপদস্থ সরকারি কর্মকর্তাসহ অনেকেই Targeted or Situational সহিংসতার ঝুঁকিতে রয়েছেন। এ অবস্থায় Executive Protection (EP) বা বিশেষ নিরাপত্তা ব্যবস্থা একটি অত্যন্ত গুরুত্বপূর্ণ ক্ষেত্র হয়ে উঠেছে।

বাংলাদেশের প্রতিটি কমার্শিয়াল বিল্ডিং, মার্কেট, বড় ফ্যাক্টরি, শপিং মল, হাসপাতাল, ব্যাংক—সরকারি বা বেসরকারি যেকোনো গুরুত্বপূর্ণ স্থাপনার নিরাপত্তা ব্যবস্থার কেন্দ্রবিন্দু হচ্ছে সিকিউরিটি কন্ট্রোল রুম। এই কন্ট্রোল রুমের মাধ্যমে সব ধরনের নিরাপত্তা টেকনোলজি যেমন CCTV, Access Control, Fire Alarm System, Perimeter Monitoring এবং Communication ইত্যাদি পরিচালনা ও তদারকি করা হয়।

কন্ট্রোল রুম হচ্ছে সেই জায়গা যেখান থেকে প্রতিটি নিরাপত্তা সংকেত বা তথ্য নিয়ন্ত্রিত হয় এবং সিদ্ধান্ত নেওয়া হয়—যা প্রাণ ও সম্পদ রক্ষায় গুরুত্বপূর্ণ ভূমিকা রাখে।

কিন্তু বাস্তবতা হলো, এই অত্যন্ত গুরুত্বপূর্ণ ভূমিকা পালনকারী সিকিউরিটি কন্ট্রোল রুম অপারেটর বা সুপারভাইজরদের জন্য আমাদের দেশে নেই কোনও সুনির্দিষ্ট প্রশিক্ষণ ব্যবস্থা। অধিকাংশ ক্ষেত্রেই অপারেটররা সীমিত অভিজ্ঞতা ও মৌখিক নির্দেশনার উপর নির্ভর করে দায়িত্ব পালন করেন। ফলে প্রযুক্তি ব্যবহারে ভুল, ঘটনাপ্রবাহ পর্যবেক্ষণে ঘাটতি, তথ্য রেকর্ড বা রিপোর্টিংয়ে অসঙ্গতি এবং জরুরি অবস্থায় যথাযথ সাড়া দিতে ব্যর্থতার ঝুঁকি থেকেই যায়।

এই ঘাটতির কারণে আমরা অনেক সময়ে দেখেছি যে, একটি সঠিক প্রশিক্ষণের অভাবে কন্ট্রোল রুম থেকে পর্যাপ্ত সিদ্ধান্ত বা তৎপরতা না আসায় ছোট একটি নিরাপত্তা ঘটনা বড় আকার ধারণ করেছে। অন্যদিকে, দক্ষতার অভাবে অনেক ক্ষেত্রেই আধুনিক টেকনোলজির পূর্ণ ব্যবহার নিশ্চিত করা সম্ভব হচ্ছে না।

বিশ্বের উন্নত দেশগুলোতে যেখানে সিকিউরিটি কন্ট্রোল রুম অপারেশন একটি স্বীকৃত দক্ষতা হিসেবে বিবেচিত, সেখানে বাংলাদেশে এখনো এ সংক্রান্ত কোনও মানসম্মত কোর্স বা সার্টিফিকেশন খুবই বিরল। অথচ একটি দক্ষ কন্ট্রোল রুম অপারেটর বা সুপারভাইজর না থাকলে সম্পূর্ণ নিরাপত্তা ব্যবস্থা কার্যকরভাবে পরিচালনা করা কঠিন হয়ে পড়ে।
