The Treasurer delivered the 2026โ27 Federal Budget on 12 May.
Ahead of the Budget, AFSA called for a $5 million allocation through the Medical Research Future Fund (MRFF) to pilot a national program supporting the development and validation of non-animal research methods (NAMs).
The Budget included an additional $508.5 million over four years for the MRFF, with annual disbursements set to increase from $650 million in 2025โ26 to $1 billion from 2030โ31 onwards. However, the Government has not yet announced how this additional funding will be allocated, and release of the funding is contingent on finalisation of the National Health and Medical Research Strategy (to which AFSA also made a submission).
At this stage, it is unclear whether AFSAโs proposal will be supported through the expanded MRFF funding or future implementation of the National Strategy. We expect further detail in the coming weeks and will keep supporters updated as more information becomes available.
In the meantime, we are continuing to pursue additional opportunities to help close the funding gap for non-animal research innovation in Australia.

'Over 90% of drugs that appear successful in animal tests go on to fail in human clinical trials. This is a staggering statistic underscoring that animals are biologically different from humans, and so animal-based research can be deeply unreliable, which, in turn, hinders medical progress and slows down the advancement of our scientific knowledge. Even more closely related species like mice and rats can react very differently when exposed to the same substances.
So why are animals still being used when kinder, scientifically robust and human-relevant methods exist? The answer, in large part, lies in the money. Most funding for biomedical research is traditionally directed towards animal experiments...'
'But there are signs of progress: Recently, the U.S. Environmental Protection Agency recommitted to ending tests on mammals by 2035. And the U.S. National Institutes of Health, which is the largest funder of biomedical research in the world, announced that it is moving away from animal testing and research. Unlike the cosmetics and chemicals testing sectors, the use of animals for biomedical research is not dictated by specific test requirements.
